Nghe An directs to tighten disease prevention and control in livestock
Nghe An Provincial People's Committee has just issued Notice No. 355/TB-UBND on the conclusion of Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee at the meeting to deploy solutions to prevent and control livestock and poultry diseases in Nghe An province.
Accordingly, in recent times, the situation of livestock and poultry diseases in the province has been quite complicated, especially African swine fever. Since the beginning of 2025, a number of dangerous infectious diseases have occurred in livestock herds such as African swine fever (70 outbreaks of ASF occurred in 13 districts, cities and towns; the total number of pigs forced to be destroyed was 1,700, weighing more than 99,000 kg), Foot and mouth disease (1 outbreak occurred in Tan Ky district), Avian influenza (2 outbreaks of A/H5N1 avian influenza occurred in Quynh Luu and Dien Chau districts; the number of poultry infected and forced to be destroyed was 2,503 ducks); Rabies (6 outbreaks occurred in animals in 4 districts, with 2 deaths due to rabies in Nghia Dan and Ky Son districts). It is forecasted that in the coming time, livestock diseases will continue to develop complicatedly, especially African swine fever.

In order to proactively, synchronously, drastically and effectively deploy solutions to prevent and control livestock and poultry diseases, minimizing damage caused by epidemics, the People's Committees of districts, cities and towns; provincial departments and branches are required to focus on implementing the following tasks:
People's Committees of districts, cities and townsContinue to carry out information and propaganda work well to raise awareness, consciousness and responsibility of breeders and people in disease prevention and control; especially for ASF and rabies in humans and animals.
Focus on directing monitoring, early detection, reporting and timely handling when new epidemics arise; overcome shortcomings and limitations in epidemic prevention and control work in the past such as some localities reporting epidemics late, destruction work not ensuring procedures and techniques; overcome subjective and negligent situations in directing and implementing epidemic prevention in some localities. For localities where ASF is developing quite complicatedly such as Do Luong, Yen Thanh, Thanh Chuong, Anh Son, Nghi Loc; 2 outbreaks in Nam Giai commune (Que Phong) and Don Phuc (Con Cuong), special attention should be paid to focusing resources to completely handle and control the epidemic.
Strengthen management and control of transportation and slaughter; promptly detect, prevent and resolutely handle cases of illegal buying, selling, transporting of animals and animal products, and dumping of animal carcasses into the environment and canals, causing disease spread and environmental pollution.

Continue to direct and increase the vaccination rate for livestock, ensuring it reaches over 80% of the total herd. In particular, pay attention to vaccinating against ASF according to the direction of the Prime Minister, the Ministry of Agriculture and Environment and the Provincial People's Committee.
For brackish water shrimp farming localities (Quynh Luu, Hoang Mai Town, Dien Chau, Nghi Loc, Vinh City): Strengthen inspection, monitoring, and reporting of diseases in shrimp farming areas, take samples and send them to authorities to promptly determine the cause of the disease; instruct farmers to comply with pond and lagoon treatment measures; strictly follow the crop calendar of the Department of Agriculture and Environment, buy shrimp seeds at disease-free facilities, ensuring quality.
When an epidemic occurs, it is necessary to proactively implement and synthesize, submit timely support policies for livestock farmers; resolutely not implement support policies for organizations and individuals who do not comply with regulations on disease prevention and control, and do not fully vaccinate livestock according to regulations. Complete support documents for livestock households that have suffered losses due to epidemics by June 30, 2025 and submit them to the Department of Agriculture and Environment (through the Provincial Department of Animal Husbandry and Veterinary Medicine).

Strengthen the State management of livestock activities, provide guidance on regulations and conditions for livestock farming, and waste treatment according to the provisions of the Law on Livestock and guiding documents. Implement projects to support livestock breeds, hunger eradication and poverty reduction programs in accordance with technical procedures, ensuring disease safety. Proactively prevent and combat heat waves for livestock, paying attention to peak heat waves in the coming time.
Organize the assignment and assignment of tasks to leaders of the District People's Committee in charge of commune and ward clusters according to the arrangement orientation when implementing 2-level local government to be in charge of and direct disease prevention and control work in the area.
The Chairman of the District People's Committee shall be responsible to the Chairman of the Provincial People's Committee if he/she lacks responsibility in leadership and direction, allowing livestock and poultry diseases to arise and spread widely, causing great damage in the management area; especially in localities where rabies and CGC epidemics occur, with people dying from transmission from livestock and poultry that have not been vaccinated.
Department of Agriculture and EnvironmentEstablish inspection teams for animal disease prevention and control in localities; strengthen inspection and guide localities to effectively implement livestock development and disease prevention and control.
Synthesize and report to the Provincial People's Committee the results of inspections of localities for direction; advise on timely rewards for localities that do well, and correct and criticize localities that are not interested or lack determination in directing epidemic prevention and control, allowing the epidemic to prolong and spread widely.
Direct the Provincial Department of Animal Husbandry and Veterinary Medicine to coordinate with the District People's Committees to monitor and handle epidemics in livestock herds; fully prepare vaccines, chemicals, supplies, etc. to be proactive in disease prevention and control.

Department of Finance: Timely advise on the arrangement of funding sources for animal disease prevention and control; funding to support losses for breeders whose livestock and poultry are destroyed due to disease in accordance with current regulations.
Health service: Effectively deploy solutions to prevent and control infectious diseases April 10, 2025 of the Provincial People's Committee on preventing and controlling infectious diseases in Nghe An province in 2025.
Relevant provincial departments, branches and units: Based on the functions, tasks and authority to direct, promote propaganda activities on disease prevention and control measures in livestock herds; strengthen market management, proactively detect and strictly handle cases of transporting and consuming animals and animal products of unknown origin; long-term trading, and trade fraud.
