Nghe An province directs tightening of disease prevention and control measures for livestock.

The People's Committee of Nghe An province has just issued Notice No. 355/TB-UBND regarding the conclusions of Mr. Nguyen Van De - Vice Chairman of the People's Committee of the province - at the meeting to implement solutions for preventing and controlling livestock and poultry diseases in Nghe An province.

Accordingly, in recent times, the situation of livestock and poultry diseases in the province has been quite complex, especially African Swine Fever (ASF). From the beginning of 2025 to the present, several dangerous infectious diseases have occurred in livestock herds, such as African Swine Fever (70 outbreaks in 13 districts, cities, and towns; a total of 1,700 pigs had to be culled, weighing over 99,000 kg), Foot-and-Mouth Disease (1 outbreak in Tan Ky district), Avian Influenza (2 outbreaks of A/H5N1 Avian Influenza in Quynh Luu and Dien Chau districts; 2,503 ducks were infected and had to be culled); and Rabies (6 outbreaks in animals in 4 districts, with 2 deaths due to rabies in Nghia Dan and Ky Son districts). Looking ahead, animal diseases are expected to continue to develop in a complex manner, especially African swine fever.

To proactively and effectively implement comprehensive solutions for preventing and controlling livestock and poultry diseases, and to minimize losses caused by outbreaks, the People's Committees of districts, cities, and towns; and provincial departments and agencies are required to focus on the following tasks:

People's Committees of districts, cities, and townsContinue to effectively carry out information and communication work to raise awareness, understanding, and responsibility among livestock farmers and the public in disease prevention and control; especially for African Swine Fever (ASF) and rabies in humans and animals.

Focus on directing, monitoring, early detection, reporting, and timely handling of newly emerging disease outbreaks; overcome shortcomings and limitations in disease prevention and control work in the past, such as slow reporting of outbreaks in some localities, and inadequate procedures and techniques in culling; and address complacency and negligence in directing and implementing disease control in some localities. For localities where African Swine Fever (ASF) is developing quite complexly, such as Do Luong, Yen Thanh, Thanh Chuong, Anh Son, Nghi Loc; and the two outbreaks in Nam Giai commune (Que Phong) and Don Phuc commune (Con Cuong), special attention and resources should be focused on decisively handling and controlling the outbreaks.

Strengthen management and control of transportation and slaughter; promptly detect, prevent, and resolutely handle all cases of illegal trading and transportation of animals and animal products, and the dumping of animal carcasses into the environment and canals, which spreads diseases and causes environmental pollution.

Continue to direct and improve the vaccination rate for livestock, ensuring it reaches over 80% of the total herd. In particular, pay attention to vaccinating against African Swine Fever (ASF) as directed by the Prime Minister, the Ministry of Agriculture and Environment, and the Provincial People's Committee.

For brackish water shrimp farming localities (Quynh Luu, Hoang Mai Town, Dien Chau, Nghi Loc, Vinh City): Strengthen inspection, monitoring, and reporting of diseases in shrimp farming areas; collect samples and send them to relevant agencies to determine the cause of disease in a timely manner; guide farmers to comply with pond and lagoon treatment measures; strictly adhere to the seasonal schedule of the Department of Agriculture and Environment; purchase shrimp fry from disease-free and quality-assured facilities.

When an epidemic occurs, it is necessary to proactively implement comprehensive measures and promptly submit support policies to livestock farmers; resolutely refuse to provide support to organizations and individuals who do not comply with regulations on disease prevention and control, and who do not fully vaccinate their livestock as required. Complete the support dossiers for livestock farmers affected by the epidemic by June 30, 2025, and submit them to the Department of Agriculture and Environment (via the Provincial Livestock and Veterinary Sub-Department).

Strengthen state management of livestock farming activities, provide guidance on regulations and conditions for livestock farming, and handle waste in accordance with the Livestock Law and its implementing guidelines. Implement livestock breeding support projects and poverty reduction programs according to proper technical procedures, ensuring disease safety. Proactively take measures to protect livestock from heat stress, paying attention to peak heat waves in the coming period.

The organization assigns tasks to leaders of the district-level People's Committees to be in charge of clusters of communes and wards, in accordance with the arrangement guidelines when implementing the two-tiered local government system, to oversee and direct disease prevention and control work in their respective areas.

The Chairman of the District People's Committee is responsible to the Chairman of the Provincial People's Committee if they are negligent in leadership and direction, leading to the outbreak and widespread spread of livestock and poultry diseases, causing significant damage in their managed area; especially in localities where rabies and avian influenza outbreaks occur resulting in fatalities due to transmission from unvaccinated livestock and poultry.

Department of Agriculture and EnvironmentEstablish inspection teams to monitor animal disease prevention and control in localities; strengthen inspection and guidance for localities to effectively implement livestock development and disease prevention and control.

In summary, the Provincial People's Committee will compile and report the results of inspections in localities for guidance; advise on timely commendation of localities that perform well, and correct and criticize localities that have not paid attention or lacked decisiveness in directing disease prevention and control, leading to prolonged outbreaks and widespread spread of the disease.

Direct the Provincial Department of Livestock and Veterinary Medicine to coordinate with district-level People's Committees to monitor and handle disease outbreaks in livestock; prepare sufficient vaccines, chemicals, supplies, etc., to proactively prevent and control disease outbreaks.

Department of FinanceTimely advise on the allocation of funds for animal disease prevention and control; and provide financial support to livestock farmers whose animals have been culled due to disease outbreaks, in accordance with current regulations.
