The Prime Minister has directed the issuance of a decree on decentralization and delegation of power before June 12th.

Prime Minister Pham Minh Chinh requested that leaders of ministries and agencies urgently finalize draft decrees on decentralization, delegation of power, and delineation of authority according to assigned management areas, to be submitted to the Government for promulgation before June 12th.

Prime Minister Pham Minh Chinh has just issued a directive on continuing to promote decentralization and delegation of power; defining authority in various sectors and fields, addressed to leaders of ministries, sectors, and centrally-administered provinces and cities.

The official dispatch stated that, in order to promptly complete and synchronize the legal framework for the operation of the two-tiered local government organizational model from July 1st, in accordance with the policies and requirements of the Politburo and the Secretariat, especially the directives of General Secretary To Lam, the Prime Minister requested leaders of ministries and sectors to urgently finalize the draft decrees on decentralization, delegation of power, and delineation of authority according to assigned management areas before June 10th for submission to the Government for promulgation.

The Prime Minister instructed the Deputy Prime Ministers assigned to specific fields to carefully review and approve the draft decrees on decentralization, delegation of power, and delineation of authority before submitting them to the Standing Deputy Prime Minister Nguyen Hoa Binh for signing and promulgation before June 12th.

The head of the government also requested the chairmen of the People's Committees of provinces and centrally-administered cities to proactively organize and implement the tasks and direct the agencies under their authority to receive the assigned tasks according to the decentralization, delegation of power, and delineation of authority in order to fully carry out the assigned tasks.

In particular, the Prime Minister instructed ministries, sectors, and localities to avoid legal loopholes and to promptly resolve administrative procedures for citizens and businesses, ensuring uninterrupted service without causing inconvenience, harassment, increased costs, time, or effort.

Earlier, on May 29th, at a government meeting reviewing the decentralization, delegation of power, and delineation of authority associated with the implementation of the two-tiered local government model, Prime Minister Pham Minh Chinh stated that the government had directed the Ministry of Interior and the Ministry of Justice to guide ministries and ministerial-level agencies in drafting decrees.

Based on a review of nearly 5,100 legal documents, ministries and ministerial-level agencies have completed drafts, sent them to localities for comments, and submitted them to the Ministry of Justice for appraisal. Ministries and agencies are reviewing and proceeding with the publication of administrative procedures within their authority immediately after the decrees are issued.

Accordingly, the Ministry of Interior and the Ministry of Justice reviewed the data and finalized the dossiers for 28 decrees to report to the competent authorities for consideration, comments, and signing for promulgation.
