Prime Minister directs to issue decree on decentralization and delegation of power before June 12
Prime Minister Pham Minh Chinh requested leaders of ministries and branches to urgently complete draft decrees on decentralization, delegation of power, and assignment of authority according to assigned management areas to submit to the Government for promulgation before June 12.
Prime Minister Pham Minh Chinh has just issued an Official Dispatch on continuing to promote decentralization and delegation of power; defining authority in sectors and fields, sent to leaders of ministries, sectors and provinces and centrally-run cities.

The dispatch stated that, in order to promptly complete and synchronize the legal framework for the operation of the two-level local government organization model from July 1 in accordance with the policies and requirements of the Politburo, the Secretariat, especially the direction of General Secretary To Lam, the Prime Minister requested leaders of ministries and branches to urgently complete draft decrees on decentralization, delegation of power, and assignment of authority according to assigned management areas before June 10 for submission to the Government for promulgation.
The Prime Minister assigned Deputy Prime Ministers in charge of the assigned fields to carefully review and approve draft decrees on decentralization, delegation of power, and determination of authority before submitting them to Permanent Deputy Prime Minister Nguyen Hoa Binh for signing and promulgation before June 12.
The Head of Government also requested the Chairmen of the People's Committees of provinces and centrally-run cities to proactively organize the implementation and direct competent agencies to receive tasks according to decentralization, delegation of authority, and division of authority to fully perform assigned tasks.
In particular, the Prime Minister noted that ministries, branches and localities should not leave any legal gaps, promptly resolve administrative procedures for people and businesses, ensuring no interruptions, no disruptions and no inconvenience, harassment, or increased costs, time and effort.
Previously, on May 29, at the Government meeting on reviewing decentralization, delegation of power and assignment of authority associated with the implementation of the two-level local government organization model, Prime Minister Pham Minh Chinh said that the Government has directed the Ministry of Home Affairs and the Ministry of Justice to guide ministries and ministerial-level agencies in drafting decrees.
Based on the review of nearly 5,100 legal documents, to date, ministries and ministerial-level agencies have completed the drafts, sent them to local authorities for comments and sent them to the Ministry of Justice for appraisal. Ministries and branches are reviewing and publishing administrative procedures under their authority immediately after the decrees are issued.
Accordingly, the Ministry of Home Affairs and the Ministry of Justice reviewed data and completed the dossiers of 28 decrees to report to competent authorities for consideration, comments and signing.
