The Prime Minister makes decisions on personnel for the Ministry of Public Security.

General Tran Quoc To's term in office has been extended, while General Le Quoc Hung and Lieutenant General Le Tan Toi have been reappointed as Deputy Ministers of Public Security.

On June 9th, Prime Minister Pham Minh Chinh issued decisions extending the terms of office and reappointing the Deputy Minister of Public Security.

Specifically, the Prime Minister decided to extend the term of office of the Deputy Minister of Public Security until the retirement date as stipulated by regulations.General Tran Quoc To, Member of the Central Committee of the Party, Deputy Secretary of the Party Committee of the Central Public Security Ministry.

Lieutenant General Tran Quoc To was born in 1962 in Kim Son district, Ninh Binh province. He holds a PhD in Law, Criminology, and Criminal Investigation.

Mr. Tran Quoc To has held many positions: Head of the District Police, Head of the Criminal Investigation Agency of Kim Son District Police, Ninh Binh Province; Deputy Director of the Environmental Police Department, General Department of Police for Crime Prevention and Control, Ministry of Public Security; Chief of the Office of the Criminal Investigation Agency, Ministry of Public Security; Deputy Director General of the General Department of Police for Crime Prevention and Control; Deputy Head of the Criminal Investigation Agency, Ministry of Public Security.

He also previously served as Deputy Secretary and Secretary of the Thai Nguyen Provincial Party Committee.

The Prime Minister reappointedGeneral Le Quoc Hung, a member of the Central Committee of the Party and a member of the Standing Committee of the Party Committee of the Central Public Security Ministry, holds the position of Deputy Minister of Public Security.

Lieutenant General Le Quoc Hung was born in 1966 in Phong Dien district, Hue City, and holds a Bachelor's degree in Public Administration specializing in Social Order.

Mr. Le Quoc Hung has worked for many years at the Thua Thien Hue Provincial Police Department, holding various positions including: Deputy Chief of Office, Chief of Office of the Provincial Police Department, Deputy Director of the Provincial Police Department, and Director of the Provincial Police Department.

He previously served as the Standing Deputy Chairman of the Party Disciplinary Inspection Commission of the Central Public Security Party Committee.

The Prime Minister reappointedLieutenant General Le Tan Toi, Member of the Central Committee of the Party, Member of the Standing Committee of the National Assembly, Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs (on secondment), holds the position of Deputy Minister of Public Security.

Lieutenant General Le Tan Toi was born in 1969 in Ca Mau City, Ca Mau Province, and holds a PhD in Criminology and Criminal Investigation.

Mr. Le Tan Toi previously held the following positions: Team Leader; Deputy Head of the Criminal Police Department; Head of the Drug Crime Investigation Police Department; Head of the Criminal Police Department; Head of the Bac Lieu City Police; Head of the Personnel and Organization Department of the Bac Lieu Provincial Police; Deputy Director and then Director of the Bac Lieu Provincial Police; Director of the Personnel and Organization Department, Ministry of Public Security.

In July 2021, he became a member of the Standing Committee of the National Assembly and Chairman of the National Assembly's Committee on National Defense and Security. In February 2025, he was elected Chairman of the Committee on National Defense, Security and Foreign Affairs.
