Nghe An adjusts its GRDP growth scenario for the remaining quarters of 2025.
Growth in the second quarter was 10.25% (the initial scenario was 10.02%); in the third quarter it was 11.18% (the initial scenario was 10.97%); and in the fourth quarter it was 12% (the initial scenario was 11.76%).
Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - has just signed and issued a document on adjusting the GRDP growth scenario for the remaining quarters of 2025.

Accordingly, in implementation of Conclusion No. 148-KL/TW dated April 8, 2025, of the Politburo and the Secretariat on inspecting some key work topics in 2025, and Plan No. 322-KH/TU dated April 28, 2025, of the Provincial Party Committee on implementing the conclusions of the Politburo and the Secretariat; Based on the results of the first five months of the year and the forecast for the whole year, in order to resolutely achieve the GRDP growth target of 10.5% in 2025 as stipulated in Resolution No. 25/NQ-CP dated February 5, 2025 of the Government, the Provincial People's Committee adjusts some contents in Plan No. 126/KH-UBND dated February 28, 2025 on implementing the GRDP growth scenario to implement Resolution No. 25/NQ-CP dated February 5, 2025 of the Government on growth targets for sectors, fields and localities to ensure the national growth target in 2025 reaches 8% or more.
Specifically, as follows:
ButThe growth scenarios for the remaining quarters of 2025 in Appendix 1 of Plan No. 126/KH-UBND dated February 28, 2025, of the Provincial People's Committee are adjusted as follows: Growth in Q2 is 10.25% (initial scenario was 10.02%); Q3 is 11.18% (initial scenario was 10.97%); Q4 is 12% (initial scenario was 11.76%).
ButAdjusting the performance targets for certain industries, sectors, and products for each quarter of 2025 is detailed in Appendix 2 of Plan No. 126/KH-UBND dated February 28, 2025, of the Provincial People's Committee.

Regarding tasks and guiding solutions:
In the coming period, the situation is expected to remain difficult, with challenges impacting the management and operation of socio-economic development. The province must simultaneously implement many key tasks with a very large workload, especially addressing issues related to the reorganization of administrative units and the establishment of a two-tiered local government model. Besides focusing on the tasks and solutions issued in Plan No. 126/KH-UBND dated February 28, 2025, of the Provincial People's Committee; all levels and sectors are tasked with seriously and promptly disseminating the directives in Conclusion No. 148-KL/TW dated April 8, 2025, of the Politburo and the Secretariat, and Plan No. 322-KH/TU dated April 28, 2025, of the Provincial Party Committee; focusing on the following tasks:
- Regularly adhere to the directives and guidance of the Central Government, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee; proactively review and update breakthrough tasks and solutions, new resources, drivers, and capabilities to determine new growth targets; forecast and detail potential risks and legal bottlenecks, and propose specific and appropriate solutions to respond if problems arise.
- The Department of Agriculture and Environment, in coordination with the Department of Industry and Trade and other relevant agencies and units, will continue to research and promptly advise on solutions for developing agricultural production and business, especially investing in the development of key products to meet the requirements of commodity production and export.
- The Tax Department of Region X proactively reviews and advises on the timely and effective implementation of tax and fee reduction policies to directly support businesses and people as stipulated by the Central Government.

- Departments, agencies, units, and localities should urge investors to focus on accelerating the progress of investment procedures, construction implementation, and disbursement of public investment capital, striving to achieve 100% disbursement of public investment capital in 2025 as directed by the Prime Minister in the following Official Dispatches: No. 16/CĐ-TTg dated February 18, 2025, No. 32/CĐ-TTg dated April 5, 2025, No. 47/CĐ-TTg dated April 22, 2025, and No. 60/CĐ-TTg dated May 9, 2025.
- Regarding the review and proposal of solutions for stalled and unresolved non-budgetary investment projects (including 38 stalled and unresolved projects and 10 projects with prolonged delays in commissioning): The People's Committees of districts, cities, and towns are tasked with completing this before June 30, 2025. Provincial departments and agencies should focus on implementing Plan No. 233-KH/TU dated March 21, 2024, of the Provincial Party Committee Standing Committee.
Directors of departments, heads of agencies and units at the provincial level, Chairmen of People's Committees of districts, cities, and towns, and relevant units are requested to uphold a high sense of responsibility, decisively and promptly direct and manage the implementation of assigned tasks to ensure the set progress; strive to overcome difficulties and challenges, resolutely overcome limitations and weaknesses, and strive to achieve the highest possible level of completion of the goals and targets of the 2025 plan, especially the 10.5% growth target.
