Nghe An adjusts GRDP growth scenario for remaining quarters of 2025
Growth in the second quarter is 10.25% (initial scenario is 10.02%); in the third quarter is 11.18% (initial scenario is 10.97%); in the fourth quarter is 12% (initial scenario is 11.76%).
Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee has just signed and issued a document on adjusting the GRDP growth scenario for the remaining quarters of 2025.

Accordingly, implementing Conclusion No. 148-KL/TW dated April 8, 2025 of the Politburo and the Secretariat on inspecting a number of key work topics in 2025 and Plan No. 322-KH/TU dated April 28, 2025 of the Provincial Party Committee to implement the conclusions of the Politburo and the Secretariat; Based on the results of the first 5 months of the year and the forecast for the whole year, in order to achieve the target of GRDP growth in 2025 of 10.5% according to Resolution No. 25/NQ-CP dated February 5, 2025 of the Government, the Provincial People's Committee adjusted a number of contents in Plan No. 126/KH-UBND dated February 28, 2025 on implementing the GRDP growth scenario to implement Resolution No. 25/NQ-CP dated February 5, 2025 of the Government on growth targets of sectors, fields and localities to ensure the national growth target in 2025 of 8% or more.
Specifically as follows:
-Adjust the growth scenario for the remaining quarters of 2025 in Appendix 1 of Plan No. 126/KH-UBND dated February 28, 2025 of the Provincial People's Committee as follows: Growth in the second quarter is 10.25% (the initial scenario is 10.02%); in the third quarter is 11.18% (the initial scenario is 10.97%); in the fourth quarter is 12% (the initial scenario is 11.76%).
-Adjust the targets of a number of industries, fields, and products for each quarter of 2025 in Appendix 2 of Plan No. 126/KH-UBND dated February 28, 2025 of the Provincial People's Committee.

Regarding tasks and solutions:
In the coming time, it is forecasted that the situation will continue to be difficult and challenging, affecting the management and operation of socio-economic development. The province must simultaneously implement many key tasks with a huge amount of work, especially handling related issues to arrange administrative units and organize a 2-level local government model. In addition to focusing on the tasks and solutions issued in Plan No. 126/KH-UBND dated February 28, 2025 of the Provincial People's Committee; assign all levels and sectors to seriously and promptly grasp the instructions in Conclusion No. 148-KL/TW dated April 8, 2025 of the Politburo, Secretariat and Plan No. 322-KH/TU dated April 28, 2025 of the Provincial Party Committee; in which, focusing on the following tasks:
- Regularly follow the direction and management of the Central Government, Provincial Party Committee, Provincial People's Council, Provincial People's Committee; proactively review and update breakthrough tasks and solutions, new resources, motivations and capacities to determine new growth targets; forecast and mention in detail potential risks, legal bottlenecks and propose specific and appropriate solutions to respond if problems arise.
- The Department of Agriculture and Environment shall preside over and coordinate with the Department of Industry and Trade and relevant agencies and units to continue researching and promptly advising on solutions in developing agricultural production and business, especially investing in developing key products to meet the requirements of commodity production and export.
- Tax Department of Region X proactively reviews and advises on timely and effective implementation of tax and fee reduction policies to directly support businesses and people according to Central regulations.

- Departments, branches, sectors, units and localities urge investors to focus on accelerating the progress of investment procedures, construction implementation and disbursement of public investment capital, striving to disburse public investment capital in 2025 to reach 100% of the plan according to the direction of the Prime Minister in the following Official Dispatches: No. 16/CD-TTg dated February 18, 2025, No. 32/CD-TTg dated April 5, 2025, No. 47/CD-TTg dated April 22, 2025 and No. 60/CD-TTg dated May 9, 2025.
- Regarding the review and proposal of solutions for stuck and pending non-budgetary investment projects (including 38 stuck and pending projects and 10 stuck and delayed projects put into use): Assign the People's Committees of districts, cities and towns to complete before June 30, 2025. Provincial departments, branches and sectors focus on implementing according to Plan No. 233-KH/TU dated March 21, 2024 of the Provincial Party Committee Standing Committee.
Requesting Directors of departments, heads of provincial-level departments, branches, units, Chairmen of People's Committees of districts, cities, towns and related units to uphold the sense of responsibility, direct and operate decisively and promptly, and organize the implementation of assigned tasks to ensure the set progress; make efforts to overcome difficulties and challenges, be determined to overcome limitations and weaknesses, strive to complete at the highest level the goals, targets and tasks of the 2025 plan, especially the growth target of 10.5%./.
