Preventing juvenile delinquency.
Recently, the situation of young people gathering in groups, carrying sticks, knives, and swords, speeding, driving recklessly, fighting, and causing public disorder; or engaging in other illegal activities such as theft and robbery... has become increasingly complex. In response to this reality, relevant authorities have implemented numerous preventative measures.
Handling numerous cases
Most recently, on June 8th and 9th, the Criminal Police Department of Nghe An Provincial Police, in coordination with relevant units, simultaneously summoned and arrested 28 individuals belonging to two groups residing in Nghi Xuan district (Ha Tinh province) and Vinh city and Nam Dan district (Nghe An province) in connection with an incident involving armed clashes at a twin gas station in Block 9, Quan Bau ward, Vinh city.
Items seized and temporarily detained: 9 motorcycles; 1 sword, 1 knife, and numerous broken pieces of beer bottles.

Previously, through monitoring social media, the Criminal Police Department and the Provincial Police Command Center discovered a video showing approximately 9 young men riding on 4 motorcycles without license plates, carrying weapons such as machetes and beer bottles, chasing and fighting each other at a twin gas station in Block 9, Quan Bau Ward, Vinh City on June 8th. As a result, 4 members of the group were injured.

Currently, the Criminal Investigation Department of the Nghe An Provincial Police is consolidating evidence to prosecute the suspects for the crimes of "Disrupting public order, intentionally causing injury, and intentionally damaging property."
Even earlier, in the early morning of June 3rd, a group of dozens of young people residing in Nghi Xuan district, Ha Tinh province, carrying various weapons, crossed into Nghe An province to seek out groups of young people in Vinh city for fights.
Upon arriving at Vinh Center Shopping Mall, this group encountered another group residing in Vinh City, resulting in a scuffle. During the altercation, the group used weapons to shatter three tempered glass panels of three coffee shops at Vinh Center Shopping Mall, after which they sped away in the direction of Ben Thuy Bridge.

Less than 24 hours later, authorities arrested 16 individuals from two groups of young people residing in Ha Tinh and Nghe An provinces for "disturbing public order"; they also confiscated and temporarily seized numerous homemade alcohol-fueled guns, swords, slingshots, and six motorcycles.

Similarly, regarding the incident involving two groups of young men using motorbikes and slingshots to chase and fight each other in Yen Thanh district, on May 20th, the Office of the Criminal Investigation Agency of the Nghe An Provincial Police issued a decision to initiate criminal proceedings and indict 17 individuals for "Disrupting public order," executing arrest warrants for 2 individuals for temporary detention and prohibiting 12 others from leaving their place of residence.

The investigation revealed that on the evening of April 29th, two groups of teenagers aged 16 to 18, residing in Yen Thanh and Dien Chau districts, after repeatedly provoking and challenging each other via phone, arranged to meet at a parking lot in Do Thanh commune, Yen Thanh district, to settle their dispute. There, the individuals chased each other on motorcycles, shouted, and used weapons to intimidate their opponents.
Upon discovering the incident, the police launched an investigation, reviewing security camera footage and identifying suspects. Within just 12 hours, the police summoned all the suspects for questioning. At the police station, the suspects confessed to their crimes.
The behavior of these groups demonstrates thuggish and aggressive behavior, a disregard for the law, and causes anxiety, confusion, and indignation among the public.
According to authorities, due to a lack of legal knowledge and insufficient parental guidance, some young people are lured and incited by malicious individuals to participate in acts that disrupt security and order and violate traffic safety regulations.
Since the beginning of 2025, authorities have arrested and prosecuted dozens of cases involving dozens of individuals aged 15 to 18 who committed crimes of "Intentional Infliction of Injury" or "Disrupting Public Order." In addition, hundreds of traffic safety violations have been recorded (not wearing a helmet; not having or not carrying a driver's license; driving a motorcycle with the license plate removed or covered; driving a vehicle without rearview mirrors; carrying more passengers than permitted)....Those of school age are also subject to action by the authorities.

Besides traffic safety violations, there are also cases of young people participating in robbery and theft of property that have been detected and dealt with. For example, on May 7th, the Criminal Police Department of Nghe An Province summoned and arrested a group of 6 young people aged 14-16 residing in Vinh City for theft. Among them, 2 are students at junior high schools in the area.
The police determined that within a short period, these individuals had stolen three motorcycles from residents in Vinh City to sell for money to spend or to continue using as a means of transportation.

This is an alarming situation regarding the number of young people violating the law, negatively impacting security and order in the area.
Strengthening education and prevention
To prevent young people from gathering and causing public disorder and violating traffic safety regulations, in recent times, functional forces, especially the 373 Teams under the Provincial Police, have intensified patrols on all roads in Vinh City and surrounding areas; at shopping malls, public entertainment areas, and areas with many restaurants and eateries where large crowds gather...
This will enable timely action to combat and address violations by groups and individuals among young people, preventing the emergence of complex security and order issues.

In addition, Nghe An province currently has 1,540 schools with over 870,000 students. To enhance the dissemination and education of law to students, in March 2024, the Nghe An Provincial Police and the Department of Education and Training held a signing ceremony to develop and implement the model of "Educating students on law compliance and life skills in schools" in the province.
The model is being implemented simultaneously across four educational levels (preschool, primary, lower secondary, and upper secondary), aiming to ensure a safe and healthy school environment and enhance students' legal awareness and life skills.
Especially in the context of rapid scientific and technological development, students have quick and early access to the Internet and use social media, so building skills and equipping them with knowledge is crucial to create "resistance" and boost their "immune system" in school-age children.

Some local police units, such as the Mon Son Commune Police (Con Cuong District), have proactively coordinated with local Party committees and authorities to carry out propaganda and educational activities, and have students sign pledges not to violate the law during the summer break.
In addition, parents, homeroom teachers, and 30 teenagers (mostly students) exhibiting "misbehavior" were invited to the commune police station for discussion and dissemination of legal information; parents were listened to to express their concerns about their children's "misbehavior" in daily life, such as staying out past permitted hours, driving vehicles without meeting the necessary conditions, and abusing mobile phones, etc.
From there, we will discuss and exchange ideas to find practical solutions in coordinating the management and education of students.

Along the border, implementing the Joint Program between the Border Guard Command and the Department of Education and Training of Nghe An province for the period 2021-2025, in recent years, border guard posts have strengthened coordination with schools to organize propaganda, dissemination, and legal education for 9th-grade students.
The propaganda content focuses on the Vietnamese Border Guard Law, the National Border Law; the Law on Drug Prevention and Control; the Law on Prevention and Control of Human Trafficking; and the negative impacts of social media…

According to Lieutenant Colonel Nguyen Ngoc Cam, Deputy Head of Political Affairs of the Nghe An Border Guard Command, through propaganda activities, the aim is to raise awareness and responsibility among young people in participating in protecting border sovereignty and security; combating, preventing, and eradicating drug abuse; preventing and combating human trafficking, child marriage, and social evils from the community; and at the same time, helping them use social media in a beneficial way.

However, to prevent and deter juvenile delinquency in a comprehensive and coordinated manner, in addition to the involvement of law enforcement agencies, schools, and community support, the family remains the most important foundation in educating, guiding, and creating a healthy living environment for young people. This is because this is the age when they are beginning to mature, their psychology is not yet stable, and they are easily influenced by bad habits and vices leading to deviant behavior, especially in the current era of social media and the internet.
Therefore, parents need to pay attention to, supervise, manage, and educate their children, including managing their vehicles, and provide timely and appropriate support and guidance to help their children avoid violating laws on public order and traffic safety.
