Preventing juvenile delinquency
Recently, the situation of young people gathering in groups, carrying sticks, knives, swords, speeding, recklessly driving, fighting and disturbing public order; or committing other illegal acts such as theft, robbery... has become complicated. Faced with this reality, the authorities have implemented many solutions to prevent and control it.
Handle multiple cases
Most recently, on June 8 and 9, the Criminal Police Department of Nghe An Province Police coordinated with relevant units to simultaneously summon and arrest 28 subjects from two groups residing in Nghi Xuan District (Ha Tinh) and Vinh City, Nam Dan District (Nghe An) related to the incident of carrying weapons and chasing each other at the double gas station area in Block 9, Quan Bau Ward, Vinh City.
Confiscated and temporarily detained evidence: 9 motorbikes; 1 sword, 1 knife, many broken beer bottle pieces.

Previously, through monitoring the situation on social networks, the Criminal Police Department and the Provincial Police Command Center discovered a video recording images of about 9 young men riding 4 motorbikes without license plates carrying weapons such as machetes and beer bottles chasing and fighting each other at the double gas station area in Block 9, Quan Bau Ward, Vinh City on June 8, resulting in 4 people in the group being injured.

Currently, the Investigation Police Agency of Nghe An Province Police is consolidating documents to prosecute the subjects for the crime of "Disturbing public order, intentionally causing injury, intentionally damaging property".
Earlier, in the early morning of June 3, a group of dozens of young people residing in Nghi Xuan district, Ha Tinh province, carrying many weapons, went to Nghe An province to find groups of young people in Vinh city to fight.
When arriving at Vinh Center, the group encountered a group of people residing in Vinh City and a scuffle broke out. During the scuffle, the group used weapons to break 3 tempered glass panels of 3 coffee shops at Vinh Center, then the subjects increased the speed and fled towards Ben Thuy Bridge.

Less than 24 hours later, the authorities arrested 16 people in two groups of teenagers residing in Ha Tinh and Nghe An provinces for “disturbing public order”; confiscated and temporarily detained many homemade alcohol guns; swords, slingshots, and 6 motorbikes.

Similarly, regarding the incident in which two groups of young men used motorbikes and slingshots to chase and fight each other in Yen Thanh district, on May 20, the Office of the Investigation Police Agency of Nghe An Province Police issued a decision to prosecute the case, prosecute 17 subjects for the act of "Disturbing public order", execute an arrest warrant to temporarily detain two subjects, and prohibit 12 subjects from leaving their place of residence.

Investigation results determined that on the evening of April 29, two groups of young people aged 16 to 18, residing in Yen Thanh and Dien Chau districts, after many times of provocation and challenge over the phone, made an appointment to meet at a parking lot in Do Thanh commune, Yen Thanh district to resolve the conflict. Here, the subjects drove motorbikes to chase, shout and use weapons to intimidate the other party.
Upon discovering the incident, the police organized an investigation, extracted security camera footage, and screened the suspects. After only 12 hours, the police summoned all the suspects for clarification. At the investigation agency, the suspects admitted their crimes.
The behavior of the above groups of subjects shows hooliganism, aggression, disregard for the law, causing anxiety, confusion, and indignation among the public.
According to authorities, due to lack of understanding of the law and lack of family education, some young people are lured and incited by bad elements to participate in acts that cause insecurity, disorder, and traffic safety violations.
Since the beginning of 2025, the authorities have arrested and handled dozens of cases and dozens of subjects who committed the crime of "Intentionally causing injury" or "Disturbing public order" aged only 15 to 18. Along with that, hundreds of cases of traffic safety violations (not wearing a helmet; not having or not carrying a driver's license; driving a motorbike with the license plate removed or covered; driving without rearview mirrors; carrying more people than the prescribed number)…school age children are also dealt with by the authorities.

In addition to traffic safety violations, there are also cases of young people participating in robberies and thefts... that have been discovered and handled. Typically, on May 7, the Criminal Police Department of Nghe An Police summoned and arrested a group of 6 young people aged 14-16 years old residing in Vinh city for theft. Of these, 2 are studying at secondary schools in the area.
Police determined that in a short period of time, these subjects stole 3 motorbikes from people in Vinh city to sell for money to spend or continue to use as a means of transportation.

This is an alarming situation of young people violating the law, negatively affecting security and order in the area.
Strengthen education and prevention
To prevent young people from gathering to cause public disorder and traffic safety violations, recently, the authorities, especially the 373 Teams under the Provincial Police, have increased patrols on all routes in Vinh City and surrounding areas; at shopping centers, public entertainment areas, areas with many crowded restaurants and eateries...
Thereby, promptly combat and handle groups and individuals of young people who violate the law, not allowing complications in security and order to arise.

In addition, Nghe An province currently has 1,540 schools with more than 870,000 students. In order to strengthen the propaganda and legal education for students, in March 2024, Nghe An Provincial Police and the Department of Education and Training held a signing ceremony to build and deploy the model "Educating awareness of law compliance and life skills in schools" in the province.
The model is deployed simultaneously at 4 levels of education (preschool, primary, secondary and high school), to ensure the building of a safe and healthy school environment, raising legal awareness and life skills for students.
Especially in the context of strong development of science and technology, students have quick and early access to the Internet and use social networks, so building skills and equipping knowledge is very urgent, creating "resistance" and improving the "immune system" for school-age children.

Some typical local police units such as Mon Son Commune Police (Con Cuong) have also proactively coordinated with Party committees and authorities to carry out propaganda and education activities, signing commitments not to violate the law for students during the summer break.
In addition, invite parents, homeroom teachers and 30 minors (mainly students) who show signs of "disobedience" to the Commune Police Headquarters to discuss and disseminate the law; listen to parents express concerns about their children's "disobedience" in daily life such as going out past the prescribed time, driving a vehicle when not qualified; Abusing the phone...
From there, discuss and exchange to find practical solutions in coordinating student management and education.

At the border, implementing the Coordination Program between the Border Guard Command and the Department of Education and Training of Nghe An province for the period 2021-2025; in recent years, border posts have increased coordination with schools to organize propaganda, dissemination and legal education for 9th grade students.

However, to prevent and stop the situation of young people violating the law in a synchronous and comprehensive manner, in addition to the involvement of functional forces, schools, and the support of the community, the family is still the most important foundation in educating, shaping, and creating a healthy living environment for young people. Because this is the age of starting to mature, the psychology is not stable, easily absorbed bad habits, leading to deviant behavior, especially in the era of social networks and the Internet development as it is today.
Therefore, parents need to pay attention, supervise, manage, and educate their children, including vehicle management, and provide timely and proper support and guidance to help their children avoid violations of laws on security and order and traffic safety.
