In 2024, the branch implemented the "Four Good Party Branch" model, with the core objective being to create a comprehensive transformation in socio-economic development, maintain a safe living environment, and build a rich and humane cultural and spiritual life.

What is special about Lien Truong hamlet is that the implementation of the "Four Good Party Branch" model goes beyond mere slogans or superficial movements. Every aspect of Party activities is meticulously prepared, closely aligned with the hamlet's reality, and includes specific resolutions with clear responsibilities assigned to each cadre and Party member. The Party branch proactively assigns tasks scientifically and rationally, following the principle of "the right person for the right job" for each group of Party members, maximizing the role and strengths of each individual.

Specifically, Party members who are officials or civil servants are responsible for supporting and working alongside the Party branch secretary, deputy secretary, village head, and head of the Fatherland Front working committee to ensure improved leadership, guidance, and organization of the village's political tasks. Retired Party members, with their experience and prestige, can act as a "soft bridge" in supporting mass organizations and improving the quality of their activities. For other Party members, they directly participate in supporting self-governing groups, including those facing difficulties, with Party members assuming the roles of group leader and deputy leader.

With the synchronized, decisive, and innovative efforts of the Party Committee and Party Branch of Lien Truong hamlet, especially the targeted "burden-carrying" approach, each Party member is not only a political nucleus but also an inspirer and a "bridge" between the Party's will and the people's aspirations; in 2024, the Lien Truong hamlet Party Branch was assessed as meeting the "Four Good Party Branch" standard, achieving the Outstanding rating. The hamlet government, the Fatherland Front, and the five political and social organizations all achieved the Outstanding title, reflecting comprehensive and sustainable development stemming from the foundation of the grassroots Party organization.

For the Linh Khanh hamlet Party branch (Nghia Khanh commune, Nghia Dan district), the implementation of the "Four Good Party Branch" model involved the Party Committee and the Party branch developing a specific plan, which was discussed in depth at Party branch meetings to ensure practical implementation and to create unity in understanding and action among cadres and Party members. Based on the Party branch's plan, each Party member also developed their own plan; this is considered a commitment to implementing the "Four Goods," serving as a basis for the Party branch to closely monitor and evaluate implementation at the end of the year, because, for the Party branch to be good, each Party member must first be good.

Along with enhancing the responsibility of the Party Committee, Party Branch, and each Party member in carrying out the political tasks of the hamlet, Comrade Dang Van Binh – Secretary of the Linh Khanh Hamlet Party Branch – stated that the positive impact of implementing the "Four Good Party Branches" is the genuine improvement in the quality of Party branch activities, adhering to the principle of democratic centralism, and promoting the spirit of criticism and self-criticism among Party members. The Party Committee and Party Branch seriously implement the evaluation of the quality of Party branch activities according to Regulation No. 27 of the Provincial Party Standing Committee, linking it with thematic meetings focused on leading and directing difficult issues and matters.

Since then, many long-standing "difficult" issues in Linh Khanh have been resolved, especially regarding the task of developing Party members. After many years without recruiting any new members, one new member was admitted to the Party in 2024. Chi bộ xóm Lĩnh Khánh được công nhận “Chi bộ 4 tốt” và được xếp loại xuất sắc năm 2024. Quan trọng hơn, mô hình không chỉ nâng cao vị thế của tổ chức đảng tại cơ sở mà còn khơi dậy niềm tin, sự đồng thuận cao trong nhân dân - tiền đề quan trọng để phát triển toàn diện ở xóm trong thời gian tới.

Triển khai thực hiện Nghị quyết số 21-NQ/TW của Ban Chấp hành Trung ương Đảng (khóa XIII) về “Tăng cường xây dựng tổ chức cơ sở đảng và nâng cao chất lượng đảng viên”, Ban Tổ chức Tỉnh ủy Nghệ An đã ban hành Hướng dẫn số 10, ngày 02/01/2024 về việc thực hiện thí điểm mô hình “Chi bộ 4 tốt”, “Đảng bộ cơ sở 4 tốt”. Đây là bước đi có tính chiến lược nhằm đổi mới toàn diện chất lượng hoạt động của tổ chức cơ sở đảng, tạo nền tảng vững chắc để nâng cao năng lực lãnh đạo và sức chiến đấu trong giai đoạn mới.

Từ thực tiễn chỉ đạo triển khai xây dựng mô hình “Đảng bộ 4 tốt” và “Chi bộ 4 tốt” tại 4 chi bộ, đồng chí Phạm Văn Dần – Phó Bí thư Thường trực Đảng ủy xã Thanh Liên (huyện Thanh Chương) cho rằng: Tác động tích cực nhất là thay đổi nhận thức và tư tưởng của cán bộ, đảng viên, trước hết là trong tổ chức lãnh đạo, chỉ đạo thực hiện các chủ trương, nghị quyết, chỉ thị, quy định của Đảng; đổi mới phương thức lãnh đạo, phương pháp, chất lượng, hiệu quả hoạt động của các tổ chức trong hệ thống chính trị được nâng lên và đồng đều hơn. Cùng với đó, vai trò tiên phong, gương mẫu của cán bộ cấp ủy xã và các chi bộ, đến các đảng viên cũng được nâng lên; đặc biệt, nêu gương trong chấp hành thực hiện các chủ trương, chính sách, quy định của Đảng, pháp luật của Nhà nước, triển khai thực hiện các phong trào ở địa phương.

Tác động tích cực nhất qua triển khai thực hiện mô hình "Đảng bộ 4 tốt" là thay đổi tư tưởng, nhận thức, ý thức, trách nhiệm của cả hệ thống chính trị và từng cán bộ, đảng viên, tạo sự thống nhất về hành động nhằm hiện thực các nội dung, tiêu chí "4 tốt".

Thực tế ở xã Thanh Liên, việc sản xuất vụ hè thu khó nên đảng viên phải tiên phong sản xuất trên mảnh ruộng của gia đình; xung phong nhận đất và ruộng xa xấu để chuyển đổi cơ cấu cây trồng; làm gương trong phát triển kinh tế, đóng góp xây dựng quê hương; trong hiến đất, giải phóng mặt bằng làm đường nối từ Quốc lộ 46 đi đập Cao Điền và nối các trường học với tổng chiều dài hơn 3,7 km và tổng diện tích hiến là 4.000 m² không nhận tiền đền bù. Hay trong phát triển đảng viên, với tinh thần trách nhiệm cao hơn của từng chi ủy, chi bộ, chi đoàn, chi hội và mỗi đảng viên, kết quả năm 2024 đạt cao gấp 3 lần so với năm 2023…

Mô hình “Đảng bộ 4 tốt”, “Chi bộ 4 tốt”, sau 1 năm triển khai thí điểm, phản ánh từ cơ sở đều khẳng định tính hiệu quả và là giải pháp quan trọng để nâng cao năng lực lãnh đạo và sức chiến đấu của của tổ chức cơ sở đảng. Đồng thời cũng là minh chứng sống động cho việc khi tổ chức Đảng ở cơ sở được củng cố vững mạnh, phát huy vai trò hạt nhân chính trị; khi mỗi đảng viên gương mẫu, tận tâm, thì mọi phong trào, nhiệm vụ chính trị đều dễ dàng triển khai và đạt hiệu quả cao. Từ thực tiễn triển khai thí điểm mô hình, thiết nghĩ, Tỉnh ủy cần có đánh giá để nhân rộng nhằm nâng tầm tổ chức Đảng trong giai đoạn mới.
