Building "four-good" grassroots Party organizations in Nghe An.
The "Four Good Party Branches and Committees" model has been implemented in many localities, agencies, and units throughout Nghe An province. After one year of implementation, practical experience shows that this is a solution to enhance the comprehensive leadership capacity of grassroots Party organizations and should be further expanded and disseminated.
Overall effectiveness
The Lien Truong hamlet Party branch (Thanh Lien commune, Thanh Chuong district) has a total of 82 Party members. In 2024, the branch implemented the "Four Good Party Branch" model, with the core objective being to create a comprehensive transformation in socio-economic development, maintain a safe living environment, and build a rich and humane cultural and spiritual life.
What is special about Lien Truong hamlet is that the implementation of the "Four Good Party Branch" model goes beyond mere slogans or superficial movements. Every aspect of Party activities is meticulously prepared, closely aligned with the hamlet's reality, and includes specific resolutions with clear responsibilities assigned to each cadre and Party member. The Party branch proactively assigns tasks scientifically and rationally, following the principle of "the right person for the right job" for each group of Party members, maximizing the role and strengths of each individual.
Specifically, Party members who are officials or civil servants are responsible for supporting and working alongside the Party branch secretary, deputy secretary, village head, and head of the Fatherland Front working committee to ensure improved leadership, guidance, and organization of the village's political tasks. Retired Party members, with their experience and prestige, can act as a "soft bridge" in supporting mass organizations and improving the quality of their activities. For other Party members, they directly participate in supporting self-governing groups, including those facing difficulties, with Party members assuming the roles of group leader and deputy leader.
When each self-governing group actively and effectively implements and responds to the directives and movements of the Party branch and the village leadership committee, the village's movement will be effective and yield clear results.
Comrade Trang Ngoc Tan - Secretary of the Party Branch of Lien Truong hamlet, Thanh Lien commune (Thanh Chuong district).
With the synchronized, decisive, and innovative efforts of the Party Committee and Party Branch of Lien Truong hamlet, especially the targeted "burden-carrying" approach, each Party member is not only a political nucleus but also an inspirer and a "bridge" between the Party's will and the people's aspirations; in 2024, the Lien Truong hamlet Party Branch was assessed as meeting the "Four Good Party Branch" standard, achieving the Outstanding rating. The hamlet government, the Fatherland Front, and the five political and social organizations all achieved the Outstanding title, reflecting comprehensive and sustainable development stemming from the foundation of the grassroots Party organization.
For the Linh Khanh hamlet Party branch (Nghia Khanh commune, Nghia Dan district), the implementation of the "Four Good Party Branch" model involved the Party Committee and the Party branch developing a specific plan, which was discussed in depth at Party branch meetings to ensure practical implementation and to create unity in understanding and action among cadres and Party members. Based on the Party branch's plan, each Party member also developed their own plan; this is considered a commitment to implementing the "Four Goods," serving as a basis for the Party branch to closely monitor and evaluate implementation at the end of the year, because, for the Party branch to be good, each Party member must first be good.
Along with enhancing the responsibility of the Party Committee, Party Branch, and each Party member in carrying out the political tasks of the hamlet, Comrade Dang Van Binh – Secretary of the Linh Khanh Hamlet Party Branch – stated that the positive impact of implementing the "Four Good Party Branches" is the genuine improvement in the quality of Party branch activities, adhering to the principle of democratic centralism, and promoting the spirit of criticism and self-criticism among Party members. The Party Committee and Party Branch seriously implement the evaluation of the quality of Party branch activities according to Regulation No. 27 of the Provincial Party Standing Committee, linking it with thematic meetings focused on leading and directing difficult issues and matters.
Since then, many long-standing "difficult" issues in Linh Khanh have been resolved, especially regarding the task of developing Party members. After many years without recruiting any new members, one new member was admitted to the Party in 2024. The Linh Khanh hamlet Party branch was recognized as a "Four-Good Party Branch" and was rated excellent in 2024. More importantly, the model not only enhances the position of the Party organization at the grassroots level but also inspires trust and high consensus among the people - an important prerequisite for comprehensive development in the hamlet in the future.
Replicating the model
In implementing Resolution No. 21-NQ/TW of the Central Committee of the Communist Party of Vietnam (13th term) on "Strengthening the building of grassroots Party organizations and improving the quality of Party members," the Nghe An Provincial Party Committee's Organization Department issued Guidance No. 10, dated January 2, 2024, on the pilot implementation of the "Four Good Party Branches" and "Four Good Grassroots Party Committees" models. This is a strategic step aimed at comprehensively improving the quality of grassroots Party organizations' activities, creating a solid foundation for enhancing leadership capacity and fighting strength in the new period.
Based on the practical experience of directing the implementation of the "Four Good Party Committees" and "Four Good Party Branches" models in four Party branches, Comrade Pham Van Dan – Standing Deputy Secretary of the Party Committee of Thanh Lien commune (Thanh Chuong district) – stated that the most positive impact is the change in the awareness and thinking of cadres and Party members, primarily in the organization and leadership of implementing the Party's policies, resolutions, directives, and regulations; the methods of leadership, the quality, and the effectiveness of the activities of organizations within the political system have been improved and made more consistent. Along with that, the pioneering and exemplary role of commune-level Party committees and Party branches, as well as Party members, has also been enhanced; especially in setting an example in complying with the Party's policies, regulations, and laws of the State, and in implementing local movements.
The most positive impact of implementing the "Four Good Party Committees" model is the change in thinking, awareness, consciousness, and responsibility of the entire political system and each cadre and party member, creating unity in action to realize the contents and criteria of the "Four Goods".

In reality, in Thanh Lien commune, summer-autumn crop production is difficult, so Party members must take the lead in production on their family's land; volunteer to take on poor, remote land and fields to restructure crop production; set an example in economic development and contribute to building their homeland; and donate land to clear the ground for the road connecting National Highway 46 to Cao Dien Dam and connecting schools, with a total length of over 3.7 km and a total donated area of 4,000 m².2They did not receive compensation. Or, in party member development, with a higher sense of responsibility from each branch committee, party branch, youth union branch, association branch, and each party member, the results in 2024 were three times higher than in 2023…
The "Four Good Party Committees" and "Four Good Party Branches" models, after a year of pilot implementation, have consistently demonstrated effectiveness and proven to be crucial solutions for enhancing the leadership capacity and fighting strength of grassroots Party organizations. They also serve as vivid evidence that when grassroots Party organizations are strengthened and play their role as political nuclei effectively, and when each Party member is exemplary and dedicated, all political movements and tasks are easily implemented and achieve high results. Based on the practical experience of this pilot model, the Provincial Party Committee should conduct an evaluation to expand its application and elevate the status of Party organizations in the new era.
