Building '4 good' grassroots Party organizations in Nghe An
The model of “4 Good Party Cells - Party Committees” has been and is being deployed in many localities, agencies and units in Nghe An province. After 1 year of implementation, practice shows that this is a solution to improve the comprehensive leadership capacity of Party organizations at the grassroots level and needs to continue to be replicated and spread.
Comprehensive effectiveness
Lien Truong hamlet Party cell (Thanh Lien commune, Thanh Chuong district) has a total of 82 party members. In 2024, the "4 Good Party Cell" model will be implemented. The core goal of the Party cell is to create a comprehensive shift in socio-economic development, maintain a safe living environment, and build a rich and humane cultural and spiritual life.
What is special about Lien Truong hamlet is that the concretization of the model of "4 Good Party Cells" does not stop at slogans or superficial movements, but all Party activities are carefully prepared, close to the reality of the hamlet, with specific resolutions, clearly assigning responsibilities to each cadre and party member. The Party Cell has proactively assigned scientific and reasonable tasks in the direction of "right person, right job" for each group of party members, promoting the role and strengths of each individual.
Specifically, for party members who are cadres and civil servants, they are responsible for supporting and accompanying the party cell secretary, deputy party cell secretary, hamlet chief, and head of the Front work committee to ensure improved leadership, direction, management, and organization of the implementation of the hamlet's political tasks. For party members who are retired cadres with experience and prestige, they become a "soft bridge" in supporting mass organizations and improving the quality of movement activities. For the remaining party members who directly participate in supporting self-management groups, including those with difficulties, the group leaders and deputy group leaders of self-management groups are assumed by party members.
When each self-managed group strongly and effectively implements and responds to the instructions and movements of the Party cell and hamlet command committee, the hamlet's movement will be effective and have clear results.

With the synchronous, drastic participation and creative way of doing of the Party Committee, Lien Truong hamlet Party Cell, especially the "shoulder" with address, each Party member is not only a political nucleus but also an inspiration, a "bridge" between the Party's will and the people's heart; in 2024, Lien Truong hamlet Party Cell was assessed to meet the standard of "4 good Party Cell", ranked as Outstanding. The hamlet government, the Front and 5 socio-political organizations all achieved the title of Excellent, reflecting the comprehensive and sustainable development from the very foundation of the grassroots Party organization.
For Linh Khanh hamlet Party Cell (Nghia Khanh commune, Nghia Dan district), the implementation of the "4 good Party Cell" model was developed by the Party Cell Executive Committee and Party Cell, discussed in depth at the Party Cell meeting, to ensure the implementation content is close to reality, while creating unity in perception and action among cadres and Party members. Based on the Party Cell's plan, each Party member also developed his or her own plan; this is considered a commitment to implementing the "4 good", serving as a basis for the Party Cell to closely monitor and evaluate the implementation at the end of the year, because, if you want a good Party Cell, first of all, each Party member must be good.
Along with raising the responsibility of the Party Committee, Party Cell and each Party member in carrying out the political tasks of the hamlet, comrade Dang Van Binh - Secretary of the Linh Khanh hamlet Party Cell said: The positive impact through the implementation of "4 Good Party Cells" is that the quality of Party Cell activities has truly changed, correctly implementing the principle of democratic centralism, promoting the spirit of criticism and self-criticism among Party members. The Party Committee and Party Cell seriously evaluate the quality of Party Cell activities according to Regulation No. 27 of the Provincial Party Committee Standing Committee, associated with the thematic activities regime that are focused on discussing and leading difficult contents and tasks.
Since then, many long-standing "difficult" problems in Linh Khanh have been resolved, especially regarding the task of developing party members. After many years of not being able to recruit party members, in 2024, 1 party member was admitted to the Party. Regarding the tasks of mobilizing people, party members take the lead in donating land, dismantling constructions, clearing land to carry out constructions and projects without compensation; mobilizing people to raise awareness and responsibility in collecting, classifying and treating waste at the source...
Linh Khanh hamlet Party cell was recognized as a "4-good Party cell" and was classified as excellent in 2024. More importantly, the model not only enhances the position of the party organization at the grassroots level but also arouses trust and high consensus among the people - an important premise for comprehensive development in the hamlet in the coming time.
Replicating the model
Implementing Resolution No. 21-NQ/TW of the Party Central Committee (13th tenure) on "Strengthening the building of grassroots party organizations and improving the quality of party members", the Nghe An Provincial Party Committee's Organization Board issued Instruction No. 10, dated January 2, 2024, on piloting the model of "4-good Party Cells" and "4-good Grassroots Party Committees". This is a strategic step to comprehensively innovate the quality of activities of grassroots party organizations, creating a solid foundation to improve leadership capacity and fighting strength in the new period.
From the practice of directing the implementation of the model of "4-good Party Committee" and "4-good Party Cell" in 4 Party cells, Comrade Pham Van Dan - Standing Deputy Secretary of the Thanh Lien Commune Party Committee (Thanh Chuong District) said: The most positive impact is the change in awareness and ideology of cadres and Party members, first of all in the organization of leadership, direction of implementation of policies, resolutions, directives and regulations of the Party; innovation of leadership methods, methods, quality and efficiency of operations of organizations in the political system are improved and more uniform. Along with that, the pioneering and exemplary role of cadres at the commune level and Party cells, and Party members are also improved; especially, setting an example in implementing the policies, regulations of the Party, laws of the State, and implementing movements in the locality.
The most positive impact through the implementation of the "4-good Party" model is to change the ideology, perception, consciousness, and responsibility of the entire political system and each cadre and party member, creating unity in action to realize the "4-good" contents and criteria.

In reality, in Thanh Lien commune, summer-autumn crop production is difficult, so party members must take the lead in producing on their family's fields; volunteer to receive land and poor fields to change the crop structure; set an example in economic development, contribute to building the homeland; donate land, clear the ground to build a road connecting National Highway 46 to Cao Dien dam and connecting schools with a total length of more than 3.7 km and a total donated area of 4,000 m2.2not receive compensation. The model of "4-good Party Committee", "4-good Party Cell", after 1 year of pilot implementation, feedback from the grassroots level has affirmed its effectiveness and is an important solution to improve the leadership capacity and fighting strength of grassroots party organizations. At the same time, it is also a vivid proof that when the Party organization at the grassroots level is consolidated and promoted as a political nucleus; when each Party member is exemplary and dedicated, all political movements and tasks are easily implemented and achieve high efficiency. From the practical implementation of the pilot model, it is thought that the Provincial Party Committee needs to have an assessment to replicate it in order to raise the level of the Party organization in the new period.
