Nghe An is ready to operate a two-level local government.
The operation of new communes under the 2-level local government model in Nghe An is being implemented with the spirit of determination, initiative and the highest responsibility, ready for the historic turning point of a streamlined apparatus, operating effectively, efficiently and effectively.
Staff readiness
In late June 2025, the atmosphere in many localities in Nghe An was extremely urgent, as commune-level administrative units maintained their work under the old apparatus, while preparing to hand over and operate the new organizational system. The overarching goal was to ensure uninterrupted administrative activities, especially services directly related to people and businesses.
According to Resolution No. 1678 dated June 16, 2025 of the National Assembly Standing Committee, Nghe An will reorganize commune-level administrative units, from 412 communes, wards, and towns to 130 units (including 119 communes and 11 wards). This is not only a change in administrative organization, but also a profound reform, affecting the entire operating mechanism of the government apparatus at the grassroots level.
In Dien Chau district, from 32 communes and towns, 8 new communes have been arranged. In which, Hung Chau commune is a new administrative unit merged from 4 communes: Dien Truong, Dien Yen, Dien Lam and Dien Doai. With the expanded development space, the population, area and number of cadres and civil servants have all increased, the requirements for organization and administrative management have also been raised.
The prerequisite for the new apparatus to operate smoothly is that the staff must be ready to face major changes, from working methods to thinking and service attitude.
Comrade Chu Hong Phi - Head of the Propaganda and Mass Mobilization Department of Dien Chau District Party Committee, was appointed to hold the position of Secretary of the Party Committee of Hung Chau Commune.
Currently, the apparatus of Hung Chau commune has been basically completed, with the assignment of tasks to the standing committee, the standing committee, the executive committee of the commune party committee, and specialized departments and offices. Cadres and civil servants are arranged according to specific job positions, both to get acquainted with the new apparatus and to test it before it officially goes into operation from July 1, 2025.
Along with stabilizing the organization, propaganda work and creating social consensus are also given special attention by the new apparatus of Hung Chau commune. Information about the new office, time to receive administrative documents, list of cadres, etc. are regularly updated through the commune and hamlet radio system, social networks and Hung Chau commune's electronic information page.
Mr. Tran Quoc Tuan - a resident of Hamlet 1, Dien Lam Commune shared: “We, the people, are constantly updated about changes in headquarters, new staff and working procedures. With a new working style, enhanced information and propaganda to the people, we have faith and hope that the new apparatus will operate effectively, transparently and serve the people better”.
Operate, evaluate and adjust the machine's performance effectively
The new Dong Hieu commune (Thai Hoa town) is also completing the final preparations to operate the new government apparatus - a landmark event, marking a new development stage in the State administrative organization according to the 2-level local government model.
The new apparatus of Dong Hieu commune was formed on the basis of merging and rearranging the staff from 3 communes: Nghia My, Nghia Thuan, Dong Hieu of Thai Hoa town. After the process of receiving and learning the trial operation model in Dong Loc commune, the key positions assigned to the new commune quickly organized a meeting with all the cadres and specialists expected to be arranged. Here, the spirit of "getting into the groove right away, working right away" was clearly instilled. Each person must clearly identify their job position, enhance personal responsibility to ensure the apparatus operates synchronously and effectively, not letting "a problem in one step affect the whole chain".
Dong Hieu Commune (new) will conduct monthly assessments of all activities and staff quality, both to improve sense of responsibility and work efficiency, and as a basis for streamlining the apparatus.

Comrade Tran Khanh Son - Standing Deputy Secretary of Thai Hoa Town Party Committee, appointed to hold the position of Secretary of the new Dong Hieu Commune Party Committee, affirmed: "Immediately after operation, the commune will establish monitoring teams to monitor the performance of each individual's tasks, thereby promptly adjusting if there are any shortcomings. At the same time, we will conduct monthly staff quality assessments, both to improve work efficiency and to serve as a basis for streamlining the apparatus."
Currently, the executive committee and the standing committee of the new commune Party Committee have been assigned clear tasks. The commune People's Committee and specialized departments are proactively studying new regulations, reviewing the number of existing staff to assign them to specific job positions, creating a foundation for the smooth operation of the apparatus after the merger. In particular, in the next 3 days, June 27-29, the Dong Hieu Commune Public Administration Service Center - considered the "face" and "heartbeat" of the whole system - will go into trial operation.
According to comrade Tran Khanh Son, the center's operational efficiency will be a measure of the quality of service to the people and businesses and also an indicator to assess the real capacity of the new government apparatus. This is not only an innovation in the organizational model but also a strong commitment to a service-oriented administration, aiming at the satisfaction of the people.
Prepare conditions for operating the new machine
The readiness of cadres and the consensus of the people are key conditions for the apparatus to operate effectively, contributing to promoting sustainable development and improving the quality of service to the people.
In Tuong Duong district, the Standing Committee of the District Party Committee and comrades expected to be key leaders of the 9 new communes have proactively established local working groups to disseminate and implement leadership documents, directives, plans, and instructions from higher levels to prepare for the operation of the new commune. In general, the ideology, awareness, and mindset of the cadres, party members, and people of all walks of life are ready to welcome a new commune-level apparatus.
Regarding the new Tam Thai commune, comrade Lu Van May - Standing Deputy Secretary of Tuong Duong District Party Committee, appointed to hold the position of Secretary of Tam Thai Commune Party Committee, said: "We have directly reviewed and carefully evaluated the facilities and working equipment to have a plan suitable to the current situation, focusing highly on the ongoing work of Tam Thai and Tam Hop communes to hand over and transfer to the new Tam Thai commune, without interruption.
It is expected that in the last week of June 2025, a trial operation will be organized at the commune to apply the new management and operation system, the public administrative service center... At the same time, assigning the preparation of all draft documents related to the organization and operation of each organization in the new commune political system so that it will officially come into operation on July 1st."
