The operation of newly established communes under the two-tiered local government model in Nghe An is being implemented with the utmost determination, proactiveness, and responsibility, ready for a historical turning point in the streamlining of the administrative apparatus, ensuring efficient, effective, and effective operation.

The readiness of the staff

In the final days of June 2025, the atmosphere in many localities in Nghe An province was extremely urgent, as commune-level administrative units maintained their work under the old system while preparing for the handover and operation of the new organizational structure. The overarching goal was to ensure that administrative activities were not interrupted, especially services directly related to citizens and businesses.

According to Resolution No. 1678 dated June 16, 2025, of the Standing Committee of the National Assembly, Nghe An province is reorganizing its commune-level administrative units, reducing the number from 412 communes, wards, and towns to 130 units (including 119 communes and 11 wards). This is not only a change in administrative organization but also a comprehensive reform affecting the entire operational mechanism of the local government apparatus.

In Dien Chau district, the 32 communes and towns have been reorganized into 8 new communes. Among them, Hung Chau commune is the new administrative unit formed by merging four communes: Dien Truong, Dien Yen, Dien Lam, and Dien Doai. With expanded development space, increased population, land area, and the number of officials and civil servants, the requirements for administrative organization and management have also been raised.

A prerequisite for the smooth operation of the new system is that the staff must be prepared to face major changes, from working methods to mindset and service attitude.

Comrade Chu Hong Phi, Head of the Propaganda and Mass Mobilization Department of the Dien Chau District Party Committee, has been appointed to the position of Secretary of the Hung Chau Commune Party Committee.

Currently, the administrative structure of Hung Chau commune has been largely streamlined, with the assignment of tasks to the standing committee, executive committee, and specialized departments of the commune Party committee. Cadres and civil servants are assigned to specific job positions, both to familiarize themselves with the new structure and to conduct trial runs before officially commencing operations on July 1, 2025.

Alongside organizational stabilization, the new administration of Hung Chau commune has also placed special emphasis on propaganda and building social consensus. Information about the new office location, administrative document acceptance times, and staff lists are regularly updated through the commune and village broadcasting systems, social media, and the Hung Chau commune website.

Mr. Tran Quoc Tuan, a resident of Hamlet 1, Dien Lam Commune, shared: “We residents are constantly updated on changes to the office location, new officials, and work procedures. With the new working methods and enhanced information and communication efforts to the people, we place our trust and hope that the new system will operate efficiently, transparently, and better serve the people.”

The newly established Dong Hieu commune (Thai Hoa town) is also completing the final preparations to operate its new administrative apparatus – a landmark event marking a new phase of development in the state administrative organization under the two-tiered local government model.

The new administrative structure of Dong Hieu commune was formed by merging and reassigning officials from three communes: Nghia My, Nghia Thuan, and Dong Hieu in Thai Hoa town. After learning from the pilot operational model in Dong Loc commune, the newly appointed key officials of the new commune quickly organized a meeting with all the officials and specialists who were expected to be assigned. At this meeting, the spirit of "getting started immediately" was clearly emphasized. Each person had to clearly define their job position and enhance their personal responsibility to ensure the synchronized and efficient operation of the system, preventing any "malfunction in one step from affecting the entire chain."

The newly established Dong Hieu commune will conduct monthly evaluations of all activities and the quality of its officials, both to improve a sense of responsibility and work efficiency, and as a basis for streamlining the administrative apparatus.

At the same time, we will conduct monthly evaluations of cadres' performance to both improve work efficiency and serve as a basis for streamlining the organizational structure.”

Currently, the newly merged Party Committee and its Standing Committee have been assigned clear responsibilities. The Commune People's Committee and specialized departments are proactively studying new regulations and reviewing the number of existing staff to assign specific positions, laying the foundation for the smooth operation of the post-merger administrative apparatus. In particular, from June 27th to 29th, the Dong Hieu Commune Public Administrative Service Center – considered the "face" and "heartbeat" of the entire system – will begin its trial operation.

According to Comrade Tran Khanh Son, the center's operational efficiency will be a measure of the quality of service provided to citizens and businesses, and also an indicator of the true capacity of the new government apparatus. This is not only an innovation in the organizational model but also a strong commitment to a service-oriented administration, aiming for the satisfaction of the people.

Prepare the necessary conditions for operating the new system.

The readiness of officials and the consensus of the people are key conditions for the effective operation of the system, contributing to promoting sustainable development and improving the quality of service to the people.

In Tuong Duong district, the Standing Committee of the District Party Committee and the comrades expected to be key leaders of the 9 new communes have proactively established working groups to go to the localities to disseminate and implement leadership documents, directives, plans, and guidelines from higher levels to prepare for the operation of the new communes. In general, the mindset, awareness, and attitude of the cadres, Party members, and all strata of the people are ready to welcome a new commune-level administrative apparatus.

Regarding the newly established Tam Thai commune, Comrade Lu Van May – Standing Deputy Secretary of the Tuong Duong District Party Committee, who was appointed as the Secretary of the Tam Thai Commune Party Committee, stated: “We have directly reviewed and thoroughly assessed the infrastructure and working equipment to develop a plan that suits the current situation, focusing intensely on the ongoing work of the two communes of Tam Thai and Tam Hop to ensure a smooth handover and transition to the new Tam Thai commune, without interruption.”

It is expected that a trial run of the new management and operation system and public administrative service center will be conducted in the commune during the last week of June 2025. Simultaneously, all relevant draft documents concerning the organization and operation of each organization within the new commune political system will be prepared so that it can officially begin operation on July 1st.
