Vice Chairman of the Provincial People's Committee Nguyen Van De inspected the Ban Mong Reservoir Project.
Implementing the working program, on the afternoon of July 7, comrade Nguyen Van De - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee inspected the site of the Mong Reservoir Project in Quy Chau and Chau Binh communes (Nghe An).
Also attending were representatives of the Provincial People's Committee Office, departments and offices of the Department of Agriculture and Environment of Nghe An province and leaders of the People's Committees of Quy Chau and Chau Binh communes.
Speed up site clearance progress
At the construction site, after the working group inspected the current status of a number of items and works, on behalf of the investor, the representative of the Investment Project Management Board quickly reported on the project progress to be implemented in 2025. Accordingly, the project has a total investment of 2,948 billion VND; accumulated capital allocated to date: 2,728.3 billion VND; accumulated capital disbursed to date: 2,039.4 billion VND. Capital allocated in 2025 is 764 billion VND, currently disbursed in 2025: 74.1 billion VND.

Currently, Nghe An is assigned by the Ministry of Agriculture and Environment to carry out two tasks: building a pumping station system + pumping station canal to take water from Hieu River and the compensation, resettlement, and site clearance component of Nghe An province. Up to now, Co Ba reservoir (Chau Binh commune) has completed site clearance below elevation +71.86m and above elevation +71.86m, with an expected recovery of 390 hectares. It is expected that the Board will complete the procedures to reclaim an additional area of about 343.13 hectares and relocate 78 households.

Up to now, the Project Management Board has completed the inventory work (about 3,496 plots), approved 2 batches with the amount of 23.9 billion VND, recovered 27,373 hectares of production land in Quy Chau and Chau Binh communes and is waiting for instructions to establish a compensation and site clearance council after the 2-level local government comes into operation.
Similarly, Nghia Mai commune has 40.75 hectares and Tam Hop commune (formerly Yen Hop commune, Quy Hop district) has 6.12 hectares of reservoir area that have completed the counting, pricing, and documentation work and have publicly posted the compensation plan, and are making payments to people according to the proposed schedule...

In addition to the above content, based on the field inspection, the Investment Project Management Board and the leaders of the Department of Agriculture and Environment also reported the progress of a number of other items implemented according to the Conclusion Notice No. 375/TB-UBND dated May 22, 2025 of the Provincial People's Committee. At the same time, they pointed out a number of difficulties and obstacles and proposed solutions for the province.

At the meeting, the leaders of the Department of Agriculture and Environment also emphasized the need to speed up the project progress when the rainy season comes and said that in the near future, they will increase human resources to support the Compensation and Site Clearance Board and the communes. Although the apparatus has just been stabilized, the leaders of the Department hope that the leaders of the People's Committees of the communes: Quy Chau, Chau Binh, Tam Hop, Nghia Mai actively coordinate with the Board to prepare compensation documents, appraise early compensation payments as well as resolve complaints for the people.

Prioritize urgent items to ensure people's rights
At the meeting, representatives of Chau Binh Commune People's Committee and the Project Compensation and Site Clearance Board, in addition to pointing out the fact that heavy rain has affected the progress; at the same time, they raised a number of recommendations arising from practice, such as the need to support funding for the construction of a residential road connecting the auxiliary dam 2 with National Highway 48; and removing obstacles related to funding and procedures for opening a road connecting the resettlement area for the project in Chau Binh Commune to National Highway 48...

Based on the proposals and recommendations of the People's Committees of the communes and the Department of Agriculture and Environment, Mr. Nguyen Van De - Vice Chairman of the Provincial People's Committee acknowledged the efforts of the communes, and emphasized that in the coming time, to ensure progress and disbursement rate, it is necessary to resolutely take action when the rainy season is approaching. In the coming time, based on the Department's proposal, the province will increase human resources to support the communes and the Board to carry out compensation and site clearance work.

The Vice Chairman of the Provincial People's Committee requested that localities and the Committee must focus, coordinate synchronously, and have higher determination, achieve disbursement rate on the basis of specific results, and if there are any problems, report and ask for opinions...

In the coming time, among the items that need to be constructed, priority should be given to urgent items such as building roads to help people travel safely for production, and evacuating people from flooded areas when there is heavy rain; during the construction process, if it is during the rainy season, contractors must ensure the safety of State and people's property.

The Vice Chairman of the Provincial People's Committee requested the communes to actively propagate and encourage people to comply with regulations and hand over the site.
Mong Village Reservoir Project is built on Hieu River (Nghe An), the reservoir is 25 km wide.2, mainly located in 4 communes of Nghe An and part of Thanh Hoa province. The Mong Ban Reservoir Project, Phase 1, Nghe An province has a capacity of 225 million m3, 8 water pumping stations along Hieu River and a 45 MW hydroelectric plant. Phase 1 of the project has a total estimated investment of 5,552 billion VND, allocated from the State budget. The project started in 2010 with the Irrigation Investment and Construction Management Board 4 as the investor of the key works cluster in the commune; Nghe An Department of Agriculture and Environment as the investor of the compensation, support and resettlement component.
