Vice Chairman of the Provincial People's Committee Nguyen Van De inspects the Ban Mong Reservoir Project.
As part of his work program, on the afternoon of July 7th, Mr. Nguyen Van De, Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, inspected the site of the Ban Mong Reservoir Project in Quy Chau and Chau Binh communes (Nghe An province).
Accompanying them were representatives from the Provincial People's Committee Office, departments and divisions of the Nghe An Provincial Department of Agriculture and Environment, and leaders of the People's Committees of Quy Chau and Chau Binh communes.
Accelerate the land clearance process.
At the construction site, after the inspection team checked the current status of several items and works, on behalf of the investor, a representative of the Investment Project Management Board gave a brief report on the project's progress in 2025. Accordingly, the project has a total investment of VND 2,948 billion; cumulative allocated capital to date: VND 2,728.3 billion; cumulative disbursed capital to date: VND 2,039.4 billion. Capital allocated for 2025 is VND 764 billion, and currently disbursed for 2025: VND 74.1 billion.
Currently, Nghe An province has been assigned two tasks by the Ministry of Agriculture and Environment: constructing a pumping station system and pumping station canals to draw water from the Hieu River, and the compensation, resettlement, and land clearance component for the area within Nghe An province. To date, land clearance for the Co Ba reservoir (Chau Binh commune) has been completed below and above the +71.86m elevation, with an estimated 390 hectares to be reclaimed. The Board is expected to proceed with the necessary procedures. An additional area of approximately 343.13 hectares will be reclaimed, and 78 households will be relocated.
To date, the Project Management Board has completed the land survey (approximately 3,496 plots), approved two rounds of compensation totaling 23.9 billion VND, recovered 27.373 hectares of agricultural land in Quy Chau and Chau Binh communes, and is awaiting guidance to establish a land compensation and resettlement council after the two levels of local government become operational.
Similarly, Nghia Mai commune has 40.75 hectares and Tam Hop commune (formerly Yen Hop commune, Quy Hop district) has 6.12 hectares of reservoir area where the inventory, valuation, and documentation have been completed, and the compensation plan has been publicly posted. Payments are being made to the people according to the set schedule...
In addition to the above content, based on field inspections, the Investment Project Management Board and the leadership of the Department of Agriculture and Environment also reported on the progress of several other items being implemented according to Conclusion Notice No. 375/TB-UBND dated May 22, 2025 of the Provincial People's Committee. They also highlighted some difficulties and obstacles and proposed solutions for the province to address them.
During the meeting, the leaders of the Department of Agriculture and Environment also emphasized the need to accelerate the project's progress as the rainy season approaches and stated that they will soon increase manpower to support the Compensation and Land Clearance Board and the communes. Although the organizational structure is still in place, the Department leaders hoped that the leaders of the People's Committees of the communes of Quỳ Châu, Châu Bình, Tam Hợp, and Nghĩa Mai would actively cooperate with the Board to prepare compensation documents, promptly assess and pay compensation, and resolve complaints from the people.
Prioritize essential items and ensure the rights of the people.
During the meeting, representatives from the Chau Binh Commune People's Committee and the Project's Compensation and Land Clearance Board, in addition to highlighting the impact of heavy rain on the project's progress, also raised several practical issues and requests, including financial support for the construction of a local road connecting the auxiliary dam 2 with National Highway 48; and solutions to obstacles related to funding and procedures for connecting the resettlement area road in Chau Binh Commune to National Highway 48…
Based on proposals and recommendations from the People's Committees of the communes and the Department of Agriculture and Environment, Mr. Nguyen Van De, Vice Chairman of the Provincial People's Committee, acknowledged the efforts of the communes and emphasized that in the coming time, to ensure progress and disbursement rates, decisive action is needed as the rainy season is approaching. In the near future, based on the Department's proposal, the province will increase manpower to support the communes and the Committees in carrying out compensation and land clearance work.
The Vice Chairman of the Provincial People's Committee requested that localities and the Committee focus and coordinate synchronously with higher determination to achieve the disbursement rate based on specific results, and if there are any difficulties, report them to seek guidance...
In the near future, among the construction items, priority should be given to essential items such as building roads to help people travel and work safely, and relocating people from flood-prone areas during heavy rains; if construction takes place during the rainy season, contractors must ensure the safety of state and people's property.
The Vice Chairman of the Provincial People's Committee requested that the communes actively disseminate information and encourage the people to comply with regulations and hand over the land.
The Ban Mong Reservoir project is being built on the Hieu River (Nghe An province), with a reservoir area of 25 km².2The Ban Mong Reservoir Project, Phase 1, in Nghe An province, is primarily located in four communes of Nghe An province and partly in Thanh Hoa province. It has a capacity of 225 million cubic meters.3The project includes 8 pumping stations along the Hieu River and a 45 MW hydroelectric power plant. Phase 1 of the project has an estimated total investment of VND 5,552 billion, funded by the State budget. Construction began in 2010, with the Irrigation Investment and Construction Management Board No. 4 as the investor for the main infrastructure cluster located in the commune; and the Nghe An Department of Agriculture and Environment as the investor for the compensation, support, and resettlement component.
