The Investigation Police Agency, Ministry of Public Security has just prosecuted 4 defendants who are leaders and officials of State management agencies of Thanh Hoa province in the case that occurred at Thien An Phat Company and related units.
Specifically, the Department of Investigation Police on Crimes of Corruption, Economic Crimes, and Smuggling (Investigative Police Agency of the Ministry of Public Security) is investigating the case of "Violating regulations on research, exploration, and exploitation of natural resources; Violating regulations on accounting causing serious consequences", occurring at Thien An Phat Mineral Joint Stock Company (abbreviated as Thien An Phat Company) and related units.
Expanding the investigation of the case, in addition to the criminal acts of the 4 defendants prosecuted, the Ministry of Public Security's Investigation Police Agency has investigated and clarified a number of leaders and officials of the State management agencies of Thanh Hoa province who took advantage of their positions and powers for personal gain and motives to violate their assigned duties in assessing, advising, and deciding on the granting of mineral exploitation licenses to enterprises in Thanh Hoa province, causing particularly serious damage to State assets, causing outrage among party members and the masses.
Based on the investigation results, on July 2, 2025, the Investigation Police Agency of the Ministry of Public Security issued a Decision to supplement the decision to prosecute the criminal case of "Abusing position and power while performing official duties", and at the same time issued a Decision to prosecute the accused, an Arrest Warrant for temporary detention, and a Search Warrant for 4 subjects, including: Le Duc Giang - Vice Chairman of the People's Committee of Thanh Hoa province; Pham Van Hoanh - Deputy Director of the Department of Agriculture and Environment of Thanh Hoa province; Nguyen The Hung - Head of the Department of Geology and Minerals, Department of Agriculture and Environment of Thanh Hoa province; Nguyen Van Tam - Specialist of the Office of the People's Committee of Thanh Hoa province for the crime of "Abusing position and power while performing official duties", prescribed in Article 356 of the Penal Code.
After the Supreme People's Procuracy (Department 3) approved, the Investigation Police Agency of the Ministry of Public Security executed the above Decisions and Orders in accordance with the provisions of law.
Currently, the Ministry of Public Security's Investigation Police Agency is continuing to consolidate documents and evidence proving the criminal acts of the prosecuted defendants, while expanding the investigation to clarify and comprehensively and thoroughly handle the organized violations of the defendants and related individuals.
