Deputy Chairman of Thanh Hoa province, Le Duc Giang, and three subordinates have been prosecuted.

Specifically, the Department of Investigation of Crimes related to Corruption, Economics, and Smuggling (the Investigation Police Department of the Ministry of Public Security) is investigating the case of "Violation of regulations on research, exploration, and exploitation of resources; Violation of accounting regulations causing serious consequences," which occurred at Thien An Phat Mineral Joint Stock Company (abbreviated: Thien An Phat Company) and related units.

Expanding the investigation into the case, in addition to the criminal acts of the four defendants already prosecuted, the Investigation Police Department of the Ministry of Public Security has investigated and clarified that several leaders and officials of state management agencies in Thanh Hoa province abused their positions and authority for personal gain and motives, acting contrary to their assigned duties in the appraisal, consultation, and decision-making process regarding the granting of mineral exploitation licenses to businesses in Thanh Hoa province, causing exceptionally serious damage to state property and causing public outrage among Party members and the general public.

Based on the investigation results, on July 2, 2025, the Investigation Police Department of the Ministry of Public Security issued a supplementary decision to initiate criminal proceedings for the crime of "Abusing position and power while performing official duties," and simultaneously issued decisions to prosecute, arrest warrants for temporary detention, and search warrants against four individuals: Le Duc Giang - Vice Chairman of the People's Committee of Thanh Hoa province; Pham Van Hoanh - Deputy Director of the Department of Agriculture and Environment of Thanh Hoa province; Nguyen The Hung - Head of the Geology and Mineral Resources Department, Department of Agriculture and Environment of Thanh Hoa province; and Nguyen Van Tam - Specialist at the Office of the People's Committee of Thanh Hoa province, for the crime of "Abusing position and power while performing official duties," as stipulated in Article 356 of the Penal Code.

After approval by the Supreme People's Procuratorate (Department 3), the Police Investigation Agency of the Ministry of Public Security implemented the aforementioned Decisions and Orders in accordance with the law.

Currently, the Investigation Agency of the Ministry of Public Security is continuing to consolidate documents and evidence to prove the criminal acts of the defendants who have been prosecuted, while expanding the investigation to comprehensively and thoroughly clarify and handle the organized wrongdoings of the defendants and related individuals.
