North-South high-speed railway: Provinces speed up construction of resettlement areas

To ensure the progress of the North-South high-speed railway project, provinces along the route are urgently reviewing planning and speeding up the construction of resettlement areas.

Gia Lai starts construction of first 4 resettlement areas before August 19

According to the pre-feasibility study report, the total land use demand of the project section through Gia Lai province is about 758 hectares. The site clearance work alone is expected to be carried out on an area of ​​more than 323 hectares, affecting about 4,435 households.

Gia Lai Provincial People's Committee has advised the Provincial Party Committee to issue decisions to establish a steering committee for site clearance for the project. The Provincial Land Fund Development Center has been assigned as the investor, preparing to build resettlement areas and reburial areas to serve the site clearance work.

The province plans to build 39 resettlement areas and 6 reburial areas to serve the relocation work. Currently, the marking of 4 resettlement areas has been completed, including: Hy Van village resettlement area (Hoai Nhon Bac ward), Tan Lap 4 village resettlement area (An Nhon Tay commune), Nhon Tho resettlement area (An Nhon Nam ward) and Tay Vinh resettlement area (Binh An commune).

Each resettlement area covers an area of ​​about 2-3 hectares, accommodating 70-100 households. It is expected that these 4 resettlement areas will start construction before August 19, while the remaining areas will continue to be planned and implemented in the coming time.

Gia Lai Province proposed that the Ministry of Construction direct the Railway Project Management Board to promptly deploy stakes to clear the land in the field and hand over to the locality to determine the exact number of affected households. The province also proposed to allocate funds from the central budget to promptly deploy investment in the construction of resettlement areas and reburial areas.

Notably, Gia Lai province proposed that the Ministry of Construction report to the Government for consideration and issuance of a special mechanism in licensing the exploitation of minerals for common construction materials to supply to the project, contributing to speeding up construction progress.

Mr. Ngo Tung Son, Director of the Gia Lai Province Land Fund Development Center, said that the unit has sent specialized staff directly to the scene to survey, measure and count the volume of affected assets.

Quang Ngai proposes to adjust route direction to avoid overlap

According to the pre-feasibility report, the railway is expected to pass through three resettlement areas that have just been invested in the North-South Expressway project, the Hiep Pho Nam Tunnel historical site and a number of administrative headquarters. Therefore, the Quang Ngai Department of Construction proposed adjusting the route to limit the impact on people's lives and avoid multiple resettlements.

The Quang Ngai Department of Construction has advised the Provincial People's Committee to propose partial adjustments to the route and station location to conform to the planning, save costs, stabilize people's lives and improve investment efficiency. However, to date, the recommendations have not been resolved.

The current planned location of the station is not consistent with the general planning of Nghia Lo ward until 2040, and overlaps with Quang Phu Industrial Park.

Therefore, the Department proposed to adjust the station location to the border area between Nghia Lo ward and Nghia Giang commune, near the intersection of Truong Chinh - Le Duan street, where there are favorable conditions for organizing connecting traffic.

According to the pre-feasibility study report, the project boundary overlaps with the Quang Ngai - Hoai Nhon expressway at Mo Duc commune (route Km852 - Km854), the area of ​​road tunnel No. 1 (Km873 - Km875) and is 100-150m away from the highway tunnels No. 2 and 3. The route also intersects two intersections at route Km875 - Km878.

Quang Ngai Department of Construction proposed to review the project boundary to avoid overlapping with the expressway, and at the same time recommended the Provincial People's Committee to promptly determine and provide field boundary records, creating a basis for implementing compensation, support, and resettlement on schedule.
