North-South High-Speed Railway: Provinces accelerate construction of resettlement areas.
To ensure the timely commencement of the North-South high-speed railway project, provinces along the route are urgently reviewing planning and accelerating the construction of resettlement areas.
Gia Lai begins construction on the first four resettlement areas before August 19th.
According to the pre-feasibility study report, the total land requirement for the project section through Gia Lai province is approximately 758 hectares. Land clearance alone is expected to cover an area of over 323 hectares, affecting approximately 4,435 households.
The Gia Lai Provincial People's Committee advised the Provincial Party Committee to issue decisions establishing a steering committee for land clearance for the project. The Provincial Land Fund Development Center was assigned as the investor, preparing to implement the construction of resettlement areas and reburial sites to serve the land clearance work.
The entire province plans to build 39 resettlement areas and 6 reburial sites to serve the relocation process. Currently, boundary markers have been placed in 4 resettlement areas: Hy Van village resettlement area (Hoai Nhon Bac ward), Tan Lap 4 village resettlement area (An Nhon Tay commune), Nhon Tho resettlement area (An Nhon Nam ward), and Tay Vinh resettlement area (Binh An commune).
Each resettlement area covers approximately 2-3 hectares and will accommodate 70-100 households. It is expected that construction on these four resettlement areas will begin before August 19th, while the remaining areas will continue to be planned and implemented in the coming period.
Gia Lai province has requested the Ministry of Construction to direct the Railway Project Management Board to promptly deploy land demarcation and handover of land for clearance purposes so that the local authorities can accurately determine the number of affected households. The province also requested the allocation of funds from the central government to ensure timely investment in the construction of resettlement areas and reburial sites.
Notably, Gia Lai province has requested the Ministry of Construction to report to the Government for consideration of issuing a special mechanism for licensing the exploitation of mineral resources used as common construction materials to supply the project, thereby contributing to accelerating the construction progress.
Mr. Ngo Tung Son, Director of the Land Development Center of Gia Lai province, said that the unit had sent specialized staff directly to the site to survey, measure, and count the amount of affected assets.

Quang Ngai proposes adjusting the route to avoid overlapping.
According to the pre-feasibility report, the planned railway line passes through three resettlement areas recently developed as part of the North-South Expressway project, the Hiep Pho Nam Tunnel historical site, and several administrative offices. Therefore, the Quang Ngai Department of Construction proposed adjusting the route to minimize the impact on people's lives and avoid multiple resettlements.
The Quang Ngai Department of Construction has advised the Provincial People's Committee to propose a partial adjustment of the route and station location to align with the planning, save costs, stabilize people's lives, and improve investment efficiency. However, these proposals have not yet been resolved.
The current planned location of the train station is not consistent with the Nghia Lo ward master plan until 2040, and also overlaps with the Quang Phu Industrial Zone.
Therefore, the Department proposes adjusting the station's location to the border area between Nghia Lo ward and Nghia Giang commune, near the intersection of Truong Chinh and Le Duan roads, where conditions are favorable for traffic connectivity.
According to the pre-feasibility study report, the project boundary overlaps with the Quang Ngai - Hoai Nhon expressway in Mo Duc commune (kilometer markers Km852 - Km854), the area of road tunnel No. 1 (kilometer markers Km873 - Km875), and is 100-150m away from expressway tunnels No. 2 and 3. The route also crosses two interchanges at kilometer markers Km875 - Km878.
The Quang Ngai Department of Construction proposed reviewing the project boundaries to avoid overlapping with the expressway, and also requested the Provincial People's Committee to direct the early identification and provision of boundary marker documents in the field, creating a basis for implementing compensation, support, and resettlement on schedule.
