Head of the Provincial Party Committee's Organization Department, Le Duc Cuong, presided over the review of the Party Congresses of Hai Chau, Tan Chau, and An Chau communes.
On the afternoon of July 29th, Comrade Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Department, and Head of Working Group No. 5 - chaired the review of the Party Congresses of Hai Chau, Tan Chau, and An Chau communes.
The conference was attended by Comrade Ha Xuan Quang - Member of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People's Council of Dien Chau commune. Also present were representatives from provincial departments and agencies.

Appropriate development goals
The Hai Chau Commune Party Committee was established according to Decision No. 3591-QD/TU, dated June 18, 2025, of the Nghe An Provincial Party Committee, based on the merger of the Party Committees of Dien Hoang, Dien My, Dien Kim, and Hung Hai communes. The Hai Chau Commune Party Committee has 58 affiliated Party organizations (including 25 professional Party branches and 33 rural Party branches); with a total of 1,983 Party members.

During the 2020-2025 term, the Party Committees of Dien My, Dien Kim, Hung Hai, and Dien Hoang communes (now Hai Chau commune Party Committee) upheld the tradition of unity, constantly innovated, strived to seize every opportunity, overcame difficulties and challenges, and achieved many positive results.
For the 2025-2030 term, Hai Chau commune aims to build a clean and strong Party and political system; promote the strength of national unity and the aspiration for progress; continue to accelerate administrative reform, promote interconnected, synchronized, rapid, and effective digital transformation; ensure national defense and security; and resolutely strive to build the commune to meet the advanced new rural standards within the 2025-2030 term.

The Tan Chau Commune Party Committee was established according to Decision No. 3592-QD/TU dated June 18, 2025, of the Executive Committee of the Nghe An Provincial Party Committee, based on the merger of the Party Committees of Dien Phu, Dien Tho, Dien Loc, and Dien Loi communes. The commune's Party Committee currently comprises 54 Party Committees and Branches with 1,672 Party members.

During the 2020-2025 term, the Party Committee, government, and people of the communes of Dien Phu, Dien Tho, Dien Loc, and Dien Loi (before the merger) fostered a spirit of unity, overcame difficulties, and strived with high determination, achieving many remarkable results in various aspects of life.
For the 2025-2030 term, the Tan Chau Commune Party Committee aims to build and develop the commune into a sustainably developed economic, cultural, and social area, ranking among the middle-ranked communes in Nghe An province. By 2030, it will essentially become an industrially developed commune.

To achieve the above objectives, the Party Committee has set 25 specific targets across various fields, 5 key tasks, and 3 breakthroughs.
An Châu commune was established by merging the entire area and population of the former Diễn An, Diễn Trung, Diễn Tân, and Diễn Thịnh communes. The commune's Party Committee currently has 56 subordinate Party organizations with 1,412 Party members.

With the motto "Unity - Democracy - Creativity - Breakthrough - Development," for the 2025-2030 term, the Party Committee will focus on building An Chau commune into a civilized and modern area; achieving rapid and sustainable economic development; gradually modernizing and synchronizing the infrastructure system; improving the material and spiritual lives of the people; maintaining national defense and security; and building a strong Party and political system. The goal is for An Chau to complete all criteria to become a commune meeting the standards of a sustainable advanced new rural area by 2030.

Motivation to strive
At the conference, delegates provided detailed feedback on the draft political reports to be presented at the commune congresses, including the report structure, congress theme, term targets, key tasks, breakthroughs, and specific objectives.

Accordingly, communes need to consider adjusting the titles of their congresses to be concise, memorable, and easy to understand. Delegates also suggested that localities should clearly assess their current situation and advantages in order to set key tasks and solutions for the next term.
The political reports presented to the congresses of the communes need to include targets that were not achieved during the term; add criteria for building standard cultural institutions, paying attention to grassroots cultural life, improving the quality of cultural titles; digital transformation; and add targets in the field of health, etc.
Communes need to build a rational system of indicators, supplementing indicators for growth rate and gross domestic product value in accordance with guidelines; adding content on the results of anti-corruption work; supplementing limitations and shortcomings of inspection and supervision work as a basis for proposing tasks and solutions in the new term; and adding tasks related to foreign affairs and solutions for regional linkages.

In addition, communes need to focus on orienting the formation and development of high-tech agricultural zones; pay attention to targets in the development of OCOP products; supplement tasks and solutions regarding environmental protection; add solutions for each field of Party building work; and supplement the Party's leadership principles in the section on lessons learned,...
Concluding the conference, the Head of the Provincial Party Committee's Organization Department, Le Duc Cuong, acknowledged the proactive and serious spirit in preparing for the congresses of Hai Chau, Tan Chau, and An Chau communes. He also provided specific feedback on the congress program and many contents of the draft political report.
The Head of the Provincial Party Committee's Organization Department, Le Duc Cuong, also noted that the assessment of the 2020-2025 term should be concise, focusing only on a few key indicators.

The comrade also emphasized that, as areas with favorable conditions and many advantages, the communes need to set higher growth targets for the next term to contribute to the overall growth target of the province. This includes consulting with the Nghe An Statistics Department to develop development indicators that are consistent with the province's overall development trends and provide strong motivation for striving and progress.
The Head of the Provincial Party Committee's Organization Department also highly agreed with the key tasks and breakthroughs proposed by the communes, while noting that in the next term, the communes need to closely adhere to the four pillar resolutions of the Politburo to develop appropriate solutions. He requested that the communes incorporate the delegates' feedback, select and supplement it to finalize the congress documents; they must clearly identify the advantages, disadvantages, potential, and strengths of the former communes to set appropriate development targets and goals, ensuring practicality and feasibility in line with the actual situation of the new communes.
The Head of the Provincial Party Committee's Organization Department noted that localities need to focus on effectively carrying out land clearance for construction projects. Along with that, they need to strengthen infrastructure upgrades; continue to promote administrative reform and digital transformation; develop human resources for businesses; and take care of social welfare. Communes should pay attention to Party building and the political system.

Comrade Le Duc Cuong also suggested that communes focus on developing specific and scientific action programs so that they can effectively implement them immediately after the congress. He emphasized the need to strengthen propaganda efforts, creating consensus and high determination among cadres, Party members, and the people.
