Head of the Provincial Party Committee's Organization Board Le Duc Cuong chaired the approval of the Congresses of Hai Chau, Tan Chau, and An Chau communes.
On the afternoon of July 29, comrade Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee, Head of Working Group No. 5 chaired the approval of the Party Congresses of the communes: Hai Chau, Tan Chau, An Chau.
Attending the conference were comrade Ha Xuan Quang - Member of the Provincial Party Executive Committee, Party Secretary, Chairman of the People's Council of Dien Chau commune. Also attending were representatives of leaders of provincial departments, branches and sectors.

Appropriate development goals
Hai Chau Commune Party Committee was established under Decision No. 3591-QD/TU, dated June 18, 2025 of Nghe An Provincial Party Committee on the basis of merging the Party Committees of Dien Hoang, Dien My, Dien Kim and Hung Hai communes. Hai Chau Commune Party Committee has 58 affiliated Party organizations (including 25 career Party cells, 33 rural Party cells); with a total of 1,983 Party members.

During the 2020 - 2025 term, the Party Committees of Dien My, Dien Kim, Hung Hai, Dien Hoang communes (now Hai Chau Commune Party Committee) have promoted the tradition of solidarity, constantly innovated and created, strived to take advantage of every opportunity, overcome difficulties and challenges, and achieved many positive results.
In the 2025-2030 term, Hai Chau commune aims to build a clean and strong Party and political system; promote the strength of the great national unity bloc and the aspiration to rise up; continue to promote administrative reform, promote digital transformation in a connected, synchronous, fast and effective manner; ensure national defense and security; and strive to build a commune that meets advanced new rural standards in the 2025-2030 term.

Tan Chau Commune Party Committee was established under Decision No. 3592-QD/TU dated June 18, 2025 of the Nghe An Provincial Party Committee, on the basis of merging the Party Committees of the communes: Dien Phu, Dien Tho, Dien Loc, Dien Loi. The commune Party Committee currently has 54 Party Committees and Party Cells with 1,672 Party members.

In the 2020 - 2025 term, the Party Committee, government and people of Dien Phu, Dien Tho, Dien Loc and Dien Loi communes before the merger built a spirit of solidarity, overcame difficulties, strived with high determination and achieved many remarkable results in many areas of life.
In the 2025 - 2030 term, Tan Chau Commune Party Committee aims to build and develop into a commune with a developed and sustainable economy, culture and society, ranked among the communes in Nghe An province. By 2030, it will basically become an industrially developed commune.

To achieve the above goal, the Party Committee sets out 25 specific targets in various fields, 5 key tasks and 3 breakthroughs.
An Chau commune was established on the basis of merging and consolidating the entire area and population of Dien An, Dien Trung, Dien Tan and Dien Thinh communes (old). The commune party committee currently has 56 affiliated party organizations with 1,412 party members.

With the motto "Solidarity - Democracy - Creativity - Breakthrough - Development", in the 2025-2030 term, the Party Committee focuses on building An Chau commune into a civilized and modern one; rapid and sustainable economic development; a gradually synchronous and modern infrastructure system; improved material and spiritual life of the people; maintained national defense and security; building a strong Party and political system. By 2030, An Chau strives to complete the criteria to become a commune meeting the standards of a sustainable advanced new rural area.

Motivation to strive
At the conference, delegates gave detailed comments on the draft political reports submitted to the congresses of the communes, such as the report layout, congress themes, term targets, key tasks, breakthroughs, and specific goals.

Accordingly, communes need to study and adjust the congress title to be short, concise, easy to remember and easy to understand. Delegates said that localities need to clearly assess the current situation and advantages of the locality to set out key tasks and solutions for the next term.
Political reports submitted to the congresses of communes need to supplement targets that have not been achieved during the term; supplement criteria for building standard cultural institutions, paying attention to grassroots cultural life, improving the quality of cultural titles; digital transformation; supplement indicators in the health sector, etc.
Communes need to build a reasonable structure of the indicator system, supplement the growth rate and total product value indicators according to the instructions; supplement the content of the results of anti-corruption work; supplement the limitations and shortcomings of inspection and supervision work as a basis for proposing tasks and solutions in the new term; supplement the tasks of foreign affairs work and regional linkage solutions.

In addition, communes need to pay attention to the orientation of forming and developing high-tech agricultural zones; pay attention to the targets in developing OCOP products; supplement tasks and solutions on environmental protection; need to supplement solutions according to each field of Party building work; supplement the Party's leadership principles in the lessons learned section,...
Concluding the conference, Head of the Provincial Party Committee's Organizing Committee Le Duc Cuong acknowledged the proactive and serious spirit in preparing for the congress of Hai Chau, Tan Chau and An Chau communes. At the same time, he gave specific comments on the congress program and many contents of the draft political report.
Head of the Provincial Party Committee's Organization Board Le Duc Cuong also noted that in the evaluation of the 2020-2025 term, it is necessary to briefly summarize and only focus on some important indicators.

He also emphasized that as a favorable locality with many advantages, the communes need to set a higher growth rate target for the next term to contribute to the overall growth target of the province, in which it is necessary to consult with Nghe An Statistics to set development targets in line with the general development trend of the province and have the motivation to strive and attack strongly.
The Head of the Provincial Party Committee's Organization Board also highly agreed with the key tasks and breakthroughs that the communes had proposed, and noted that in the coming term, the communes need to closely follow the four key resolutions of the Politburo to have appropriate solutions. He requested the communes to absorb the delegates' comments, select and supplement them to complete the congress documents; clearly identify the advantages, disadvantages, potentials and strengths of the old communes to set appropriate development targets and goals, ensuring practicality and feasibility with the actual situation of the new communes.
The Head of the Provincial Party Committee's Organization Board noted that localities need to focus on doing a good job of site clearance for constructions and projects. Along with that, it is necessary to strengthen infrastructure upgrades; continue to promote administrative reform and digital transformation; develop human resources for businesses; and take care of social security. Communes need to pay attention to Party building and the political system.

Comrade Le Duc Cuong also suggested that communes focus on building specific and scientific action programs so that they can start implementing them effectively right after the congress. Focus on promoting propaganda work, creating consensus and high determination among cadres, party members and people.
