Thai Hoa Ward Party Committee was established on the basis of merging the Party organizations and Party members of the Party Committees of 3 wards: Hoa Hieu, Long Son, Quang Phong, with 64 affiliated Party organizations and 1,623 Party members.

The 1st Congress of Thai Hoa Ward Party Committee, term 2025 - 2030 has a particularly important political significance, demonstrating the will and determination to build Thai Hoa Ward to develop rapidly and sustainably, becoming the central urban area of ​​the Northwest region of Nghe An.

The political report presented to the 1st Thai Hoa Ward Party Congress identified 4 development perspectives; 21 main targets; 6 key tasks; 3 breakthroughs and 10 main tasks and solutions.

Tay Hieu Ward Party Committee was established on the basis of merging the Party organizations and Party members of the Party Committees of 3 wards and communes: Quang Tien, Nghia Tien and Tay Hieu, with 48 grassroots Party organizations, affiliated Party cells, and 1,718 Party members.

The 1st Congress of Tay Hieu Ward Party Committee, term 2025 - 2030 has a particularly important political significance, demonstrating the aspiration and determination to bring Tay Hieu Ward to develop rapidly and sustainably, becoming a new growth pole of the Northwest region of Nghe An.

The political report presented to the 1st Congress of Tay Hieu Ward Party Committee identified 5 development viewpoints with the goal of striving to turn Tay Hieu Ward into a new growth pole of the Northwest Nghe An region, a center for medical services and vocational training in the region; at the same time, it proposed 21 main targets; 3 breakthroughs and 4 groups of main tasks and solutions.

Dong Hieu Commune Party Committee was established on the basis of merging the Party organizations and Party members of the Party Committees of 3 communes: Nghia My, Nghia Thuan and Dong Hieu, with 44 subordinate Party grassroots organizations and 1,378 Party members.

The 1st Congress of Dong Hieu Commune Party Committee, term 2025 - 2030, has a particularly important political significance, demonstrating the will and determination to build a strong and comprehensive Dong Hieu commune.

The political report presented to the 1st Congress of the Dong Hieu Commune Party Committee identified 5 development perspectives with the goal of striving to bring Dong Hieu Commune to complete the construction of advanced new rural areas, towards a model new rural area before 2030; at the same time, it proposed 32 main targets; 5 key tasks; 5 breakthroughs and 4 groups of tasks and main solutions in various fields.

Members of the Working Group and leaders of departments and branches said that the three communes and wards need to follow the previous general planning of Thai Hoa town to develop their own planning, but it must be connected; continue to use the previous urban development goals and targets for implementation.

Build dynamic projects to form urban criteria, take advantage of the two banks of Hieu River to build modern urban areas; clearly assess existing problems and limitations to propose solutions to overcome them in the next term.

In addition, it is necessary to provide orientation solutions and strategies for training cadres, especially those in the field of urban development. Supplement solutions on development, application of science, technology, innovation, building smart and modern cities; pay attention to connecting labor supply and demand, training skilled human resources; review the team of cadres and civil servants to ensure proficiency, efficiency and effectiveness.

Concluding the conference, Provincial Party Secretary Nguyen Duc Trung acknowledged and highly appreciated the sense of responsibility, initiative and efforts of the Standing Committee, Standing Committee, and Party Executive Committee of the 3 wards and communes: Thai Hoa, Tay Hieu, and Dong Hieu in the work of leading, directing, and organizing the preparation of the congress contents in the context of implementing the operation of new commune-level administrative units according to the 2-level local government model.

Strictly implement regulations in the spirit of Directive No. 45-CT/TW of the Politburo, Circular No. 13-TT/TU of the Provincial Party Committee Standing Committee on organizing Party congresses at all levels. The preparation of basic documents is carried out seriously, fully, and elaborately, demonstrating the determination of each locality.

Regarding the Draft Political Report, Provincial Party Secretary Nguyen Duc Trung requested the three wards and communes: Thai Hoa, Tay Hieu, Dong Hieu to base on the instructions of the Central Committee and the Provincial Party Standing Committee to perfect the format and layout; at the same time, review to ensure consistency and conciseness; review the topic to perfect it in a concise, highly general direction, clearly expressing the viewpoints, orientations, goals and political determination of the locality.

Regarding the viewpoints, goals, tasks, and solutions for the 2025-2030 term, for Thai Hoa ward, it is necessary to clarify the role of the central urban area. For Tay Hieu ward, it is necessary to consider the development goal of becoming a new growth pole of the province. For Dong Hieu commune, it is necessary to consider the development goal. If there is time and motivation, then determine the goal of striving to become an urban area.

In addition, communes and wards need to review and select appropriate indicators; in particular, the indicator of growth in total product value needs to be adjusted to ensure consistency, in which, it is necessary to demonstrate determination and efforts to achieve a higher level to contribute to the province's overall growth target in the next term of over 12%.

Regarding key tasks and development breakthroughs, Provincial Party Secretary Nguyen Duc Trung said that Tay Hieu ward has not clearly stated the key tasks in the Draft Political Report; at the same time, localities need to review and edit key tasks and development breakthroughs to be more concise, clear and easy to remember.

Orienting important issues and tasks for the three wards and communes: Thai Hoa, Tay Hieu, Dong Hieu in the coming time, the Provincial Party Secretary requested that localities continue to focus on reviewing, arranging and assigning cadres in Party and government agencies to effectively and efficiently implement the two-level local government model in the spirit of efficiency, effectiveness and efficiency. The cadre team must ensure sufficient quantity, quality, professional expertise, meet requirements, have sufficient capacity and qualities, have a sense of responsibility, dare to think, dare to do, dare to take responsibility.

In addition, localities must pay attention to reviewing planning to ensure consistency, inheriting the general planning of the previous Thai Hoa town, adjusting it to suit new requirements, ensuring connectivity with other regions and areas. Focus on mobilizing resources to develop urban infrastructure; select and prioritize driving projects, increase investment attraction for projects along both banks of the Hieu River.

In economic development, Provincial Party Secretary Nguyen Duc Trung requested the three localities to focus on effectively implementing Resolution No. 68 of the Politburo on private economic development; continue to promote improvement of the investment and business environment, create open mechanisms, support business operations, and promote startups.

At the same time, localities need to review and improve infrastructure and educational and medical facilities to better serve the people; at the same time, pay attention to attracting human resources in this field. Promote cultural and historical values, conditions and available potentials in the area to achieve development goals.

Provincial Party Secretary Nguyen Duc Trung noted that the three wards and communes of Thai Hoa, Tay Hieu, and Dong Hieu should pay attention to the application of science, technology, innovation, digital transformation, building a digital society, digital economy, digital government, and promoting people's participation in these activities; in particular, paying attention to creating conditions and supporting people to access digital transformation conveniently, quickly, and effectively.
