At noon on July 21, at the headquarters of the Party Committee of Nghia Dan commune, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of Working Group No. 3 chaired the approval of the Party Congresses of the communes: Nghia Hung, Nghia Lam, Nghia Mai.

Also attending were members of Working Group No. 3 according to the Plan of the Provincial Party Standing Committee; leaders of departments and branches: Vietnam Fatherland Front Committee of the province, Finance, Agriculture and Environment, Education and Training, Health, Culture, Sports and Tourism, Science and Technology, Provincial Police, Provincial Military Command, Nghe An Statistical Office.

Focus on agricultural development, building advanced new rural areas

Nghia Hung Commune was established on the basis of merging the old Nghia Hung Commune and Nghia Thanh Commune (old Nghia Dan District) with a natural area of ​​68.65 km2 and a population of 25,459 people. The commune Party Committee has 52 Party cells with 1,281 Party members.

With the motto: "Solidarity - Democracy - Discipline - Innovation - Creation - Entering a new era", the draft political report of the Party Committee of Nghia Hung commune sets the goal of soon bringing the commune to meet the advanced New Rural standards.

To achieve that goal, the draft political report sets out 5 viewpoints, develops 26 main targets, 5 key tasks, 3 breakthroughs, and 4 main solutions.

Nghia Lam commune was established on the basis of merging the communes: Nghia Lam, Nghia Son, Nghia Yen, Nghia Lac (old Nghia Dan district), with an area of ​​121.75 km2; population of 5,334 households with 23,753 people. Nghia Lam commune Party Committee has 46 direct Party Committees and Party cells with a total of 1,183 Party members.

With the spirit of "Solidarity - Democracy - Creativity - Development", the draft political report of the Party Committee of Nghia Lam commune sets the goal of striving to become a sustainably developed commune by 2030 and achieving the criteria for advanced new rural areas.

On that basis, the Party Committee of Nghia Lam commune based on 5 development perspectives, built 24 targets, 4 main tasks and solutions and 3 development breakthroughs.

Nghia Mai commune was established on the basis of merging 3 communes: Nghia Minh, Nghia Hong and Nghia Mai (old Nghia Dan district) with a natural area of ​​146.99 km², including 23 hamlets and villages with a population of 17,844 people. The commune party committee has 40 party cells and affiliated party committees with 922 party members.

With the motto: "Solidarity - Democracy - Discipline - Creativity - Innovation - Development", the draft political report of the Nghia Mai Commune Party Committee builds 27 main targets, 2 groups of tasks, key solutions, 3 breakthroughs; striving to become a new bright spot in the agricultural sector on the map of Nghe An province by the end of the 2025-2030 term.

At the meeting, members of the working delegation and representatives of departments and branches contributed many important opinions on the development orientation of the communes, focusing on the fields of culture, society, health, agriculture and implementation of national target programs, application, development of science and technology and promotion of private economic development.

"Straight rows, clear paths, united progress"

Concluding the working session, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of Working Group No. 3 assessed that although the preparation time was very short and the development orientation had many difficulties when the new communes were formed on the basis of merging old communes.

Data and direction determination in the draft political report require high concentration. In addition, the merger helps expand the area, creating conditions to concentrate potential and advantages for development, but also poses many challenges in terms of organization and management.

In that context, the Chairman of the Provincial People's Committee acknowledged that the communes have seriously and fully implemented, basically meeting the requirements of Directive No. 45-CT/TW dated April 14, 2025 of the Politburo, Circular No. 13-TT/TU dated April 26, 2025 of the Provincial Party Committee Standing Committee on Party congresses at all levels, as well as the instructions of the advisory and support agencies of the Provincial Party Committee. The draft documents of the communes basically follow the orientation, meeting the requirements.

Regarding viewpoints, tasks and solutions, the Chairman of the Provincial People's Committee requested the communes to continue to closely follow the previous planning and regional orientation of Nghia Dan district, especially the planning on land, infrastructure and construction with a development vision to 2045. On that basis, each locality must exploit well the potential and advantages of infrastructure, land and people, and at the same time connect with each other to form a synchronous development whole.

Going into the specific content of the draft political reports, comrade Le Hong Vinh pointed out a number of limitations such as: Solutions to mobilize local resources are still fragmented; orientations for training cadres and planning work, and linkages between communes are not clear.

Implementing the direction of General Secretary To Lam at the 12th Conference of the 13th Party Central Committee, our entire Party, people and army must change the state from "running and lining up" to "straight lines, clear paths, unanimously moving forward" towards the future.

In that context, comrade Le Hong Vinh emphasized a number of contents for localities to take systematic and unified steps towards long-term development goals; from the viewpoint, goals, tasks, solutions, especially the breakthroughs that need to be focused on and key points associated with the strengths of the locality.

During that process, he requested relevant departments and branches to support and accompany communes in determining targets, including in the fields of security and defense...

The Chairman of the Provincial People's Committee requested that units base on the contents of the meeting to compare with their own documents to supplement and edit appropriately; carefully prepare the organization and conditions for organizing the congress; carry out well the propaganda work about the congress, pay attention to grasp the ideological situation of cadres, party members and people before, during and after the congress; at the same time, assign the branches to monitor and guide the party committees to carry out well the preparation and organization of the congress, and advise on timely handling of arising issues.
