Building Thanh Vinh ward to develop rapidly, sustainably, civilized and modern

Thanh Vinh Ward Party Committee was established under Decision No. 3692-QD/TU, dated June 18, 2025 of the Provincial Party Standing Committee on the basis of merging party organizations and party members of the party committees of 6 wards and communes: Hung Binh, Le Loi, Quang Trung, Cua Nam, Dong Vinh, Hung Chinh.

The Congress of Thanh Vinh Ward Party Committee for the 2025-2030 term took place with the theme:"Solidarity, innovation, creativity, building a strong Party Committee and political system of the ward, operating effectively, efficiently and effectively; mobilizing all resources to build Thanh Vinh ward to develop rapidly, sustainably, civilizedly and modernly".

With the motto:"Solidarity - Democracy - Discipline - Innovation - Development"The Congress has special political significance, demonstrating the strong will and aspiration of the Party Committee, Government and People of the ward to rise up in the new period with new position and strength.

The Draft Political Report clearly stated that in the 2020 - 2025 term, despite many difficulties and challenges, with the drastic and flexible leadership, direction and management of the Party Committee and the government; the participation of the Fatherland Front, socio-political organizations and the consensus of the people, the ward's situation was stable, achieving important and quite comprehensive results in many fields.

In the 2025-2030 term, the ward identified 5 development perspectives with the goal of building Thanh Vinh ward into a civilized and modern one; with fast and sustainable economic development, leading the province in services and trade; striving to meet civilized urban standards; setting out 32 main targets, 6 key tasks, 3 breakthroughs and 4 main groups of solutions in various fields.

Giving opinions on the development orientations for Thanh Vinh ward, the members of the Working Group suggested that the ward pay attention to planning work because there is not much room for development. The ward needs to exploit its potential by urban renovation, exploiting the value of the Citadel area, developing a financial center, and identifying services as the main development field.

In addition, it is necessary to add the content of digital transformation in Party agencies to the congress documents; in terms of development, it is necessary to add the content of Resolution No. 57 and Resolution No. 68 of the Politburo; economic growth based on science, technology and innovation development; and strengthen the development of private healthcare.

Adding more solutions in education and training; promoting administrative reform, strengthening discipline and administrative order and continuing to screen cadres and civil servants, streamlining the organizational apparatus...

Vice Chairman of the Provincial People's Committee Hoang Phu Hien suggested that the ward needs to clearly identify the advantages and difficulties in development to set out tasks and solutions for the coming term. Understand the number of enterprises and business households in the area to determine development solutions. Specifically assess the limitations and shortcomings in attracting investment, review slow-progressing projects, create a platform to attract investment...

Orientation for the next term, the Vice Chairman of the Provincial People's Committee suggested that the ward review appropriate indicators. Supplement and clearly orient the fields to attract investment, pay attention to attracting investment along the Vinh River; have solutions to train high-quality human resources; strengthen regional connectivity and develop civilized, modern urban areas...

Developing Thanh Vinh ward into a service center of the province

Concluding the conference, Provincial Party Secretary Nguyen Duc Trung acknowledged and highly appreciated the sense of responsibility, initiative and efforts of the Standing Committee of Thanh Vinh Ward Party Committee in leading, directing and organizing the preparation of the congress contents; the congress documents were prepared carefully, seriously, on schedule and with thorough content.

The Provincial Party Secretary also requested the Standing Committee of the Thanh Vinh Ward Party Committee to absorb the opinions of the working group and leaders of departments and branches to continue to complete it more fully and clearly; in which, the congress theme needs to be concise and clear, demonstrating the goals and determination of the Ward Party Committee in the coming term.

Regarding the viewpoints, goals, tasks, and solutions for the 2025-2030 term, Provincial Party Secretary Nguyen Duc Trung suggested clarifying and editing the development viewpoints more concisely. In the general goal, Thanh Vinh ward must be identified as the province's center of trade and services. In the key targets, tasks, and solutions, it is necessary to review them appropriately, set the growth target at a higher level, and clarify specific solutions and tasks.

Orienting important issues for Thanh Vinh ward to implement in the coming time, the Provincial Party Secretary said that it is necessary to continue to perfect the organization of the Party, government, Fatherland Front Committee and socio-political organizations; in which, pay special attention to the work of cadres. The ward must continue to review to arrange cadres suitable to the requirements and tasks in the coming time, ensuring sufficient quantity and quality, but most importantly, the sense of responsibility, sense of service, daring to think, daring to do, daring to take responsibility, daring to sacrifice for the common interest.

Thanh Vinh Ward also needs to pay attention to reviewing, adjusting and supplementing planning to ensure consistency and inheritance of the previous city planning to suit new requirements, and pay attention to connectivity with other regions and areas.

Currently, the urban development space of the ward is difficult, so the ward needs to plan and reorganize the urban development space reasonably. At the same time, focus on mobilizing resources to develop and complete urban infrastructure, to meet new requirements and new development tasks.

Regarding development goals, Provincial Party Secretary Nguyen Duc Trung said that Thanh Vinh ward must develop into a service center of the province, including trade, finance, and banking, linked to the ward's central location and private economic development.

In addition, the ward needs to review, improve and rearrange the infrastructure, educational and medical network to meet the needs of serving the local people. Continue to promote the cultural and historical values, conditions and potentials available in the area to achieve development goals.

Provincial Party Secretary Nguyen Duc Trung also requested Thanh Vinh ward to pay attention to applying science, technology, innovation, implementing digital transformation, building a digital society, digital economy, digital government, promoting people's participation in these activities; in particular, paying attention to creating favorable access conditions for people with a view of openness, transparency, convenience, speed and efficiency.

In all the above contents, it must be determined that Thanh Vinh ward is an urban unit but must be connected in general with the units in the former Vinh city to promote the conditions and development potential.

Provincial Party Secretary Nguyen Duc Trung requested Thanh Vinh ward to urgently develop an Action Program to implement the Congress Resolution, including specific tasks, projects, and plans with key selection and priority arrangement for implementation.

The Thanh Vinh Ward Party Congress was selected as a model congress at the grassroots level, with the official session scheduled to take place on July 30, 2025./.
