Provincial Party Secretary Nguyen Duc Trung inspected the operation of the two-level local government model in Luong Minh commune.

Provincial Party Secretary Nguyen Duc Trung and the working delegation inspected the operating conditions of the Commune Public Administration Service Center; the public posting of administrative procedures; grasped specific difficulties and encouraged cadres, civil servants, union members and youth to make efforts to complete assigned tasks well.

Reporting to the working delegation, Party Secretary and Chairman of the People's Council of Luong Minh Commune, Nguyen Van Thang, said that Luong Minh is a mountainous commune, more than 210 km from the center of Nghe An province, with 975 poor and near-poor households, accounting for 83.8%. After the reorganization, the total number of commune officials and civil servants is 36 official positions and 9 part-time officials.

The Commune People's Committee has issued a decision to establish a Public Administration Service Center and assigned 1 Vice Chairman of the Commune People's Committee to be in charge and 5 officers and civil servants to participate in receiving and handling administrative procedures.

At the Public Administration Service Center, public administrative procedures have been made public, and a list of QR codes for administrative procedures in various fields has been posted so that people, organizations, and individuals coming to work can know and implement them.

From July 1-9, Luong Minh Commune Public Administration Service Center received and processed 43 work files in the field of Justice - Civil Status on time.

At the meeting, leaders of departments and branches discussed and answered questions about the operation of the two-level local government apparatus and the operation of the Public Administration Service Center; at the same time, they provided specific instructions for the commune to resolve problems arising in practice.

Assessing that the commune has basically completed the assigned tasks, Vice Chairman of the Provincial People's Committee Bui Dinh Long requested Luong Minh commune to focus on completing administrative procedures for the people; resolve existing problems in the field of administrative procedures that the commune has not done; update reports promptly...

Concluding the meeting, Provincial Party Secretary Nguyen Duc Trung acknowledged and highly appreciated the sense of responsibility and efforts of the Party Committee of Luong Minh commune, cadres and civil servants in implementing tasks according to the 2-level local government model, which initially achieved important results in the context of many difficulties in the commune.

Through the actual inspection, the Provincial Party Secretary assessed that although the number of administrative procedures arising was not much, the Public Administration Service Center of the commune initially operated basically to meet the requirements and promptly serve the people.

Continue to carry out tasks as required, especially digital transformation tasks to meet work requirements in the digital environment. For mountainous areas such as Luong Minh commune, it is necessary to establish a community digital technology team, mobilizing union members, youth, and students to support people in performing tasks related to information technology.

Provincial Party Secretary Nguyen Duc Trung requested Luong Minh commune to focus on preparing the best for the organization of the Commune Party Congress for the 2025-2030 term. Continue to pay attention to ideological work, regimes, policies, and working conditions for cadres and civil servants to feel secure in performing their tasks. During the implementation process, promptly report any problems or issues that arise for removal and resolution.

At the same time, with a difficult area, Luong Minh commune must take care of people's lives, ensure social security, ensure conditions to respond to possible situations such as natural disasters and floods to ensure people's safety; ensure security and order in the area.

Provincial Party Secretary Nguyen Duc Trung also requested provincial agencies to firmly grasp their functions and tasks according to their authority, decentralization, and delegation of power to promptly guide, support, and resolve difficulties for communes, ensuring work is carried out in the spirit of smoothness, efficiency, and without interruption.

On this occasion, Provincial Party Secretary Nguyen Duc Trung presented 500 million VND to support poor households in Luong Minh commune to develop livelihood models.
