Head of the Provincial Party Committee's Organizing Committee attended and directed the 1st Congress of Hai Chau Commune Party Committee, term 2025 - 2030

Attending and directing the congress was comrade Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee.

Also attending were representatives of provincial departments, branches and sectors, along with 181 delegates representing 1,983 party members in the entire Party Committee.

Many outstanding results

Hai Chau commune was established on the basis of merging 4 administrative units, including communes: Dien Hoang, Dien My, Dien Kim and Hung Hai (belonging to the old Dien Chau district).

After the merger, Hai Chau commune has a total natural area of ​​29.13 km2 and a population of 43,155 people. The commune Party Committee has 58 affiliated party organizations with 1,983 party members.

During the past term, promoting the spirit of solidarity, dynamism, creativity, the will to rise up and seize opportunities, the Party Committees of the localities before the merger took advantage of the support of superiors, the coordination of the Vietnam Fatherland Front, socio-political organizations, and the trust and consensus of the business community and people to lead and direct the implementation of many key programs, breakthroughs and achieved comprehensive results.

The average annual growth rate from 2020 to 2025 is 12.14%. Total revenue in 2025 is estimated at 3,192 billion VND. Per capita income in 2025 is estimated at 74 million VND/year. The economic structure continues to shift in a positive direction.

In the commune, 12 greenhouse models for high-tech agricultural production have been built; farmers are encouraged to develop integrated farm and family farm production models... Ensuring stable areas of protective forests and production forests; forest coverage reaches 4.62%.

The new rural construction movement continues to spread, contributing to changing the appearance of Hai Chau countryside with bright - green - clean - beautiful works, infrastructure and landscapes. During the term, the whole commune has invested in building 74 works with a total investment of 291.5 billion VND.

Investment attraction has made many improvements. During the term, the locality has attracted investment in 2 projects (Nam Thuan Garment Company, in the old Dien My commune; Phu Linh Garment Company, in the old Dien Hung commune), creating jobs for hundreds of local workers and neighboring communes. Multi-sector and multi-profession production and service business activities continue to develop...

The cultural and social fields continue to have many positive changes, playing an important role in the harmonious and sustainable development of the locality. Social security work is implemented synchronously and promptly. Vocational training and labor export are given attention and resolved. Security and national defense are strengthened, political security, order and social safety are ensured.

The work of building the Party, government and political system is increasingly strong, people trust in the leadership of the Party and the administration of the government.

Building a commune that meets advanced new rural standards

In the 2025 - 2030 term, the Hai Chau Commune Party Committee sets the goal of promoting the strength of the great national unity bloc and the aspiration to rise up; building a clean and strong Party; continuing to promote administrative reform, promoting digital transformation in a connected, synchronous, fast and effective manner; ensuring national defense and security; determined to strive to build a commune that meets advanced new rural standards.

Hai Chau Commune Party Committee has set 31 targets in various fields, including: Total income of the whole commune in 2030 is estimated at 5,751 billion VND. Average income per capita in 2025 is estimated at 74 million VND/year. Striving to reach 122 million VND/person/year by 2030.

The average growth rate for the entire term is estimated at 13-14%/year. The rate of population participating in health insurance is 95%. The rate of schools meeting national standards is 100%. 100% of military recruitment targets are completed. Strive to have a drug-free commune by 2030. The rate of party organizations and party members evaluated and classified as completing their tasks well or better is 90%...

To achieve the above goals, the Party Committee of the commune has identified a system of targets in various fields with 5 key tasks and 2 breakthroughs along with a system of specific solutions and tasks.

Speaking at the congress, Head of the Provincial Party Committee's Organizing Committee Le Duc Cuong acknowledged and highly appreciated the results that the locality had achieved before the merger.

He suggested that delegates need to discuss in depth, analyze carefully the causes and limitations, especially subjective causes, to find solutions to overcome and create momentum for the development of Hai Chau commune in the new period.

At the same time, the Head of the Provincial Party Committee's Organizing Committee also suggested and clarified 5 key tasks for the congress to study and discuss.

In particular, comrade Le Duc Cuong emphasized the solidarity and unity within the Party and the entire political system; the consensus of all classes of people in implementing common goals. He paid attention to many specific solutions to effectively implement the work of Party building and rectification, building a clean, strong, streamlined political system that operates effectively, efficiently and effectively.

The Head of the Provincial Party Committee's Organizing Committee especially requested the Party Committee, the government, and the socio-political organizations of the commune to thoroughly grasp the consistent, core, and continuous guiding spirit: that is, the new government must serve the people and businesses better; each cadre and party member must regularly practice, improve their capacity, courage, and practical experience, be close to the grassroots, be close to the people, understand the people, and wholeheartedly serve the people. This is an extremely important task, decisive for the goals and tasks of the Congress, decisive for the development of Hai Chau.

To do so, the Party Committee needs to improve the effectiveness and efficiency of state management, and strongly promote all resources to develop the commune. First of all, urgently review, adjust, supplement planning, restructure development space, adjust master planning, develop infrastructure; promote industrial production, modern and smart agriculture, and urbanization.

At the same time, focus resources on developing a number of potential and advantageous trade and service industries, becoming important economic sectors of the locality.

Besides, Hai Chau Commune Party Committee needs to take care of cultural and social fields, improve people's quality of life; strengthen national defense and security.

Comrade Le Duc Cuong suggested that immediately after the Congress, the Hai Chau Commune Party Committee should urgently concretize the Resolution with practical programs, plans and projects that are close to reality; select key and key tasks, prioritize resources and focus on drastic direction, creating clear changes right from the beginning of the term.

The Organizing Committee of the Congress announced the Decision of the Provincial Party Standing Committee appointing 28 comrades to participate in the Executive Committee of the Hai Chau Commune Party Committee, term I, 2025 - 2030, including 11 comrades as members of the Standing Committee of the Party Committee.

At the Congress, the Executive Committee of the Commune Party Committee was introduced and received its tasks. The Standing Committee of the Commune Party Committee includes 3 comrades: Cao Duc Phat - Party Committee Secretary, Chairman of the Commune People's Council; Ha Huy Dong - Standing Deputy Secretary of the Commune Party Committee; Nguyen Trong Huyen - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Hai Chau Commune.

The Congress voted to pass the resolution, demonstrating consensus on assessing the situation, drawing valuable experiences, and clearly defining the directions, goals, tasks, key solutions, and breakthroughs of the Hai Chau Commune Party Committee in the coming term.
