The mark of the term

Hai Chau commune was established by merging four administrative units: Dien Hoang, Dien My, Dien Kim, and Hung Hai communes (formerly part of Dien Chau district). After the merger, Hai Chau commune has a total natural area of ​​29.13 km2 and a population of 43,155 people. The commune's Party Committee has 58 subordinate Party organizations with 1,983 Party members.

During the past term, fostering a spirit of unity, dynamism, creativity, a will to strive forward, and seizing opportunities, the Party committees of the localities before the merger have taken advantage of support from higher levels, coordination with the Fatherland Front, political and social organizations, and the trust and consensus of the business community and the people to lead and direct the implementation of many key programs and breakthroughs, achieving comprehensive results.

In agricultural production, Hai Chau commune has implemented a comprehensive set of policies to support production, such as land consolidation and concentration; support for seeds, technology, loans, and product consumption; and the conversion of approximately 1 hectare of land planted with perennial crops to fruit trees and medicinal plants, yielding an economic value of 130 million VND/hectare. The commune has also directed the restructuring of crop patterns, with a potato farming model covering over 35 hectares; established 12 high-tech agricultural production greenhouse models; and encouraged farmers to develop integrated farm and household-based production models.

Ensuring the stability of protective and production forest areas; forest cover reached 4.62%. The total value of fisheries and aquaculture production during the term reached 95,000 tons, worth 899.5 billion VND. The new rural development movement continued to spread, contributing to changing the face of Hai Chau's countryside with bright, green, clean, and beautiful infrastructure and landscapes. During the term, the entire commune invested in the construction of a total of 74 projects with a total investment of 291.5 billion VND.

The total industrial and construction production value of the commune for the period 2020-2025 reached VND 4,616.5 billion, with an average growth rate of 17.08%. Investment attraction has seen significant progress; during the term, the locality attracted investment in two projects (Nam Thuan Garment Company, located in the former Dien My commune; and Phu Linh Garment Company, located in the former Dien Hung commune) with an estimated total investment of thousands of billions of VND, creating jobs for hundreds of local and neighboring commune workers. Multi-sectoral and multi-occupational production and service activities continue to develop... The production value of the commercial service sector for the period 2020-2025 reached VND 3,403 billion, with an average growth rate of 19.79%. Annual state budget revenue consistently met and exceeded the assigned targets.

The socio-cultural sector continues to experience many positive changes, playing a crucial role in the harmonious and sustainable development of the locality. Currently, 13 out of 14 schools in the commune meet national standards (including 4 schools meeting national standards at level 2). The "All People Unite to Build a Culturally Rich Life" movement has been widely implemented. Social welfare work has been implemented comprehensively and promptly. Vocational training and labor export have received attention and been addressed. Security and national defense have been strengthened, and political security, order, and social safety have been ensured. The building of the Party, government, and political system is becoming increasingly strong, and the people have confidence in the Party's leadership and the government's administration.

Stepping confidently into a new phase

The achievements are significant and serve as a foundation for the Party Committee, Government, and people of Hai Chau commune to continue to inherit and develop in the new phase. With the motto "Unity - Democracy - Discipline - Breakthrough - Development," for the 2025-2030 term, the Hai Chau commune Party Committee sets the goal of leveraging the strength of national unity and the aspiration for progress; building a clean and strong Party; continuing to promote administrative reform, accelerating interconnected, synchronized, rapid, and effective digital transformation; ensuring national defense and security; and resolutely striving to build the commune to meet the advanced new rural standards in the 2025-2030 term.

The Hai Chau Commune Party Committee has set 31 targets across various fields, including: Total income for the entire commune is estimated at 5,751 billion VND in 2030. Average per capita income in 2025 is estimated at 74 million VND/year. The goal is to reach an average income of 122 million VND/person/year by 2030. The average growth rate for the entire term is estimated at approximately 13-14%/year. The percentage of the population participating in health insurance will reach 95%. The percentage of schools meeting national standards will reach 100%. 100% of the military recruitment target will be achieved. The goal is to have a drug-free commune by 2030. The percentage of Party organizations and Party members rated as having completed their tasks well or better will reach 90%...

Along with that, the Party Committee of the commune identified 5 key tasks and 2 breakthroughs: Firstly, focusing on directing the adjustment of the general planning. Mobilizing and effectively utilizing resources; building a synchronous infrastructure system, focusing on transportation infrastructure, expanding existing rural roads; and infrastructure connecting with historical and cultural relics in the commune. Secondly, developing human resources, improving the quality of human resources in conjunction with the digital transformation process, especially digital human resources.

To successfully achieve the set goals and targets, the Party Committee of the commune focuses on solutions to lead and direct implementation, namely: Focusing on agricultural development, promoting rural economic development associated with building a modern and sustainable new rural area. This includes focusing on developing key products such as peanuts and sesame; developing aquaculture, livestock farming, and poultry farming; expanding the high-tech shrimp farming area of ​​Dien Kim (formerly). Establishing a key aquaculture production area in Hung Hai and Dien Kim (formerly) communes. Focusing on attracting investment in feed processing and seafood processing projects to increase people's income.

Promote the development of commercial and service infrastructure linked to tourism. Strengthen efforts to attract investment in tourism development, focusing on the Dong Ghenh resort area in Dien Kim commune (formerly), Hon Cau tourism, coastal tourism, and the development of high-quality, branded tourism products. Mobilize investment resources to upgrade and renovate the irrigation and transportation systems in the fields, rural roads, schools, health stations, and markets in the area; build, renovate, and upgrade key roads connecting the region and inter-regions, and connecting to the administrative center of the commune, with a total estimated investment of approximately 1,205.5 billion VND.

In addition, continue to mobilize resources to invest in grassroots cultural institutions, especially planning and investing in the construction of village cultural centers, sports fields, and recreational areas to serve the needs of the people. Continue to survey and invest in the construction, upgrading, and renovation of schools, classrooms, and auxiliary facilities to ensure the scale and area meet criterion number 3 in the national standard school criteria.
