Hai Chau commune was established on the basis of merging 4 administrative units, including Dien Hoang, Dien My, Dien Kim and Hung Hai communes (belonging to the old Dien Chau district). After the merger, Hai Chau commune has a total natural area of ​​29.13 km2, population of 43,155 people. The commune Party Committee has 58 affiliated party organizations, with 1,983 party members.

During the past term, promoting the spirit of solidarity, dynamism, creativity, the will to rise up and seize opportunities, the Party Committees of the localities before the merger took advantage of the support of superiors, the coordination of the Vietnam Fatherland Front, socio-political organizations, and the trust and consensus of the business community and people to lead and direct the implementation of many key programs, breakthroughs and achieved comprehensive results.

In agricultural production, Hai Chau commune has implemented synchronous production support policies such as land accumulation and concentration; support for seeds, techniques, loans and product consumption; converting about 1 hectare of perennial crop land to fruit trees and medicinal plants with an economic value of 130 million VND/ha. The commune also directed the conversion of crop structure with a potato model with an area of ​​over 35 hectares; built 12 greenhouse models for agricultural production applying high technology; encouraged farmers to develop integrated farm and family farm production models...

Ensuring stable areas of protective forests and production forests; forest coverage reached 4.62%. The total value of fishery and aquaculture production during the term reached 95,000 tons, equivalent to 899.5 billion VND. The new rural construction movement continued to spread, contributing to changing the appearance of Hai Chau countryside with bright - green - clean - beautiful works, infrastructure and landscapes. During the term, the whole commune invested in building a total of 74 works with a total investment of 291.5 billion VND.

The industrial and construction production value of the whole commune in the period of 2020 - 2025 reached 4,616.5 billion VND, the average production value growth rate reached 17.08%. Investment attraction has many improvements, during the term, the locality has attracted investment in 2 projects (Nam Thuan Garment Company, in the old Dien My commune); Phu Linh Garment Company, in the old Dien Hung commune) with a total estimated investment of thousands of billion VND, creating jobs for hundreds of local workers and neighboring communes. Multi-sector and multi-profession production and service business activities continue to develop... The production value of the commercial service industry in the period of 2020 - 2025 reached 3,403 billion VND, the average production value growth rate was 19.79%. The annual state budget revenue always reached and exceeded the assigned estimate.

The cultural and social fields continue to have many positive changes, playing an important role in the harmonious and sustainable development of the locality. The whole commune currently has 13/14 schools meeting national standards (of which, 4 schools meet national standards level 2). The movement "All people unite to build a cultural life" has been widely deployed. Social security work has been deployed synchronously and promptly. Vocational training and labor export have been given attention and resolved. Security and national defense have been strengthened, political security, order and social safety have been ensured. The work of building the Party, government and political system has become increasingly strong, people trust the leadership of the Party and the administration.

With the motto of action "Solidarity - Democracy - Discipline - Breakthrough - Development", in the 2025-2030 term, the Hai Chau commune Party Committee sets the goal of promoting the strength of the great national unity bloc and the aspiration to rise up; building a clean and strong Party; continuing to promote administrative reform, promoting digital transformation in a fast, synchronous and effective manner; ensuring national defense and security; determined to strive to build a commune that meets advanced new rural standards in the 2025-2030 term.

Hai Chau Commune Party Committee has set 31 targets in various fields, including: Total income of the whole commune in 2030 is estimated at 5,751 billion VND. Average income per capita in 2025 is estimated at: 74 million VND/year. Striving for an average income of 122 million VND/person/year by 2030. The average growth rate for the entire term is estimated at about 13-14%/year. The rate of population participating in health insurance is 95%. The rate of schools meeting national standards is 100%. Completing 100% of military recruitment targets. Striving for a drug-free commune by 2030. The rate of party organizations and party members being evaluated and classified as having completed their tasks well or better is 90%...

Along with that, the Commune Party Committee identified 5 key tasks and 2 breakthroughs: First, focus on directing the adjustment of the general planning. Mobilize and effectively use resources; build a synchronous infrastructure system, focusing on traffic infrastructure, expand existing rural roads; infrastructure linked to historical and cultural relics in the commune. Second, develop human resources, improve the quality of human resources associated with the digital transformation process, especially digital human resources.

To successfully achieve the set goals and targets, the Party Committee of the commune focuses on solutions to lead and direct the implementation, which are: Focus on agricultural development, promote rural economic development associated with building a modern and sustainable new countryside. In particular, focus on developing key products such as peanuts and sesame; develop aquaculture, raise large livestock and poultry; expand the high-tech shrimp farming area of ​​Dien Kim (old). Form a key area for aquatic product production in Hung Hai and Dien Kim communes (old). Focus on attracting investment in feed processing and aquatic product processing projects, increasing income for people.

Promote the development of trade and service infrastructure associated with tourism. Increase investment attraction for tourism development, focusing on Dong Ghenh Resort, Dien Kim Commune (old), Hon Cau tourism, coastal tourism, building quality and branded tourism products. Mobilize investment resources to upgrade and renovate the internal irrigation system, rural traffic, schools, medical stations, and markets in the area; build, renovate, and upgrade key roads and routes connecting regions, inter-regions, and connecting to the commune's administrative center, with a total estimated construction investment of about 1,205.5 billion VND.

In addition, continue to mobilize resources to invest in grassroots cultural institutions, especially planning and investing in the construction of village and hamlet cultural houses, sports grounds, playgrounds, and entertainment areas to serve the needs of the people. Continue to survey, invest in the construction, upgrading, and renovation of schools, classrooms, and auxiliary works to ensure scale, area, and ensure that criterion number 3 in the set of criteria for national standard schools is met.
