Guidelines for preparing personnel for the new term of the Fatherland Front at the provincial and commune levels.

According to the latest guidelines from the Central Committee of the Vietnam Fatherland Front (VFF), the structure and number of delegates attending the VFF Congress at the provincial and commune levels will be appropriate to the new administrative units after the reorganization.

The Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF) has issued guidelines on organizing the VFF Congresses at the provincial and commune levels for the 2025-2030 term, leading up to the VFF National Congress for the 2026-2031 term.

Accordingly, the Congress of the Vietnam Fatherland Front at all levels will carry out four tasks: evaluating the results of implementing the Resolution of the 2024-2029 term up to the present time, and developing directions and tasks for the 2025-2030 term; discussing and contributing to the drafting of documents for the Congress of the Vietnam Fatherland Front at the next higher level, discussing and providing feedback on the Charter of the Vietnam Fatherland Front (amended and supplemented); electing committees and positions in the Standing Committee of the Vietnam Fatherland Front for the new term; and electing delegates to attend the Congress of the Vietnam Fatherland Front at the next higher level.

The Congresses of the Vietnam Fatherland Front at all levels are events of significant political and social importance, held immediately after the revolution to reorganize and streamline the political system and the two-tiered local government apparatus. This also marks a special milestone, as it consolidates and reorganizes political and social organizations and mass associations assigned by the Party and State to be directly under the Vietnam Fatherland Front. Through these Congresses, the content and methods of the Vietnam Fatherland Front's activities will be further strongly reformed, focusing on the grassroots and residential areas, closely connected with and proactively serving the people.

The composition of the official delegates to the Congress includes:: Current members of the Vietnam Fatherland Front Committee (of the level of the Congress organization); delegates allocated to the Vietnam Fatherland Front at the directly subordinate level and member organizations at the same level (if any); appointed delegates who are outstanding individuals and personnel nominated for consultation and election to participate in the Vietnam Fatherland Front Committee for the 2025-2030 term.

Delegates attending provincial and commune-level congresses will have a structure and number appropriate to the new administrative units after reorganization; the specific number will be considered and decided by the Standing Committee of the Party Committee at the same level.

With the Congress of Delegates of the Vietnam Fatherland Front at the commune levelLocalities that are not merged will have no more than 120 delegates (equal to the 2024-2029 term); localities merging 2-5 commune-level units will have no more than 200 delegates; localities merging more than 6 commune-level units will have no more than 250 delegates.

Regarding the Provincial Congress of the Vietnam Fatherland Front:Localities not subject to merger will have no more than 300 delegates (equal to the 2024-2029 term); localities subject to merger will have a maximum of 350 delegates.

Based on the specific circumstances of each locality, the number of delegates may be increased, but not exceeding 15% of the number stipulated above.

In exceptional cases, for localities where, after mergers, the number of administrative units and the number of incumbent committee members are excessively large, the Standing Committee of the Vietnam Fatherland Front Committee at the level organizing the Congress shall report to the Party Committee at the same level for consideration and decision.

Regarding the timing of the eventThe Vietnam Fatherland Front Congress at the commune level should not exceed 1.5 days and must be completed before October 31st. The Vietnam Fatherland Front Congress at the provincial level should not exceed 2 days and must be completed before December 31st.

Regarding personnel mattersThe Vietnam Fatherland Front Committee at the provincial level has a maximum of 120 members. For provinces and cities with 156 or more commune-level administrative units, this number may be increased by no more than 30%.

In exceptional cases, the number of committee members shall not exceed the number of existing commune-level administrative units in the locality; the specific number shall be considered and decided by the Standing Committee of the Party Committee at the same level. The Standing Committee of the Vietnam Fatherland Front Committee at the provincial level shall have 7-9 members.

The Vietnam Fatherland Front Committee at the commune level has 50-70 members; the Standing Committee has 5-6 members.
