Instructions for preparing personnel work for the new term of the Provincial and Commune-level Fatherland Front

According to the latest guidance of the Central Committee of the Vietnam Fatherland Front (VFF), the number and structure of delegates attending the Congress of VFF delegates at provincial and communal levels must be appropriate to the new administrative units after the arrangement.

The Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF) has just issued guidelines on organizing the Congresses of the Vietnam Fatherland Front at the provincial and commune levels for the 2025-2030 term, towards the National Congress of the Vietnam Fatherland Front for the 2026-2031 term.

Accordingly, the Congresses of the Vietnam Fatherland Front at all levels carry out 4 contents including: Evaluating the results of the implementation of the Resolution of the 2024-2029 term up to now, building directions and tasks for the 2025-2030 term; discussing and contributing to the drafting of documents of the Congress of the Vietnam Fatherland Front at the direct superior level, discussing and giving comments on the Charter of the Vietnam Fatherland Front (amended and supplemented); consulting on the election of committees and positions in the Standing Committee of the Vietnam Fatherland Front Committee for the new term; consulting on the election of delegations to attend the Congress of the Vietnam Fatherland Front at the direct superior level.

The Congress of the Vietnam Fatherland Front at all levels is an event of important political and social significance, held immediately after the revolution of rearranging, streamlining, and organizing the apparatus of the political system and the organization of local governments at two levels. This is also a special milestone, when the socio-political organizations and mass organizations assigned by the Party and the State have been merged and arranged under the Vietnam Fatherland Front. Through the organization of the Congress, we continue to strongly innovate the content and methods of operation of the Vietnam Fatherland Front, focusing on the grassroots and residential areas, closely connecting and proactively serving the people.

The official representative structure of the Congress includes:: Current members of the Vietnam Fatherland Front Committee (of the level organizing the Congress); delegates allocated to the Vietnam Fatherland Front at the directly lower level and member organizations at the same level (if any); appointed delegates are typical individuals and personnel introduced for consultation and election to participate in the Vietnam Fatherland Front Committee for the 2025-2030 term.

Delegates attending the provincial and communal congresses have a structure and number suitable to the new administrative unit after the arrangement. The specific number will be considered and decided by the Standing Committee of the Party Committee at the same level.

With the Congress of Vietnam Fatherland Front delegates at the commune level: Localities that do not merge have no more than 120 delegates (equal to the 2024-2029 term); localities that merge 2-5 commune-level units have no more than 200 delegates; localities that merge more than 6 commune-level units have no more than 250 delegates.

With the Provincial Congress of Vietnam Fatherland Front:Non-merged localities must have no more than 300 delegates (equal to the 2024-2029 term); merged localities must have a maximum of 350 delegates.

Depending on the specific situation of each locality, the number of delegates can be increased but not exceeding 15% of the number specified above.

In special cases, for localities after the merger where the number of administrative units and the number of incumbent committee members are too large, the Standing Committee of the Vietnam Fatherland Front Committee at the organization level shall report to the Party Committee at the same level for consideration and decision.

About the time of the event: The congress of the Vietnam Fatherland Front at the commune level shall not exceed 1.5 days and shall be completed before October 31. The congress of the Vietnam Fatherland Front at the provincial level shall not exceed 2 days and shall be completed before December 31.

About human resources: The provincial-level Vietnam Fatherland Front Committee has a maximum of 120 members. For provinces and cities with 156 or more commune-level administrative units, the number can be increased by no more than 30%.

In special cases, the number of committee members shall not exceed the number of existing commune-level administrative units of the locality. The specific number shall be considered and decided by the Standing Committee of the Party Committee at the same level. The Standing Committee of the Vietnam Fatherland Front Committee at the provincial level has 7-9 members.

The Vietnam Fatherland Front Committee at the commune level has 50-70 members; the Standing Committee has 5-6 people.
