Reply:Circular No. 13/TT.TU dated April 26, 2025 of the Standing Committee of Nghe An Provincial Party Committee stipulates:

+ Personnel work must ensure the direct and comprehensive leadership of the Party and Party committees at all levels and promote the role and responsibility of collective leadership and leaders according to regulations. Ensure the succession, innovation and continuous development of the staff; promote and attach importance to quality, have reasonable quantity and structure, and strengthen in important and crucial positions, areas and fields.

+ The new Party Committee must be exemplary in political mettle, intelligence, qualities, ethics, lifestyle, capacity, and prestige; truly be a center of solidarity, purity, strength, and unity of will and action; have firm political mettle, vision, innovative thinking, and be closely attached to the people; have leadership and governing capacity, and high fighting strength, meeting the requirements of tasks in the new development stage to successfully implement the resolutions of Party Congresses at all levels and the Resolution of the 14th National Party Congress.

+The work of preparing personnel, election or appointment must be carried out strictly, in accordance with the principles and regulations of the Party and the laws of the State; ensuring synchronization, comprehensiveness, connectivity, closeness, democracy, science, objectivity, impartiality, transparency, and accountability; ensuring high solidarity and unity; being careful step by step, "doing it well"; closely linked with the work of planning and preparing personnel for leadership of Party and State agencies, the Fatherland Front (including socio-political organizations) for the next term, meeting practical requirements.

+ Focus on discovering, selecting, and introducing outstanding cadres in terms of political qualities, moral qualities, practical experience, achievements, results, and work products, and pay attention to young cadres, female cadres, cadres of ethnic minorities, cadres with scientific and technological qualifications. Cadre evaluation must be comprehensive, objective, substantive, in accordance with regulations and within authority; taking the political qualities, ethics, lifestyle, work efficiency, and prestige of cadres as the basic measure and criteria for evaluation. It is necessary to inherit, strongly and synchronously innovate personnel appraisal work on the basis of expanding and maximizing the responsibility of functional agencies; Actively review, examine, and closely and thoroughly assess the standards, conditions, declarations of assets, income, information, and responsibilities of personnel related to the conclusions of inspections, audits, or cases and incidents of competent authorities that have reviewed, concluded, and resolved complaints and denunciations, etc. Do not use fake information, information not from competent authorities, unofficial information on the Internet, social networks, unverified information and bad public opinion related to personnel and personnel preparation work.

+There must be effective screening mechanisms and criteria to avoid "missing" truly virtuous and talented people; at the same time, resolutely not let "slip" into the new Party Committee those who: are not politically steadfast, wavering, not steadfast in the Party's guidelines and viewpoints; have reduced moral qualities, capacity, and prestige; have poor sense of organization and discipline, lack solidarity; avoid, shirk, fear responsibility, do not dare to do; show signs of political opportunism, ambition for power, term-based thinking, flattery, lobbying, corruption, waste, negativity, bureaucracy, localism, "group interests", show signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"...; violate Party discipline, State laws; violate political standards, things Party members are not allowed to do and regulations on controlling power in personnel work; Untruthful declaration of assets and income, showing signs of getting rich quickly, having many assets without clearly explaining the origin; violating the responsibility to set an example, allowing oneself or one's spouse or children to have an exemplary lifestyle, taking advantage of positions and power for illegal profits; causing serious internal disunity or corruption, major losses, negative incidents causing bad influence in the locality, agency, or unit during the time in charge. Personnel who are not elected to the lower-level Party Committee will not be recommended for election to the higher-level Party Committee.
