Reply:Circular 13/TT.TU dated April 26, 2025 of the Standing Committee of Nghe An Provincial Party Committee stipulates:
+ Personnel work must ensure the direct and comprehensive leadership of the Party and Party committees at all levels and promote the role and responsibility of collective leadership and leaders according to regulations. Ensure the succession, innovation and continuous development of the staff; promote and attach importance to quality, have reasonable quantity and structure, and strengthen in important and key positions, areas and fields.
+ The new Party Committee must be exemplary in political mettle, intelligence, qualities, ethics, lifestyle, capacity, and prestige; truly be a center of solidarity, purity, strength, and unity of will and action; have firm political mettle, vision, innovative thinking, and be closely attached to the People; have leadership and governing capacity, and high fighting strength, meeting the requirements of tasks in the new development stage to successfully implement the resolutions of Party Congresses at all levels and the Resolution of the 14th National Party Congress.
+Personnel preparation, election or appointment must be carried out strictly and in accordance with the principles and regulations of the Party and the laws of the State; ensuring synchronization, comprehensiveness, connectivity, strictness, democracy, science, objectivity, impartiality, transparency and accountability; ensuring high solidarity and unity; being careful step by step, "doing it right"; closely linked with the work of planning and preparing personnel for leadership of Party, State and Fatherland Front agencies (including socio-political organizations) for the next term, meeting practical requirements.
+ Focus on discovering, selecting, and introducing outstanding cadres in terms of political qualities, moral qualities, practical experience, achievements, results, and work products; and pay attention to young cadres, female cadres, cadres of ethnic minorities, cadres with scientific and technological qualifications. Cadre evaluation must be comprehensive, objective, substantive, in accordance with regulations and within authority; take the political qualities, ethics, lifestyle, work efficiency, and prestige of cadres as the basic measure and criteria for evaluation.
