Notice 13 of the Standing Committee of Nghe An Provincial Party Committee on Party congresses at all levels
Pursuant to Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party (abbreviated as Directive No. 45-CT/TW), on April 26, 2025, the Standing Committee of Nghe An Provincial Party Committee issued Notice No. 13. So what are the main contents of Notice 13 and which documents does it replace?

The Circular was issued to implement Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo on Party congresses at all levels, towards the 14th National Congress of the Party.
Circular No. 13-TT/TUspecifying 5 major requirements and 7 key contents including: content and time of organizing congresses at all levels; preparing congress documents and organizing discussions; personnel preparation and election of Party committees; structure, number of delegates and election of delegates to attend congresses at higher levels; assignment, arrangement, placement and implementation of regimes and policies for cadres after the congress; reporting the results of congress preparation to the standing committee of the direct superior Party committee; a number of tasks to be carried out immediately after the congress.

Attached to the Notice, the Provincial Party Standing Committee issued 3 appendices: standards for Party Committee members at all levels for the 2025 - 2030 term; age of Party Committee members at all levels for the 2025 - 2030 term; number of Party Committee members, Standing Committee members, and Deputy Secretaries of Party Committees at all levels for the 2025 - 2030 term.
In which, Circular No. 13-TT/TU clearly states: regarding the time of the congress, for party member congresses or grassroots congresses, it must not exceed 2 days, to be completed before June 30, 2025.
The congress of delegates of the Party Committee at the level directly above the grassroots level and the Party Committee of the commune and ward shall not exceed 2 days; to be completed before August 31, 2025. The congress of delegates of the Provincial Party Committee shall not exceed 4 days, to be completed before October 31, 2025.
Regarding the time for organizing model congresses, for the direct superior level at the grassroots level, it will be in the beginning of the third quarter of 2025; for party committees (cells) not involved in the merger or arrangement, they will proactively organize the congress earlier than the above time. The preparatory meeting time is included in the congress time, for the direct superior level at the grassroots level and above, it will not exceed 1/2 day.
Regarding the number of delegates to Party Congresses at all levels: Provincial Party Congresses shall not exceed 500 delegates. Congresses of Party Committees at levels directly above the grassroots level and equivalent shall not exceed 300 delegates. For Party Committees of communes and wards directly under the provincial level after merger or consolidation (including Party Committees of communes and wards not merged or consolidated), the number of delegates to the congress shall not exceed 250.
For grassroots party committees: Delegated or piloted delegating authority to a higher level at the grassroots level, with no more than 250 delegates. Party committees with 200 or more party members shall hold a congress of delegates, the number of delegates shall be decided directly by the higher-level party committee. Party committees with less than 200 party members shall hold a congress of party members. In the case of a grassroots party committee with less than 200 party members, if there are difficulties in organizing a congress of party members and the higher-level party committee agrees, a congress of delegates shall be held; the number of delegates shall be decided directly by the higher-level party committee.
Basically, maintain the stability of the number and structure of delegates in the local bloc and ensure that there are 1 to 2 delegates in each important sector and field (not counting ex-officio delegates) to improve the quality of discussion at the congress.
The election of delegates to attend the Party Congress at higher levels must be based on the Party Charter, the Party Election Regulations and the instructions of the immediate higher Party Committee on the number and structure of delegates to the Party Congress at all levels. The Party Congress at all levels shall elect a number of alternate delegates to replace absent official delegates; the number of alternate delegates shall be decided by the Congress.
