GENERAL CONTEXT

- At the end of the first decade of the 21st century, the world situation is complicated and unpredictable.

Although peace, cooperation and development are still the major trends, local wars, armed conflicts, terrorism, political-social instability, sovereignty and territorial disputes, especially in the East Sea, are still complicated.

Natural disasters, epidemics, energy crises, environmental pollution, and climate change are becoming serious problems on a global scale.

The financial crisis from the US spread, becoming a global financial crisis and economic recession.

- After 25 years of renovation, 20 years of implementing the Platform for national construction in the transitional period to socialism, and 10 years of implementing the Socio-Economic Development Strategy 2001-2010, the country has emerged from underdevelopment, national strength in all aspects has been enhanced, independence, autonomy and the socialist regime have been maintained, and Vietnam's position and prestige in the international arena have been enhanced.

Vietnam became a member of the World Trade Organization (WTO) in 2006.

However, hostile forces continue to sabotage, incite riots, and promote "peaceful evolution" activities.

COMPREHENSIVELY PROMOTING THE COUNTRY'S RENEWAL

The Congress assessed and drew lessons from the implementation of the Resolution of the 10th Party Congress, the implementation of the 5-year socio-economic development tasks (2006-2010), the 10-year socio-economic development strategy (2001-2010) and 20 years of implementing the Platform for national construction during the transition period to socialism. On that basis, the Congress decided to supplement and develop the 1991 Platform; determine the 10-year socio-economic development strategy (2011-2020); set out the directions, goals and tasks for the 5-year period (2011-2015); approved the Party Charter (supplemented and amended) and many other important documents.

Regarding the implementation of the goals and tasks of the 10th Congress, the Congress assessed that the entire Party and people have strived to achieve important achievements. Responding effectively to the complicated developments of the world and domestic economy. Basically maintaining macroeconomic stability. Maintaining a fairly high economic growth rate, all sectors have developed, the scale of the economy has increased; people's lives have continued to improve; politics and society have been stable; national defense and security have been strengthened; independence, sovereignty, unity and territorial integrity have been maintained; foreign affairs and international integration have been expanded, our country's international position and prestige have been enhanced; democracy has been promoted with progress, the great national unity bloc has continued to be consolidated; the work of building the Party and the political system has achieved some positive results.

The five-year general goals (2011-2015) identified by the Congress are: Continuing to enhance the Party's leadership capacity and fighting strength; comprehensively promoting the renovation process; building a clean and strong political system; promoting democracy and the strength of great national unity; developing the economy rapidly and sustainably; improving the people's material and spiritual life; maintaining political and social stability; strengthening foreign affairs activities; firmly protecting independence, sovereignty, unity and territorial integrity; creating a foundation for our country to basically become a modern industrialized country by 2020.

The Platform for National Construction in the Transitional Period to Socialism (supplemented and developed in 2011) approved by the Congress affirmed: Advancing to socialism is the aspiration of our people, the correct choice of the Communist Party of Vietnam and President Ho Chi Minh, in line with the development trend of history.

The socialist society that our people are building is a society: Rich people, strong country, democratic, fair, civilized; owned by the people; with a highly developed economy based on modern productive forces and appropriate progressive production relations; with an advanced culture, imbued with national identity; people have a prosperous, free, happy life, with conditions for comprehensive development; ethnic groups in the Vietnamese community are equal, united, respect and help each other to develop together; there is a socialist rule of law state of the people, by the people, for the people led by the Communist Party; and has friendly and cooperative relations with countries around the world.

The Congress elected the 11th Party Central Committee, consisting of 175 official members and 25 alternate members. At the first meeting, the 11th Party Central Committee elected a Politburo of 14 members and a Secretariat of four members. Comrade Nguyen Phu Trong was elected General Secretary of the Party.

At the 7th Central Conference, 11th term, held from May 2 to 11, 2013, two comrades were elected to the Politburo; one comrade was elected to the Secretariat.

DOMESTIC EVENTS

- September 2010: The United Nations recognized Vietnam as a leader in implementing the Millennium Development Goals (MDGs), of which the two most successfully implemented goals were poverty reduction and universal education.

- December 31, 2010: Vietnam successfully concludes ASEAN Chairmanship Year

- December 17, 2010: Unit 1 of Son La Hydropower Plant connected to the national grid. This is one of the key national projects.

- 2010: 4 Vietnamese heritages recognized by UNESCO:

+ 82 Doctoral steles at the Temple of Literature (World Documentary Heritage, March 2010);

+ Thang Long Imperial Citadel relic site (World Cultural Heritage, August 2010);

+ Dong Van Stone Plateau (Global Geopark, October 2010)

+ Giong Festival in Phu Dong and Soc Son (Intangible Cultural Heritage of Humanity, November 2010).

- 1/2011: Inauguration of Can Tho International Airport (January 1, 2011) and Dung Quat Oil Refinery (January 6, 2011).

- May 22, 2011: For the first time, Vietnam held elections for National Assembly deputies and People's Council deputies at all levels on the same day.

- May 26, 2011: Chinese coast guard ship cut the exploration cable of Binh Minh 02 ship when it was 120 nautical miles from Dai Lanh cape (Phu Yen), located entirely within Vietnam's sovereign waters.

On November 30, 2012, Binh Minh 02 ship had its cable cut by a Chinese ship while it was moving in the area outside the Gulf of Tonkin preparing for a survey.

- November 20, 2011: Thu Thiem tunnel and the entire East-West Highway opened to traffic.

This is the first river tunnel in the country and the most modern in Southeast Asia at this time.

- UNESCO recognized the Ho Dynasty Citadel (Vinh Loc district, Thanh Hoa province) as a World Cultural Heritage (June 27, 2011); Xoan singing (Phu Tho) as a World Intangible Cultural Heritage in need of urgent protection (November 24, 2016).

INTERNATIONAL EVENTS

- January 12, 2010: The strongest earthquake in 200 years in Haiti killed about 230,000 people.

- From July to November 2010 2010: WikiLeaks revealed a series of data about the US war in Afghanistan and Iraq as well as internal US diplomatic cables, shocking world public opinion.

- August 19, 2010: The US withdrew all combat forces from Iraq after more than 7 years of launching a war to overthrow the Saddam Hussein regime.

More than a year later, on December 14, 2011, the US officially declared the end of the war in Iraq.

- October 13, 2010: After 70 days trapped 700m underground at the San Jose mine, 33 Chilean miners were successfully rescued.

- 2010: The public debt crisis broke out in Greece and spread throughout Europe.

- March 11, 2011: The double earthquake-tsunami disaster in Japan left nearly 30,000 people dead and missing, causing a radioactive leak at the Fukushima Nuclear Power Plant.

- April 2011: Cuba adopted the policy of "updating the economic model", mobilizing the potential of non-state economic sectors to participate in socio-economic development (at the 6th Congress of the Communist Party of Cuba).

- May 1, 2011: Terrorist leader Osama Bin Laden, leader of the Al-Qaeda network, was killed by US special forces in Pakistan.

- October 31, 2011: The world reaches 7 billion people.

- November 2011: ASEAN and China reached an agreement to continue fully implementing the Declaration on the Conduct of Parties in the East Sea (DOC) and towards building a Code of Conduct in the East Sea (COC), to resolve disputes in the East Sea by peaceful means, in accordance with international law (within the framework of the 19th ASEAN Summit).

- December 17, 2011: North Korean leader Kim Jong-il passed away.
