General Secretary To Lam: Personnel work will affect the success or failure of the next term.

This morning, the 12th Conference of the 13th Central Committee of the Communist Party of Vietnam officially opened. General Secretary To Lam presided over and delivered the opening speech.

General Secretary To Lam stated that this conference is taking place in the context of the entire Party, the entire people, and the entire army shifting from a state of "running and queuing at the same time" to "straight lines, clear paths, and united efforts to move forward" towards the future.

At the conference, the Central Committee focused its discussions and provided feedback on three major groups of issues.

Regarding the content of the preparations for the 14th Party Congress,The General Secretary stated that the subcommittees drafting the documents for the 14th Party Congress had selectively and seriously incorporated the opinions and suggestions of Central Committee members at the 11th Central Committee meeting as well as on the draft documents; the contributions of Party members and the general public; and the opinions of some Party congresses at the commune and ward levels held recently.

The subcommittees for the documents urgently adjusted, supplemented, and finalized the documents for submission to the Central Committee for comments. After numerous revisions and improvements, the content of the documents basically met the requirements set forth, such as revolutionary character, scientific rigor, strategic importance, practicality, consistency, feasibility, and orientation.

The General Secretary emphasized that the content of this draft document is not only the culmination of the wisdom of the entire Party and the entire people, but also a "lighting torch" for the country's development in the new period. Therefore, every word and every content in the draft documents must be truly concise, succinct, strategic yet specific, micro and macro, accurately reflecting reality, correctly predicting trends, and guiding the future.

With this group of contents providing the political foundation for continued reform and innovation in the future,The Central Committee has directed agencies under the National Assembly, the Government, the Vietnam Fatherland Front, and political and social organizations to focus on removing institutional difficulties and obstacles, creating a legal framework for national development.

At this 12th conference, the Central Committee will also consider and provide feedback on a number of contents that need to be amended and supplemented in the Central Committee's resolutions in the fields of land; building a socialist rule of law state; education and training; and will give direction for adjusting the National Master Plan for the period 2021-2030 and vision to 2050.

Regarding the content group on personnel work, Party building, and implementation of the Party charter,The Central Committee will consider supplementing the planning for the 14th Central Committee, the Secretariat, and the Politburo; the direction of personnel work for the 14th Central Committee; and personnel matters within its authority. The General Secretary stated that this group of contents has been meticulously and systematically prepared by the Central Organization Department, in compliance with the Party Charter and current Party regulations and laws.

Given the crucial nature of the content presented at the conference, the General Secretary suggested that the Central Committee should objectively and comprehensively assess, from the perspective of those involved in policy planning and policy implementation, the achievements and limitations of the 13th Party Congress term. From this, they should clearly identify the causes and draw profound lessons, especially regarding leadership, guidance, and organization in implementing the Party's resolutions.

Do not allow any local interests or personal biases to influence the quality of decision-making.

The Central Committee needs to contribute comprehensive, specific, and scientific opinions on the content of summarizing theoretical and practical issues concerning the socialist-oriented reform process over the past 40 years, especially the lessons learned, to serve as a basis for the next reform process in the new phase.

It is necessary to define the overall goals and strategic breakthroughs for the next term: Rapid and sustainable development based on science and technology, innovation, and digital transformation...

The General Secretary emphasized the importance of clearly defining the direction of personnel work for the 14th Central Committee. This is a particularly crucial issue, directly affecting the success or failure of the entire upcoming term.

Personnel must meet the required standards and conditions, possess strong political acumen, innovative thinking, impeccable ethics, and act decisively for the collective good and the people, placing national and ethnic interests above all else. The General Secretary recalled President Ho Chi Minh's teaching, "Cadres are the foundation of all work."

The Central Committee contributed ideas to further improve the national legal system according to the new development model. With the transformation of the administrative, economic, and social space, the legal system must also be perfected accordingly, ensuring both uniformity and consistency, while paving the way for innovation, protecting what is right, removing barriers, and resolving institutional bottlenecks.

The Central Committee continues to contribute opinions on the management and operation of the two-tiered government apparatus currently in place. It is necessary to reflect the realities of each locality and grassroots level, identifying any difficulties they face and what support they need from the Central Committee beyond the efforts of the locality, its officials, civil servants, and workers.

The General Secretary emphasized that each Central Committee member needs to demonstrate a high level of responsibility, focus their intellect, and engage in democratic, frank, objective, and constructive discussions. National and ethnic interests must be placed above all else. No narrow interests, personal feelings, or favoritism should be allowed to affect the quality of decision-making.

Each contribution is not only significant to the content of the document, but also plays a role in shaping the strategic direction of our Party from now until 2030 and the vision until 2045 and 2050.
