General Secretary To Lam: Personnel work affects the success or failure of the next term

This morning, the 12th Conference of the 13th Party Central Committee solemnly opened. General Secretary To Lam chaired and delivered the opening speech.

General Secretary To Lam said that this conference took place in the context of the entire Party, people and army changing from "running and lining up" to "straight lines, clear paths, unanimously moving forward" towards the future.

At the conference, the Central Committee focused on discussing and giving opinions on three major groups of content.

With the group of contents of the work to prepare for the 14th Party Congress,The General Secretary said that the 14th Congress Document Subcommittees have selectively and seriously absorbed the opinions and contributions of Central Committee members at the 11th Central Conference as well as on the draft documents; and the opinions and contributions of Party members and the masses, and of a number of Party Congresses at the commune and ward levels held recently.

The Document Subcommittees urgently adjusted, supplemented, and completed the documents to submit to the Central Committee for comments. Through many additions and completions, the content of the documents basically met the requirements set forth such as revolutionary, scientific, strategic, practical, synchronous, feasible, and directional.

The General Secretary stated that the content of this draft document is not only the crystallization of the wisdom of the entire Party and people, but also a "torch to light the way" for the country's development in the new period. Therefore, each word and each content in the draft document must be truly concise, succinct, strategic yet specific, micro and macro, accurately reflecting reality, accurately forecasting trends and orienting the future.

With the content group creating a political basis for continued reform and innovation in the coming time,The Central Committee has directed agencies under the National Assembly, Government, Fatherland Front, and socio-political organizations to focus on removing institutional difficulties and obstacles, creating a legal corridor for national development.

At this 12th conference, the Central Committee will also review and give opinions on a number of contents that need to be revised and supplemented in Central resolutions in the fields of land; building a socialist rule-of-law state; education and training; and policies and orientations for adjusting the National Master Plan for the 2021-2030 period and vision to 2050.

With the group of contents on personnel work, Party building and implementation of Party regulations,The Central Committee will consider supplementing the planning of the 14th Central Executive Committee, the Secretariat, and the Politburo; the direction of personnel work for the 14th Central Executive Committee; and reviewing the work of cadres under its authority. The General Secretary said that this group of contents has been carefully prepared by the Central Organizing Committee, in a systematic and systematic manner, in compliance with the Party's Charter and regulations and current laws.

Due to the special importance of the contents presented at the conference, the General Secretary suggested that the Central Committee should objectively and comprehensively evaluate the achievements and limitations of the 13th term from the perspective of those participating in policy making and policy implementation. From there, clearly identify the causes and draw profound lessons, especially regarding the leadership, direction, and organization of the implementation of Party resolutions.

Do not let any local interests or personal feelings affect the quality of policy decisions.

The Central Committee needs to contribute comprehensive, specific, and scientific opinions on the content of summarizing theoretical and practical issues on the socialist-oriented renovation process over the past 40 years, especially lessons learned to serve as a basis for the next renovation process in the new period.

It is necessary to identify the general goals and strategic breakthroughs in the coming term: Rapid and sustainable development on the basis of science and technology, innovation and digital transformation...

The General Secretary noted that the direction of personnel work for the 14th Central Executive Committee should be clearly defined. This is an especially important issue that directly affects the success or failure of the entire next term.

Personnel must ensure standards and conditions, have strong political will, innovative thinking, pure morality, act decisively for the collective, for the people, and put the interests of the nation and people first and foremost. The General Secretary mentioned Uncle Ho's teaching "Cadres are the root of all work".

The Central Committee contributed ideas to continue perfecting the national legal system according to the new development model. With the transformation of the administrative, economic and social space, the legal system must also be perfected, ensuring unity and synchronization, paving the way for the new, protecting the right, removing barriers and untangling institutional bottlenecks.

The Central Government continues to contribute opinions on the management and operation of the two-level government apparatus that is being implemented. It is necessary to reflect the reality of each locality and base on what difficulties they have and what support they need from the Central Government in addition to the efforts of the locality, cadres, civil servants, public employees, and workers.

The General Secretary emphasized that each member of the Central Committee needs to promote a high sense of responsibility, concentrate their intelligence, discuss democratically, frankly, objectively and receptively. The interests of the nation and people must be put first and foremost. Do not let any local interests, personal feelings or deference or avoidance affect the quality of policy decisions.

Each contribution is not only meaningful to the content of the document, but also plays a role in forming our Party's strategic direction from now until 2030 and vision to 2045 and 2050.
