Head of the Organizing Committee of Nghe An Provincial Party Committee Le Duc Cuong approved the Party Congresses of Minh Chau, Hung Chau and Con Cuong communes.
On the morning of July 30, comrade Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee, Head of Working Group No. 5 chaired the approval of the Party Congresses of the communes: Minh Chau, Hung Chau, Con Cuong.
Attending the conference were comrade Ha Xuan Quang - Member of the Provincial Party Executive Committee, Party Secretary, Chairman of the People's Council of Dien Chau commune. Also attending were representatives of leaders of provincial departments, branches and sectors.
Fast and sustainable development
Minh Chau commune was formed on the basis of merging 4 communes: Dien Cat, Dien Nguyen, Hanh Quang and Minh Chau (old). Minh Chau commune Party Committee has 63 Party cells with more than 2,000 Party members. In the 2020-2025 term, Minh Chau commune Party Committee has promoted the tradition of solidarity, constantly innovated and created, strived to take advantage of every opportunity, overcome difficulties and challenges, and achieved many positive results with 14/17 targets achieved and exceeded.
With the results achieved in the past term, the 2025-2030 term, the Party Committee, Government and people of Minh Chau commune strive to overcome all difficulties and challenges, build Minh Chau commune to develop rapidly and sustainably, becoming a commune with developed socio-economy.
Hung Chau commune was established on the basis of merging the entire natural area and population of Dien Doai, Dien Lam, Dien Truong and Dien Yen communes. The Party Committee has 66 Party cells with 1,732 Party members.
In the 2020-2025 term, despite facing many difficulties and challenges, the Party Committee and people of Hung Chau commune have promoted the spirit of solidarity, internal strength, effectively taking advantage of the support of superiors and children living far from home, creating comprehensive development steps. Infrastructure has been invested in quite synchronously and spaciously; the rural appearance has improved, people's lives have been constantly improved; culture, education, and health have made clear progress; National defense and security have been maintained. The work of building the Party and the political system has been focused on.
With the spirit of "Solidarity - Democracy - Discipline - Breakthrough - Development", in the 2025-2030 term, Hung Chau commune promotes the fine traditions of its homeland, upholds the spirit of autonomy and creativity, effectively mobilizes the combined strength of the whole society, the Party Committee and the people of the commune are determined to successfully implement the set goals and tasks, and build Hung Chau commune to develop comprehensively.
Accordingly, the Party Committee of the commune set out 4 key tasks and 3 breakthroughs: Focus on developing key areas, focusing on developing industrial, tourism and service clusters; Focus on investing in building synchronous infrastructure to meet the requirements of socio-economic development; Promote the application of science and technology and digital transformation, strongly improve the investment environment, enhance production and business efficiency; pay attention to developing a fast, sustainable, effective and high-quality private economy.
Con Cuong commune was established on the basis of merging Yen Khe and Chi Khe communes and the old Tra Lan town. The Party Committee has 1,918 members, with 71 affiliated Party cells.
In the 2020 - 2025 term, Con Cuong commune has promoted the spirit of solidarity, proactiveness, and strived to achieve important and quite comprehensive results. The economy continues to grow; the rural appearance has many improvements, developing in a civilized, clean and beautiful direction.
Culture and society have made progress with many positive results. Party building work continues to be taken care of, and the Party's leadership role continues to be affirmed.
Promoting the achieved results, in the 2025-2030 term, the Party Committee strives to build Con Cuong commune to develop comprehensively and sustainably, becoming an urban area in the direction of ecology and tourism.
Ensure the will to attack
In contributing to the congress documents, the members of the working group basically agreed as in the draft. However, the evaluation part needs to be written with a high level of generality, with a deeper assessment of the results achieved, limitations, and causes during the term; analyzing the objective and subjective factors that impact and influence those results and limitations; thereby finding the causes and drawing lessons to find solutions for the next term.
Along with that, communes need to set higher growth targets to have motivation to strive and need to pay attention to breakthroughs suitable to the potential, advantages and practices of the locality.
Delegates requested that communes provide additional assessments of the results of construction planning (general planning, new rural planning, etc.); planning management, and construction order management in the area during the past term.
At the same time, it is necessary to have solutions to link socio-economic development with the application of science and technology, digital transformation; pay attention to environmental protection; supplement data on inspection, supervision, and anti-corruption work; focus on preventive medicine, food hygiene and safety; pay attention to the work of building the political system and social security.
The draft political report needs to add content to the lessons learned: "Implementing the Party's principles, especially the principle of democratic centralism; complying with working regulations; promptly informing, closely coordinating to remove difficulties and obstacles, effectively handling issues arising in practice" in accordance with the draft Political Report of the 20th Provincial Party Congress.
Speaking at the conference, Head of the Provincial Party Committee's Organizing Committee Le Duc Cuong highly appreciated the proactive and responsible spirit of commune leaders in preparing for the Party Congress at the commune level according to the instructions of the Central and the province.
The Head of the Provincial Party Committee's Organizing Committee also gave specific comments on the theme, direction, targets and objectives of the Congress. In particular, he emphasized the tasks and solutions set out in the coming term. Communes need to study and closely follow the policies and directions of the Central Government and the province, and combine them with local realities to determine appropriate development orientations, ensuring rapid and sustainable development.
Regarding the objectives, targets, tasks and solutions, basically agreeing with the draft, the Head of the Provincial Party Committee's Organizing Committee suggested that the communes need to study, review and consider a number of key targets that need to be focused on implementing in the next term to submit to the Congress for inclusion in the resolution according to Regulation No. 59-QD/TU, dated January 15, 2025 "on the system of socio-economic, national defense, security, Party building and political system indicators at district and commune levels for the 2025-2030 term"; ensuring the will to attack, with high determination, on the basis of scientific calculations, suitable to the actual conditions of the commune.
Comrade Le Duc Cuong emphasized that this is a landmark congress in the historical process of implementing two-level local government, so communes need to do a good job of propaganda to create consensus and high determination among cadres, party members and people.
The Head of the Provincial Party Committee's Organizing Committee requested that the communes fully absorb the comments and suggestions at the conference to supplement and complete the report, ensuring that the documents submitted to the Congress are truly a product of the crystallization of the intelligence, will and aspirations of the entire Party Committee and local people.
