Head of the Nghe An Provincial Party Committee's Organization Department, Le Duc Cuong, reviews the Party Congresses of Minh Chau, Hung Chau, and Con Cuong communes.

The conference was attended by Comrade Ha Xuan Quang - Member of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People's Council of Dien Chau commune. Also present were representatives from provincial departments and agencies.

Rapid and sustainable development

Minh Chau commune was formed by merging four communes: Dien Cat, Dien Nguyen, Hanh Quang, and the former Minh Chau. The Minh Chau commune Party Committee has 63 branches with over 2,000 Party members. During the 2020-2025 term, the Minh Chau commune Party Committee upheld its tradition of unity, continuously innovated, strived to seize every opportunity, overcame difficulties and challenges, and achieved many positive results, with 14 out of 17 targets met or exceeded.

With the achievements made in the past term, in the 2025-2030 term, the Party Committee, Government, and people of Minh Chau commune will strive to overcome all difficulties and challenges, building Minh Chau commune into a rapidly and sustainably developing commune with advanced socio-economic conditions.

Hung Chau commune was established by merging the entire natural area and population of Dien Doai, Dien Lam, Dien Truong, and Dien Yen communes. The Party Committee has 66 branches with 1,732 Party members.

During the 2020-2025 term, despite facing many difficulties and challenges, the Party Committee and people of Hung Chau commune have promoted the spirit of unity and internal strength, effectively taking advantage of support from higher levels and from children living away from home, creating comprehensive development. Infrastructure has been invested in quite comprehensively and modernly; the rural landscape has brightened, the people's lives have continuously improved; culture, education, and health have made clear progress; and national defense and security have been maintained. Emphasis has been placed on Party building and strengthening the political system.

With the spirit of "Unity - Democracy - Discipline - Breakthrough - Development," during the 2025-2030 term, Hung Chau commune will uphold the fine traditions of its homeland, promote self-reliance and creativity, effectively mobilize the combined strength of the entire society, and the Party Committee and people of the commune are determined to successfully achieve the set goals and tasks, building Hung Chau commune into a comprehensively developed area.

Accordingly, the Party Committee of the commune has set out four key tasks and three breakthroughs: Focusing on developing key areas, with a focus on developing industrial clusters, tourism, and services; Focusing on investing in the construction of synchronous infrastructure to meet the requirements of socio-economic development; Promoting the application of science and technology and digital transformation, significantly improving the investment environment, and enhancing the efficiency of production and business; and paying attention to the rapid, sustainable, efficient, and high-quality development of the private economy.

Con Cuong commune was established by merging the former Yen Khe, Chi Khe communes and Tra Lan town. The Party Committee has 1,918 members, with 71 subordinate branches.

During the 2020-2025 term, Con Cuong commune has fostered a spirit of unity, proactiveness, and diligent effort, achieving significant and comprehensive results. The economy continued to grow; the rural landscape has improved considerably, developing in a civilized, clean, and beautiful direction.

Socio-cultural aspects have undergone transformations with many positive results. Party building work continues to be prioritized, and the Party's leadership role continues to be affirmed.

Building on the achievements of the previous term, during the 2025-2030 term, the Party Committee strives to develop Con Cuong commune into a comprehensively and sustainably developed urban area, oriented towards ecology and tourism.

Ensuring the will to attack.

In their comments on the congress document, the working group members generally agreed with the draft. However, they suggested that the assessment section should be more comprehensive, providing a deeper evaluation of the achievements, limitations, and causes during the term; analyzing the objective and subjective factors that impacted those results and limitations; and from there, identifying the causes and drawing lessons learned to develop solutions for the next term.

In addition, communes need to set higher growth targets to provide motivation for progress and should focus on breakthroughs that are appropriate to the potential, advantages, and realities of the locality.

The delegates requested that the communes supplement their assessments of the results of implementing construction planning (general planning, new rural planning, etc.); and the work of planning management and construction order management in the area during the past term.

At the same time, solutions are needed to link socio-economic development with the application of science and technology and digital transformation; to pay attention to environmental protection; to supplement data on inspection, supervision, and anti-corruption efforts; to focus on preventive healthcare and food safety; and to pay attention to building the political system and social security.

The draft political report needs to include the following lesson learned: "Implementing the Party's principles, especially the principle of democratic centralism; adhering to working regulations; promptly providing information and coordinating closely to resolve difficulties and obstacles, and effectively handling issues arising in practice," in line with the draft Political Report of the 20th Provincial Party Congress.

Speaking at the conference, Head of the Provincial Party Committee's Organization Department Le Duc Cuong highly appreciated the proactive and responsible spirit of the commune leaders in preparing for the commune-level Party Congresses according to the guidelines of the Central and Provincial authorities.

The Head of the Provincial Party Committee's Organization Department also gave specific opinions on the theme, direction, and targets and objectives of the Congress. He emphasized the tasks and solutions set forth for the next term, stressing that communes need to study and closely follow the policies and directives of the Central Government and the province, linking them to local realities to determine appropriate development directions, ensuring rapid and sustainable development.

Regarding the objectives, targets, tasks, and solutions, the Head of the Provincial Party Committee's Organization Department basically agreed with the draft and suggested that communes should research, review, and consider a number of key targets that need to be focused on in the next term to submit to the Congress for inclusion in the resolution according to Regulation No. 59-QĐ/TU, dated January 15, 2025, "on the system of socio-economic, national defense, security, Party building and political system targets at the district and commune levels for the 2025-2030 term"; ensuring a proactive spirit, high determination, based on scientific calculations, and in accordance with the actual conditions of the commune.

Comrade Le Duc Cuong emphasized that this congress is a landmark in the historical process of implementing the two-tiered local government system, therefore, communes need to do a good job of propaganda to create consensus and high determination among cadres, Party members and the people.

The Head of the Provincial Party Committee's Organization Department requested that the communes fully incorporate the feedback received at the conference to supplement and refine the report, ensuring that the document presented to the Congress truly reflects the wisdom, will, and aspirations of the entire Party Committee and the local people.
