No further delays in land clearance for National Highway 7A.
The project to renovate and upgrade National Highway 7A is a key national project; however, it is currently behind schedule due to obstacles in land clearance. After the two levels of local government came into operation on July 1, 2025, the newly established communes have all joined forces with the determination to avoid further delays.
Many unreasonable demands
The project to renovate and upgrade National Highway 7A, section Km0 - Km36, and address landslides in the Khe Thoi - Nam Can section of Nghe An province was approved by the Ministry of Transport in March 2022, with a total investment of over 1,300 billion VND. This is a key national project, of great significance in connecting the western region of Nghe An with National Highway 1A and the North-South expressway.

After its commencement in September 2022, this project has contributed to changing the appearance of the localities it passes through. However, currently, about 1km of the entire route still lacks land clearance, significantly affecting traffic safety and environmental sanitation. This is most concentrated in Minh Chau commune (formerly part of Dien Cat commune, Dien Chau district); Hop Minh commune (the section passing through Vien Thanh commune, Yen Thanh district); and Van Tu commune (the section belonging to My Thanh commune, Yen Thanh district).
Prior to July 1, 2025, despite the efforts of Dien Chau and Yen Thanh districts (before the abolition of district-level administrative divisions) to disseminate information, mobilize support, and implement regulations on land clearance, many households still disagreed and made unreasonable demands.

Some households are requesting compensation for land not included in the land survey for the project; some households were sold land illegally by the commune People's Committee without a land handover record or land plot dimensions at the time of handover, but they argue that the land was located right next to National Highway 7A and therefore should be compensated; some families are requesting compensation for land located along National Highway 7A, claiming that it has never been reclaimed or compensated before; some households donated land when their land use right certificates were issued but are still requesting compensation for this area. Even some households that acquired land from other households a long time ago, with the current land area being larger than the area stated in their land use right certificates, are still requesting compensation...

Construction will be protected.
Following the reorganization of commune-level administrative units, from July 1, 2025, the two-tiered local government officially began operating stably. This is considered a favorable time to focus on resolving outstanding issues. In fact, localities have demonstrated a proactive spirit, strengthening coordination and preventing this situation from prolonging.

Visiting Van Tu commune (formed by the merger of My Thanh, Lien Thanh, and Van Tu communes) and Hop Minh commune (formed by the merger of Long Thanh, Vinh Thanh, Vien Thanh, Son Thanh, and Bao Thanh communes), we observed that National Highway 7A, which runs through these areas, still has many unresolved land clearance issues, resulting in serious damage to the road surface. Many junctions between the old and new sections of the road have significant elevation differences, causing environmental pollution and traffic safety hazards.
Mr. Nguyen Van Thuan, Chairman of the People's Committee of Van Tu commune, said that after the two levels of government came into operation, the commune also reviewed the land clearance obstacles where the National Highway 7A renovation and upgrading project passes through. In the near future, they will coordinate with Hop Minh commune to protect the construction at some points.

Ms. Nguyen Thi Phuong Thao, Chairwoman of the People's Committee of Hop Minh commune, stated: The issues faced by residents regarding land clearance for National Highway 7A have been resolved by relevant authorities and departments before July 1, 2025. Residents who disagree have the right to appeal to higher authorities, but they do not have the right to obstruct construction or negatively impact the entire project.
Ms. Thao also stated that after the new commune level came into operation, the local authorities coordinated with relevant agencies to develop a plan to protect construction work at several locations within the former Bao Thanh commune.
It must be emphasized that the National Highway 7A renovation and upgrade project is not just a transportation project, but also a driving force for the economic and social development of the entire region. If the delays in land clearance are not resolved definitively, it will cause serious consequences, especially increased investment costs, impact on traffic safety and environmental sanitation, and most importantly, the risk of the project being scaled down.
