No more delay in GPMB National Highway 7A

The National Highway 7A renovation and upgrade project is a national key project, however, this project is behind schedule due to problems in site clearance. After the two-level local government came into operation from July 1, 2025, the new communes have all joined in with the determination not to delay any further.

Many unreasonable demands

The project to renovate and upgrade National Highway 7A, section Km0 - Km36, and handle landslides in the Khe Thoi - Nam Can section, Nghe An province, was approved by the Ministry of Transport in March 2022, with a total investment of more than 1,300 billion VND. This is a national key project, of great significance in connecting the western region of Nghe An with National Highway 1A and the North-South Expressway.

After starting construction in September 2022, this project has contributed to changing the appearance of the localities where it passes through. However, there is still about 1km of land clearance along the entire route that has not been completed, greatly affecting traffic safety and environmental sanitation. In particular, the most concentrated areas are Minh Chau commune (belonging to Dien Cat commune, old Dien Chau district); Hop Minh commune (section through Vien Thanh commune, old Yen Thanh district); Van Tu commune (section belonging to My Thanh commune, old Yen Thanh district).

Before July 1, 2025, although Dien Chau and Yen Thanh districts (before the district level was abolished) had made great efforts to propagate, mobilize, and implement regulations on land acquisition and compensation, many households still disagreed and had unreasonable demands.

Some households requested compensation for the area not included in the land acquisition and clearance survey for the project; some households were sold land by the Commune People's Committee without authority without a land allocation record or plot size when the land was allocated, but they claimed that when sold, the land was located right outside National Highway 7A, so they should be compensated; some households requested compensation for land outside National Highway 7A, because they claimed that it had never been recovered or compensated before; some households donated land when issuing the Land Use Right Certificate but still requested compensation for this area. There were even households that had received the transfer from other households a long time ago, the current area was larger than the area stated in the Land Use Right Certificate but still requested compensation...

Will protect construction

After the reorganization of commune-level administrative units, from July 1, 2025, the two-level local government has officially come into stable operation. This is considered a favorable time to focus on completely removing obstacles. In fact, localities have shown a proactive spirit, increased coordination, and not let this situation persist.

Present in Van Tu commune (merged from My Thanh, Lien Thanh, Van Tu communes) and Hop Minh commune (merged from Long Thanh, Vinh Thanh, Vien Thanh, Son Thanh, Bao Thanh communes), we noticed that National Highway 7A passing through these localities still has many points of land clearance that have not been completed, causing serious damage to the road surface. Many points connecting the old and new road surfaces have a large difference in height, causing environmental pollution and traffic safety.

Mr. Nguyen Van Thuan - Chairman of Van Tu Commune People's Committee said that after the two-level government came into operation, the commune also reviewed the land acquisition and clearance problems where the National Highway 7A Renovation and Upgrade Project passes through. In the near future, it will coordinate with Hop Minh Commune to protect the construction of some points.

Ms. Nguyen Thi Phuong Thao - Chairwoman of Hop Minh Commune People's Committee said: People's problems related to National Highway 7A land acquisition and clearance have been resolved by all levels, sectors and localities before July 1, 2025. If people do not agree, they have the right to complain to higher authorities, but they do not have the right to obstruct the construction, affecting the entire project.

Ms. Thao also said that after the new commune level came into operation, the locality also coordinated with functional agencies to develop a plan to protect construction at some locations in the old Bao Thanh commune.

It must be affirmed that the National Highway 7A Renovation and Upgrade Project is not only a traffic project, but also a driving force for economic and social development of the whole region. If the delay in site clearance is not completely resolved, it will cause serious consequences, especially increasing investment costs, affecting traffic safety, environmental sanitation, and most importantly, the project is at risk of being narrowed.
