Nghe An strives to launch 3 resettlement areas of the North-South high-speed railway project on August 19, 2025

Secretary of the Provincial Party Committee Nguyen Duc Trung - Head of the Provincial Steering Committee on site clearance for the North-South high-speed railway project requested Party secretaries of communes and wards to proactively take the lead and direct the resolution of issues related to procedures for compensation, site clearance, and resettlement area construction. Along with that, it is necessary to do a good job of propagating and mobilizing people about the meaning and benefits of the project to create consensus.

On the morning of August 8, the Steering Committee for Site Clearance of the North-South High-Speed ​​Railway Project, the section passing through Nghe An province, held its first meeting. Comrade Nguyen Duc Trung - Provincial Party Secretary, Head of the Steering Committee chaired the meeting.

Attending the meeting were comrades: Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Steering Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation, Deputy Head of the Steering Committee; Hoang Phu Hien - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, Deputy Head of the Steering Committee; along with comrades members of the Steering Committee, leaders of 18 communes and wards where the project passes.

Striving to launch 3 resettlement areas on August 19, 2025

The North-South high-speed railway project is about 1,541 km long, from Ngoc Hoi station (Hanoi) to Thu Thiem station (Ho Chi Minh City).

The project section through Nghe An province is 85.5 km long, passing through 18 communes and wards, the main station is Vinh Station located in Hung Nguyen commune, 2 maintenance stations in Duc Chau commune and Hung Nguyen Nam commune.

In Nghe An, the project is expected to directly affect 38 residential areas, with about 2,150 households having land within the clearance area, of which 1,942 households must be resettled. The expected clearance area is about 519.2 hectares, with an estimated clearance cost of about 6,397 billion VND.

To serve the resettlement arrangement, Nghe An plans to invest in about 30 resettlement areas, with a total area of ​​more than 102 hectares, with a total investment of about 1,450 billion VND.

The People's Committees of the communes have organized meetings to disseminate the project investment policy and collect opinions from households on the selection of resettlement locations. Hoang Mai Ward, and the communes of Quynh Luu, Tan Chau, and Hung Nguyen Nam have approved the resettlement area locations.

The People's Committee of Nghe An province has issued a plan for site clearance and coordination in implementing the high-speed railway project on the North-South axis through the province. The plan clearly stipulates the responsibilities and implementation roadmap of departments, branches, sectors and localities to ensure unified and synchronous coordination.

Nghe An strives to complete procedures to start 3 resettlement areas in Hoang Mai ward, Tan Chau commune, Hung Nguyen Nam commune on August 19, 2025; basically complete the resettlement areas in October 2026; basically hand over the site to the investor before December 2026 to ensure conditions for starting and implementing the project.

The Provincial People's Committee unanimously assigned the task of being the investor and granting investment decisions for resettlement projects to the People's Committees of communes and wards. Nghe An aims to optimize the exploitation of land funds in the vicinity of railway stations to create resources for reinvestment in infrastructure, urban development, and services.

At the meeting, communes and wards where the project passes through reported on the survey and selection of resettlement areas; pointed out difficulties and shortcomings in practice and proposed adjusting some sections of the route, transferring depot stations... Leaders of departments and branches discussed and answered difficulties and recommendations of localities.

Discussing specific contents of the project, Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested the communes to establish a Compensation and Site Clearance Council, develop a site clearance plan that clearly defines the route and time.

Chairman of the Provincial People's Committee Le Hong Vinh requested communes to strengthen propaganda and mobilize people not to build, plant trees, or divide plots... within the land acquisition area; and to propagate the benefits of the project so that people can agree and support it.

At the same time, carefully study the GPMB policy framework to create unity and synchronization; review the history, planning, limits... of land and construction, then select suitable resettlement areas for people's consensus. Sectors and localities must get involved from the beginning, build handbooks, and connect from the leadership, direction, organization and implementation stages...

Proactively find solutions to overcome difficulties and implement them.

Concluding the meeting, Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Head of the Steering Committee emphasized that the high-speed railway project on the North - South axis is an important national project, receiving attention and direction from the Central Government, the National Assembly, and the Government. The project passes through Nghe An province with a length of 85.5 km, with a very large volume, scale, and area of ​​land clearance.

The Provincial Party Secretary and Head of the Steering Committee highly appreciated the proactive participation, drastic and close direction of the Provincial People's Committee and the Chairman of the Provincial People's Committee by issuing a land acquisition plan, coordinating the implementation of the land fund deployment plan in the vicinity of the railway station, issuing documents assigning tasks to communes and wards to be investors of the land acquisition project, and building a process for establishing and approving compensation plans for land acquisition.

Departments and branches have actively participated in advising and guiding the process and procedures for building infrastructure for resettlement areas for localities. Localities have proactively implemented initial tasks in site clearance, construction of resettlement areas, reviewed routes and advised the Provincial People's Committee to issue documents to ministries and branches to resolve problems.

The Provincial Party Secretary also said that in the process of implementing projects, especially large projects, site clearance is a difficult and complicated issue. The province will consider and gradually resolve issues within its authority and recommend the Central Government to resolve issues beyond its authority.

Regarding the tasks in the coming time, Provincial Party Secretary and Head of the Steering Committee Nguyen Duc Trung requested Party secretaries of communes and wards to proactively take the lead and give strong direction to resolve issues related to procedures for implementing compensation, site clearance, and construction of resettlement areas.

In the immediate future, communes and wards must review and supplement the composition of the Steering Committee, establish a Land Acquisition and Compensation Council; and do a good job of propagating and mobilizing people about the meaning and benefits of the project to create consensus.

During the direction process, it is necessary to affirm that the Party Committee and the government will create the most favorable conditions for people in the compensation and resettlement process; the new place of residence will be better and more favorable than the old place of residence.

Every month, the Commune Steering Committee must meet to check and review the progress of implementation; direct the People's Committee at the same level, the Compensation Council, and the Land Acquisition and Clearance Board to focus on implementing the assigned tasks. During the implementation process, promptly report any problems and difficulties for direction or recommendations for resolution.

Emphasizing the viewpoint that despite difficulties, it is necessary to proactively have solutions for implementation, Provincial Party Secretary and Head of the Steering Committee Nguyen Duc Trung requested communes and wards to review and accurately determine the number of resettled households to build suitable resettlement areas; determine the origin of land, land type, land limit...

For projects that are difficult to relocate, it is necessary to review and confirm the exact location to report to the Provincial People's Committee in August 2025; direct the selection of locations, and establish detailed plans for the construction of resettlement areas.

After determining the resettlement area location and completing all procedures, focus on urgently organizing construction to ensure completion and grant land to people before June 30, 2026.

For the 3 localities (Hoang Mai ward, Tan Chau commune, Hung Nguyen Nam commune) with resettlement areas starting on August 19, 2025, the Provincial Party Secretary and Head of the Steering Committee proposed to select locations and approve detailed plans for resettlement areas before August 20, 2025.

Set up planning markers and carry out basic site clearance for resettlement sites to be completed before August 31, 2025; prepare conditions to organize the groundbreaking ceremony for the resettlement area on August 19, 2025 when requested by the Government.

Provincial Party Secretary and Head of the Steering Committee Nguyen Duc Trung requested the Provincial People's Committee to direct departments and branches to focus on implementing tasks of compensation and site clearance to ensure progress and meet the requirements of the Government and the Prime Minister.

At the meeting, Provincial Party Secretary and Head of the Steering Committee Nguyen Duc Trung directly assigned specific tasks to the departments and branches: Construction, Agriculture and Environment, Finance, Industry and Trade, Southeast Economic Zone Management Board, Provincial Police, Provincial Party Committee's Propaganda and Mass Mobilization Department and the units: Nghe An Electricity, Nghe An Telecommunications, Viettel Nghe An, Nghe An Water Supply Joint Stock Company, Railway Project Management Board.
