Nghe An province strives to launch the construction of three resettlement areas for the North-South high-speed railway project by August 19, 2025.

Provincial Party Secretary Nguyen Duc Trung - Head of the Provincial Steering Committee for Land Clearance of the North-South High-Speed ​​Railway Project - requested that Party Secretaries of communes and wards proactively take the lead and decisively direct the resolution of issues related to the procedures for compensation, land clearance, and resettlement area construction. Along with this, they should do a good job of disseminating information and mobilizing people about the significance and benefits of the project to create consensus.

On the morning of August 8th, the Steering Committee for Land Clearance of the North-South High-Speed ​​Railway Project, the section passing through Nghe An province, held its first meeting. Attending the meeting were: Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Deputy Head of the Standing Committee of the Steering Committee; Comrade Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation, and Deputy Head of the Steering Committee; Comrade Hoang Phu Hien - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, and Deputy Head of the Steering Committee; along with other members of the Steering Committee and leaders of the 18 communes and wards through which the project passes.

The goal is to launch three resettlement areas by August 19, 2025.

The North-South high-speed railway project is approximately 1,541 km long, running from Ngoc Hoi station (Hanoi) to Thu Thiem station (Ho Chi Minh City).

The section of the project passing through Nghe An province is 85.5 km long, traversing 18 communes and wards. The main station is Vinh Station located in Hung Nguyen commune, and there are two maintenance stations in Duc Chau and Hung Nguyen Nam communes.

In Nghe An province, the project is expected to directly affect 38 residential areas, with approximately 2,150 households whose land is within the land clearance area, of which 1,942 households will require resettlement. The estimated land clearance area is approximately 519.2 hectares, with an estimated land clearance cost of approximately 6,397 billion VND.

To facilitate resettlement efforts, Nghe An province plans to invest in approximately 30 resettlement areas, with a total area of ​​over 102 hectares and a total investment of about 1,450 billion VND.

The People's Committees of the communes held meetings to disseminate the investment plan for the project and gather opinions from households regarding the selection of resettlement locations. Hoang Mai ward and the communes of Quynh Luu, Tan Chau, and Hung Nguyen Nam have approved the resettlement area locations.

The People's Committee of Nghe An province has issued a plan for land clearance and coordination in the implementation of the high-speed railway project on the North-South axis passing through the province. The plan clearly defines the responsibilities and implementation roadmap of departments, agencies, and localities to ensure unified and synchronized coordination.

Nghe An province is striving to complete the procedures for launching three resettlement areas in Hoang Mai ward, Tan Chau commune, and Hung Nguyen Nam commune by August 19, 2025; to essentially complete the resettlement areas by October 2026; and to hand over the land to the investor before December 2026 to ensure the conditions for commencement and implementation of the project.

The Provincial People's Committee unanimously agreed to assign the role of investor and issue investment decisions for the resettlement area project to the People's Committees of communes and wards. Nghe An aims to optimize the exploitation of land in the vicinity of railway stations to create resources for reinvesting in infrastructure, urban development, and services.

At the meeting, the communes and wards through which the project passes reported on the survey and selection of resettlement areas; highlighted difficulties and shortcomings in practice and proposed adjustments to some sections of the route, relocation of the depot station, etc. Leaders of departments and agencies exchanged views and answered the difficulties and requests of the localities.

Discussing the specific contents of the project, Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested that the communes establish Compensation and Land Clearance Councils and develop land clearance plans clearly defining the roadmap and timeline.

Chairman of the Provincial People's Committee Le Hong Vinh requested that communes strengthen propaganda and mobilization efforts to prevent people from building, planting trees, or subdividing land within the land clearance area; and to publicize the benefits of the project to gain people's consensus and support.

At the same time, a thorough study of the land clearance policy framework is necessary to ensure consistency and uniformity; a review of the history, planning, and land and infrastructure limits should be conducted, followed by the selection of suitable resettlement areas that gain public consensus. All sectors and localities must get involved from the outset, developing a handbook and ensuring coordination from leadership and direction to implementation.

Proactively find solutions to overcome difficulties and implement them.

Concluding the meeting, Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee and Head of the Steering Committee - emphasized that the high-speed railway project on the North-South axis is a nationally important project, receiving attention and guidance from the Central Government, the National Assembly, and the Government. The project passes through Nghe An province with a length of 85.5 km, and involves a very large volume, scale, and area for land clearance.

The Provincial Party Secretary and Head of the Steering Committee highly appreciated the proactive involvement and decisive, close direction of the Provincial People's Committee and the Chairman of the Provincial People's Committee through the issuance of the land clearance plan, coordination in implementing the land fund plan for the area surrounding the railway station, issuance of documents assigning tasks to communes and wards to act as investors in the land clearance project, and the development of procedures for preparing and approving compensation plans for land clearance.

Departments and agencies have actively participated in advising and guiding the process and procedures for building infrastructure in resettlement areas for localities. Localities have proactively implemented initial tasks in land clearance, resettlement area construction, route review, and advised the Provincial People's Committee to send documents to ministries and agencies to resolve issues.

The Provincial Party Secretary also stated that, during the implementation of projects, especially large-scale projects, land clearance is a difficult and complex issue. The province will consider and gradually resolve issues within its authority and propose solutions to the central government for issues beyond its jurisdiction.

Regarding future tasks, Provincial Party Secretary and Head of the Steering Committee Nguyen Duc Trung requested that the Party secretaries of communes and wards proactively take the lead and decisively direct the resolution of issues related to the procedures for implementing compensation, land clearance, and the construction of resettlement areas.

First and foremost, communes and wards must review and supplement the composition of the Steering Committee, establish the Land Clearance Council; and do a good job of disseminating information and mobilizing people about the significance and benefits of the project to create consensus.

During the process of directing the work, it must be affirmed that the Party committee and the government will create the most favorable conditions for the people during the compensation and resettlement process, ensuring that their new homes will be better and more convenient than their old ones.

Monthly, the commune-level Steering Committee must meet to inspect and review the progress of implementation; direct the People's Committee at the same level and the Compensation and Land Clearance Council to focus on implementing the assigned tasks. During the implementation process, promptly report any obstacles and difficulties so that they can be addressed or solutions can be proposed.

Emphasizing the view that although difficult, proactive solutions must be found for implementation, the Provincial Party Secretary and Head of the Steering Committee, Nguyen Duc Trung, requested that communes and wards review and accurately determine the number of households to be resettled in order to build suitable resettlement areas; determine the origin of the land, the type of land, the land limit, etc.

For projects that are difficult to relocate, the exact locations must be reviewed and reported to the Provincial People's Committee in August 2025; instructions must be given to select and implement sites, and to develop detailed construction plans for resettlement areas.

After identifying the resettlement site and completing all necessary procedures, focus on urgently organizing construction to ensure completion and land allocation for residents before June 30, 2026.

For the three localities (Hoang Mai ward, Tan Chau commune, and Hung Nguyen Nam commune) with resettlement areas scheduled to commence on August 19, 2025, the Provincial Party Secretary and Head of the Steering Committee requested that site selection and detailed resettlement area planning be approved before August 20, 2025.

Marking the planning boundaries and carrying out basic land clearance for the resettlement site will be completed before August 31, 2025; prepare the conditions to hold the groundbreaking ceremony for the resettlement area on August 19, 2025, when requested by the Government.

Provincial Party Secretary and Head of the Steering Committee Nguyen Duc Trung requested the Provincial People's Committee to direct relevant departments and agencies to focus on implementing compensation and land clearance tasks, ensuring they are carried out on schedule and meet the requirements of the Government and the Prime Minister.

At the meeting, the Provincial Party Secretary and Head of the Steering Committee, Nguyen Duc Trung, directly assigned specific tasks to the following departments and agencies: Construction, Agriculture and Environment, Finance, Industry and Trade, the Southeast Economic Zone Management Board, the Provincial Police, the Provincial Party Committee's Propaganda and Mass Mobilization Department, and the following units: Nghe An Power Company, Nghe An Telecommunications Company, Viettel Nghe An, Nghe An Water Supply Joint Stock Company, and the Railway Project Management Board.
