The first Congress of An Chau Commune Party Committee, term 2025-2030
On the morning of August 14, An Chau Commune Party Committee held the 1st Congress of Delegates for the 2025 - 2030 term with the participation of 200 delegates, representing 1,412 Party members in the entire Party Committee.
Attending and directing the congress were comrade Trinh Thanh Hai - Member of the Provincial Party Executive Committee, Director of Nghe An Department of Finance; representatives of a number of departments, branches, units and localities.

An Chau commune was established on the basis of merging the entire area and population of the old communes: Dien An, Dien Trung, Dien Tan and Dien Thinh. In the past term, despite many difficulties, the Party Committees of the communes before merging into An Chau commune made efforts to overcome them, focusing on leading the successful implementation of the goals and tasks set out in the Resolution of the Congress for the 2020-2025 term.
The economic structure of the commune has shifted towards gradually reducing the proportion of agriculture, forestry and fishery, increasing the proportion of industry - construction and services; the scale of economic development continues to expand. The total production value in the period of 2021 - 2025 (at current prices) is estimated to increase by an average of 9.24%. The average income per capita by 2025 is estimated to reach 61,408 million VND; 1.334 times higher than in 2020.
Promoting the strengths of the locality, the commune focuses on promoting agricultural restructuring and developing the rural economy in a modern direction, concentrated commodity production, high technology application, many agricultural products with brand value. Rural infrastructure has been gradually invested in quite synchronously, up to now all 4 old communes have met the standards of new rural communes.
The highlight of An Chau commune's economic development is industrial production, investment attraction and infrastructure with quite strong development. During the term, the commune has attracted investment in many projects with a total investment of nearly 741 billion VND; is implementing investment attraction for the Urban Area, Resort and Sports Service Project south of N2 Road in An Chau commune, phase 1, with a total estimated investment of 4,500 billion VND...
The cultural and social fields have also achieved many important achievements, the school network has met the learning needs of students well; the rate of national standard schools has reached 100%. Medical examination, treatment and health care for the people have been gradually ensured, the quality of medical examination and treatment has been increasingly improved. Social security policies have been ensured, national defense and security have been maintained and stabilized.
Entering the 2025-2030 term, the Party Committee of An Chau commune continues to promote its potential and advantages for socio-economic development; planning and building a developed, civilized, and modern An Chau commune... Striving by 2030, An Chau will complete the criteria to become a commune meeting advanced new rural standards.
Speaking at the congress, comrade Trinh Thanh Hai - Member of the Provincial Party Executive Committee, Director of Nghe An Department of Finance congratulated the achievements and results that the Party Committee, government and people of An Chau commune have achieved in the past time.
Highly in agreement with the direction, key tasks, and breakthroughs for the 2025-2030 term, the Director of the Department of Finance requested the Party Committee of An Chau commune to quickly stabilize the organization, build solidarity and unity within the entire Party Committee; promptly grasp and propose to remove difficulties, obstacles, and bottlenecks to develop and improve the quality of activities of Party committees, authorities, and mass organizations to ensure closeness to the people.
Along with that, the commune needs to specifically identify projects, plans, and key tasks that need to be deployed to successfully implement the Congress resolution's goals with the spirit of "clear people, clear work, clear responsibilities, clear products, specific results, clear deadlines, and clear roadmaps"; focus on socio-economic development, improve people's lives; maximize potentials and advantages to develop the economy in a sustainable direction; promote economic restructuring, encourage the development of high-quality trade and service sectors.
He also suggested that the Commune Party Committee should pay more attention to social security, sustainable poverty reduction, people's health care, cultural and educational development; In particular, it is necessary to create a favorable environment for the private economy to develop strongly. The Commune needs to proactively review, cut down, and simplify administrative procedures, creating maximum conditions for business households, small and medium-sized enterprises to start up and expand production and business, promote advantages and potentials to develop the marine economy; Continue to promote comprehensive digital transformation; improve the operational efficiency of the Public Administration Center, provide 100% of public services online; contribute to serving people and businesses quickly, conveniently, and transparently...
The Congress announced the Decision of the Provincial Party Standing Committee on appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary of the An Chau Commune Party Committee for the 2025-2030 term and voted to approve the Congress Resolution.
