The first Party Congress of An Chau Commune, term 2025-2030
On the morning of August 14th, the Party Committee of An Chau commune held its first Party Congress for the 2025-2030 term, with the participation of 200 delegates representing 1,412 Party members throughout the Party Committee.
Attending and directing the congress were Comrade Trinh Thanh Hai - Member of the Provincial Party Committee, Director of the Nghe An Department of Finance; and representatives from several departments, agencies, units, and localities.

An Chau commune was established by merging the entire area and population of the former communes of Dien An, Dien Trung, Dien Tan, and Dien Thinh. During the past term, despite facing many difficulties, the Party committees of the communes before the merger into An Chau commune made efforts to overcome challenges and focused on leading the successful implementation of the goals and tasks set forth in the Resolution of the Party Congress for the 2020-2025 term.
The commune's economic structure is shifting towards a gradual decrease in the proportion of agriculture, forestry, and fisheries, and an increase in the proportion of industry, construction, and services; the scale of economic development continues to expand. The total value of production in the period 2021-2025 (at current prices) is estimated to increase by an average of 9.24%. Average per capita income is estimated to reach 61.408 million VND by 2025, an increase of 1.334 times compared to 2020.
Leveraging local strengths, the commune focuses on accelerating agricultural restructuring and developing the rural economy towards modernization, concentrated commodity production, application of high technology, and the creation of many agricultural products with brand value. Rural infrastructure has been gradually invested in quite comprehensively, and to date, all four former communes have met the standards of new rural communes.
A highlight of An Chau commune's economic development is its strong growth in industrial production, investment attraction, and infrastructure. During the term, the commune attracted investment in numerous projects with a total investment of nearly 741 billion VND; and is currently implementing the first phase of the urban, resort, and sports complex project south of the N2 road in An Chau commune, with an estimated total investment of 4,500 billion VND...
The socio-cultural sector has also achieved many important accomplishments; the school network adequately meets the learning needs of students; the rate of schools meeting national standards has reached 100%. Medical examination, treatment, and healthcare for the people are gradually being ensured, and the quality of medical services is constantly improving. Social security policies are ensured, and national defense and security are maintained and stable.
Entering the 2025-2030 term, the An Chau Commune Party Committee will continue to leverage its potential and advantages to develop socio-economic aspects; plan and build An Chau into a developed, civilized, and modern commune... Striving to achieve the criteria of becoming an advanced new rural commune by 2030.
Delivering a speech at the congress, Comrade Trinh Thanh Hai - Member of the Provincial Party Committee, Director of the Nghe An Department of Finance - congratulated the achievements and results that the Party Committee, government, and people of An Chau commune have achieved in the past period.
Expressing strong agreement with the key directions, tasks, and breakthroughs for the 2025-2030 term, the Director of the Department of Finance requested the An Chau Commune Party Committee to quickly stabilize its organization, build unity and solidarity throughout the Party Committee; promptly identify and propose solutions to difficulties, obstacles, and bottlenecks to develop and improve the quality of activities of the Party Committee, government, and mass organizations, ensuring closeness to the people.
Furthermore, the commune needs to specifically identify key projects, plans, and tasks to be implemented to successfully achieve the goals of the Congress resolution with the spirit of "clear responsibilities, clear tasks, clear accountability, clear outputs, specific results, clear deadlines, and clear roadmaps"; focusing on socio-economic development and improving people's lives; maximizing potential and advantages for sustainable economic development; promoting economic restructuring and encouraging the development of high-quality trade and service sectors.
The comrade also suggested that the commune Party Committee should pay more attention to social welfare, sustainable poverty reduction, people's health care, and cultural and educational development; especially, it is necessary to create a favorable environment for the strong development of the private economy. The commune needs to proactively review, reduce, and simplify administrative procedures, creating maximum conditions for business households and small and medium-sized enterprises to start up and expand production and business, leveraging advantages and potential to develop the marine economy; continue to promote comprehensive digital transformation; improve the efficiency of the Public Administration Center, providing 100% online public services; contributing to serving people and businesses quickly, conveniently, and transparently...
The Congress announced the Decision of the Provincial Party Standing Committee on the appointment of the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the An Chau Commune Party Committee for the 2025-2030 term and voted to approve the Congress Resolution. Comrade Pham Xuan Sanh was appointed to the position of Secretary of the An Chau Commune Party Committee for the 2025-2030 term.
