In response to information that storm No. 5 would directly affect Thanh Hoa to Quang Binh, Prime Minister Pham Minh Chinh immediately flew to Nghe An to set up a Government Forward Command Center to direct storm prevention. On the night of August 24, when storm No. 5 became a hurricane, Prime Minister Pham Minh Chinh immediately flew to Nghe An, decided to establish the Government's Forward Command Center at the Military Region 4 Command; urgently met with leaders of Nghe An and Ha Tinh provinces to deploy storm prevention plans. After the quick meeting, the Prime Minister immediately went to the sea area of Cua Lo ward, the boat mooring point in Nghi Quang to inspect and direct. During the night, at the boat mooring point, the Prime Minister emphasized: "Absolutely do not be subjective or negligent, continue to lead and direct closely, must be drastic, regular, must be decisive, with the goal of putting people's lives first".
