Ensure gifts are given to people on time, to the right people, and without duplication.
On August 29, 2025, the Government issued Resolution No. 263/NQ-CP on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

The Resolution clearly states that 100,000 VND/person will be given in cash to Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but who have been granted an identity card and are residing in Vietnam and have been collected, updated, and given a personal identification number in the National Population Database, established by the end of August 30, 2025.
Form of gift giving
b. Gift giving is done through the social security account on the Electronic Identification Application - VNeID (in case of an integrated account); or directly in cash (in case of no account) at the payment point organized by the locality, ensuring timeliness, safety and efficiency.
Funding sources
The Resolution clearly states: Targeted supplement from the 2025 central budget expenditure estimate that has been decided by the National Assembly but has not yet been allocated in detail to the budgets of provinces and cities, 10,700.3 billion VND to carry out gift giving to people according to population data provided by the Ministry of Public Security; details of the support level for each locality are in the Appendix attached to this Resolution.

The Government assigned the Ministry of Public Security to extract the list of citizens in the National Population Database at 24:00 on August 30, 2025, detailed by province, city and commune as a basis for gift giving.
Ensure payment system, cash to pay people
The People's Committees of provinces and cities direct the People's Committees at the commune level to preside over and coordinate with the Police and functional agencies of the province and city to organize the giving of gifts to people according to regulations, ensuring that they are sufficient, appropriate, and timely.
In organizing the implementation of gift giving to the people, in case the additional targeted funding from the central budget is not fully used, the locality must return it to the central budget; in case of lack of resources, the locality shall proactively use the local budget or other legal sources to give enough gifts to the people, then report to the Ministry of Finance to receive additional funding from the central budget./.
