Ensure that gifts are given to the people promptly, to the right recipients, and without duplication.
On August 29, 2025, the Government issued Resolution No. 263/NQ-CP on giving gifts to the people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2nd.

The resolution states that a cash gift of VND 100,000 per person will be given to Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but who have been issued identity cards, are residing in Vietnam, and have had their personal identification numbers collected, updated, and assigned in the National Population Database, established as of August 30, 2025.
Gift-giving methods
b. Gift giving shall be made through the social security benefit account on the VNeID electronic identification application (if an account is already integrated); or directly in cash (if an account is not yet available) at payment points organized by the local authorities, ensuring timeliness, safety, and effectiveness.
Funding source
The resolution states: An additional 10,700.3 billion VND from the 2025 central government budget, as approved by the National Assembly but not yet allocated in detail to provincial and city budgets, will be used to provide gifts to the people based on population data provided by the Ministry of Public Security; details of the support levels for each locality are included in the Appendix attached to this Resolution.
Extract the list of citizens from the National Population Database at 24:00 on August 30, 2025, to use as a basis for giving gifts.
The government has assigned the Ministry of Public Security to extract the list of citizens from the National Population Database as of 24:00 on August 30, 2025, detailed by province, city, and commune, to serve as the basis for distributing gifts.
Ensure the payment system and cash are in place to pay the people.
The People's Committees of provinces and cities shall direct the People's Committees of communes to preside over and coordinate with the Police and other functional agencies of the province or city to organize the giving of gifts to people according to regulations, ensuring that the gifts are given to the correct recipients and in a timely manner.
In the process of distributing gifts to the people, if the supplementary targeted funds from the central budget are not fully utilized, the locality must return the remaining funds to the central budget; if there is a shortage of funds, the locality should proactively use local budget resources or other legal sources to provide sufficient gifts to the people, and then report to the Ministry of Finance to request additional funds from the central budget.
