On August 29, 2025, the Government issued Resolution No. 263/NQ-CP on giving gifts to the people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2nd.

Ensure that gifts are given to people in a timely manner, to the right recipients, safely, and without duplication.

The resolution states that a cash gift of VND 100,000 per person will be given to Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but who have been issued identity cards, are residing in Vietnam, and have had their personal identification numbers collected, updated, and assigned in the National Population Database, established as of August 30, 2025.

Gift-giving methods

a. Gifts are given once per household with permanent residence. The amount for each household is determined for each individual based on national population data; the head of the household (or a family member legally authorized by the head of the household) receives the gift on behalf of each individual and is responsible for distributing it to the household members. In cases where citizens do not have a registered permanent residence, the gift is given directly to each individual or to a person authorized by the citizen.

b. Gift giving shall be made through the social security benefit account on the VNeID electronic identification application (if an account is already integrated); or directly in cash (if an account is not yet available) at payment points organized by the local authorities, ensuring timeliness, safety, and effectiveness.

Payment periodThe collection period is from August 31, 2025 to September 1, 2025; in case of unforeseen circumstances, gifts may be received after this deadline, but no later than September 15, 2025.

Funding source

The resolution states: An additional 10,700.3 billion VND from the 2025 central government budget, as approved by the National Assembly but not yet allocated in detail to provincial and city budgets, will be used to provide gifts to the people based on population data provided by the Ministry of Public Security; details of the support levels for each locality are included in the Appendix attached to this Resolution.

Extract the list of citizens from the National Population Database at 24:00 on August 30, 2025, to use as a basis for giving gifts.

The government has assigned the Ministry of Public Security to extract the list of citizens from the National Population Database as of 24:00 on August 30, 2025, detailed by province, city, and commune, to serve as the basis for distributing gifts.

Disseminate information and guide people on integrating social security accounts and opening bank accounts on VNeID; direct the police to coordinate with local People's Committees at all levels, especially at the commune level, to promptly distribute gifts to people, ensuring they reach the right recipients, are safe, and do not duplicate; coordinate with the Ministry of Finance to issue guidelines to provinces and cities on distributing gifts to people.

Ministry of Finance bEnsure the balance of central government budget resources to implement the policy of giving gifts to the people; submit to the Prime Minister a decision to issue a targeted supplementary allocation from the central budget to the budgets of provinces and cities for giving gifts to the people; preside over and coordinate with the Ministry of Public Security to issue guidelines to provinces and cities on the implementation of giving gifts to the people.

Ensure the payment system and cash are in place to pay the people.

State Bank of VietnamEnsure the payment system and cash supply for the State Treasury to disburse funds to people during the gift-giving period; direct commercial banks, especially those where the State Treasury has accounts; coordinate with local authorities and the State Treasury to make timely payments to people.

People's Committees of provinces and citiesThe Department of Finance is directed to ensure sufficient resources are balanced, including targeted supplementary central government budget funds and local budget funds, to implement the gift-giving program for people in the province/city; and to allocate and supplement targeted funds from the provincial budget to the budgets of communes for gift-giving to citizens according to the list of citizens in the National Population Database provided by the police agency.

The People's Committees of provinces and cities shall direct the People's Committees of communes to preside over and coordinate with the Police and other functional agencies of the province or city to organize the giving of gifts to people according to regulations, ensuring that the gifts are given to the correct recipients and in a timely manner.

In the process of distributing gifts to the people, if the supplementary targeted funds from the central budget are not fully utilized, the locality must return the remaining funds to the central budget; if there is a shortage of funds, the locality should proactively use local budget resources or other legal sources to provide sufficient gifts to the people, and then report to the Ministry of Finance to request additional funds from the central budget.
