The Prime Minister personally inspected and directed the response to Typhoon No. 5 at Cua Lo port and the Nghi Quang anchorage and storm shelter area.

On the evening of August 24th, following a meeting with local authorities, Prime Minister Pham Minh Chinh personally inspected and directed the response efforts to Typhoon No. 5 in localities throughout Nghe An province.

Accompanying them were members of the Central Committee of the Communist Party of Vietnam: Tran Duc Thang - Acting Minister of Agriculture and Environment, Lieutenant General Nguyen Van Hien - Deputy Minister of National Defense, and other members of the Government delegation..Accompanying them were Lieutenant General Ha Tho Binh - Commander of Military Region 4; and Major General Doan Xuan Buong - Secretary of the Party Committee and Political Commissar of Military Region 4.

The leaders of Nghe An province included: Nguyen Duc Trung - Secretary of the Provincial Party Committee; and Le Hong Vinh - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee.

Given the extremely strong intensity of Typhoon No. 5, the high level of natural disaster risk, and its complex developments that will directly affect the central provinces, Prime Minister Pham Minh Chinh has decided to establish a Forward Command Center headed by Deputy Prime Minister Tran Hong Ha to direct typhoon prevention and control efforts.

On the evening of August 24th, at the Government's Forward Command Post located at the 4th Military Region Command, Prime Minister Pham Minh Chinh held an urgent meeting with local leaders, both in person and online, to direct the response to Typhoon No. 5. Immediately after the meeting, the Prime Minister personally inspected and directed the response to Typhoon No. 5 at Cua Lo port and the Nghi Quang anchorage and storm shelter area.

At Cua Lo Port, the Prime Minister ordered the evacuation of people on boats and aquaculture rafts to safe locations. Those who do not comply will be subject to coercive measures to ensure the safety of the people.

At the same time, measures must be taken to ensure the safety of people's property and prevent collisions and fires between boats. Absolutely no boats should be allowed to go out to sea.

The Prime Minister instructed the military to prepare standby forces, ready to provide support to other localities when needed, following the "four on-the-spot" principle, and to avoid any complacency or negligence.

During a direct inspection at the Nghi Quang storm shelter and anchorage area (Trung Loc commune), Prime Minister Pham Minh Chinh requested the Party committee, local authorities, and relevant forces to disseminate information and encourage people not to stay on boats, rafts, or aquaculture cages; and to quickly come ashore to ensure their safety.

The Prime Minister also visited and encouraged the forces on duty assisting the people in preventing and responding to Typhoon No. 5; at the same time, he requested the mobilization of forces to support people in implementing necessary measures, ensuring safe mooring, including pulling boats ashore, to prevent them from sinking. In reality, many boats, even when moored, still become unsafe during strong storms.

"Absolutely no complacency or negligence is allowed. We must continue to provide close leadership and guidance, acting decisively, regularly, and resolutely, with the goal of prioritizing people's lives above all else. Saving lives and preventing fatalities is the highest priority; minimizing damage to people's and the community's property; quickly addressing the consequences after the storm ends; and contributing to enabling the entire nation to celebrate the 80th anniversary of the founding of the country," the Prime Minister emphasized.

The Prime Minister requested that media outlets strengthen communication, update information on developments hourly, and enhance guidance for the public on how to prevent, mitigate, and respond to the storm.
