Faced with the unpredictable developments of storm No. 5, the Prime Minister issued a telegram on focusing on emergency response to storm No. 5 (Kajiki). The Department of Search and Rescue (Office of the National Civil Defense Steering Committee) issued a telegram deploying the Government's Forward Command Center to serve online command and control of storm No. 5 response.

The Government's forward command post, serving online command and control of storm response No. 5, is located at the Military Region 4 Command (Nghe An province), ready to move to the areas of the Military Commands of the provinces: Thanh Hoa, Ha Tinh, Quang Tri and Hue City.

Direct agencies and units to coordinate with Viettel Group, the Information and Communications Corps, and the Central Post Office to ensure the arrangement of online meeting rooms and equipment to connect video conferences to the Government Office, the Department of Rescue and related points according to the scenarios of movement and landing of storm No. 5.Organize and assign staff to participate in ensuring the composition and quantity of service for the Forward Command Center.
The Department of Operations (General Staff of the Vietnam People's Army); the Communications Corps coordinated with the Department of Rescue and Relief, Viettel Group, the Central Post Office, relevant agencies and units to direct the assurance of military communications infrastructure and support civil communications to serve the establishment and operation of the Government's Forward Command Center and the Ministry of National Defense to direct and operate online response to storm No. 5 at the Military Region 4 Command, the Military Commands of the provinces: Thanh Hoa, Ha Tinh, Quang Tri and Hue City.

Viettel Group coordinated with the Department of Rescue and Relief, the Information and Communications Corps, the Central Post Office, relevant agencies and units to ensure internet connection (with backup); flycam system for recording and broadcasting in the field, equipment to serve the establishment of the Government and the Ministry of National Defense's Forward Command Center at the bridge points of the Military Region 4 Command; the National Search and Rescue Operation Center (Office of the National Civil Defense Steering Committee) and the bridge points of the Military Commands of the provinces: Thanh Hoa, Ha Tinh, Quang Tri and Hue City, to be ready to implement online operation scenarios of the Government and the Prime Minister in response to storm No. 5.
According to forecast information from the provincial Hydrometeorological Station: at 4:00 p.m. on August 24, the center of storm No. 5 was at about 17.6 degrees North latitude; 109.9 degrees East longitude, about 470km from the mainland of Nghe An province, about 450km East Southeast of Ha Tinh province. The strongest wind near the center of the storm is level 13-14 (134-166km/h), gusting to level 16.
The storm is moving west at a speed of about 20km/h and is forecast to strengthen before approaching land.
From the afternoon and night of August 24, the sea area of Nghe An province (including Hon Ngu island) will have winds gradually increasing to level 7-9, then increasing to level 10-11, near the storm center level 12-14, gusting to level 16; waves 5.0-7.0m high, near the center 8.0-10.0m. The sea is very rough.
From the night of August 24 to the end of August 26, in Nghe An province, there is a possibility of heavy to very heavy rain with common rainfall of 200-400mm, locally over 600mm. Warning of the risk of heavy rain (>150-200mm/3 hours).
