On the morning of August 24, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee for Natural Disaster Prevention - Search and Rescue and Civil Defense of Nghe An province inspected the response to storm No. 5.

Also attending were leaders of relevant departments, branches, the Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police.

Chairman of the Provincial People's Committee Le Hong Vinh and the working delegation directly inspected storm response work in Cua Lo ward.

The whole ward currently has 260 fishing boats with more than 1,265 workers, many of which regularly go offshore, anchoring at ports inside and outside the province.

As of the morning of August 24, all vehicles have been called to return to shelters and safe anchorages.

At Cua Lo Port, comrade Le Hong Vinh directly inspected the anchoring system, the mooring of ships and boats as well as the guidance of fishermen in moving assets and aquaculture cages. This is an important area, not only with a large concentration of vehicles and households living on the sea, but also an important hub for receiving and unloading goods in Nghe An province.

The Chairman of the Provincial People's Committee requested local authorities and functional forces to coordinate closely and resolutely request fishermen to move their boats, rafts and cages to safe places. At the same time, aquaculture households need to be instructed to reinforce and tie them securely to minimize damage when the storm hits.

The Chairman of the Provincial People's Committee also noted that, in parallel with ensuring the safety of the vehicles, it is necessary to focus on protecting the lives of fishermen. Any cases of intentionally staying on ships and boats when the storm comes must be propagated and urgently evacuated, determined to prevent unfortunate situations from happening.

In the coastal commune of An Chau, a densely populated area with about 43,000 people, Chairman of the Provincial People's Committee Le Hong Vinh personally walked along the sea dike to inspect the current situation, and at the same time, listened to reports on storm response preparations from the Party Committee, government and people. This is one of the key areas that is easily affected when a storm makes landfall, because it is both densely populated and has many aquaculture households.

According to statistics, An Chau commune (established on the basis of merging Dien An, Dien Tan, Dien Thinh, Dien Trung communes of Dien Chau district before), currently has 185 aquaculture households with a total area of ​​about 100 hectares, of which 86 households are located outside the dike - an area at high risk of big waves.

Currently, the aquaculture area is about 35 hectares. Through on-site inspection of the aquaculture area and the response work of the people, the Chairman of the Provincial People's Committee found that there are still some people who are subjective and have not really urgently implemented preventive measures.

Faced with that situation, comrade Le Hong Vinh requested the commune's political system to take more drastic action, considering storm prevention and control as the top urgent task, deploying to each hamlet, knocking on each door to propagate and mobilize people to clearly understand the level of danger of storm No. 5.

In addition, it is necessary to mobilize forces to support households in reinforcing their houses, bracing vulnerable structures, and moving assets to a safe place.

The Chairman of the Provincial People's Committee emphasized that people should absolutely not be complacent and stay in areas outside the dike when the storm hits. The government must develop specific evacuation plans for each household and each area, ensuring safety of life is the number one priority.

Next, Chairman of the Provincial People's Committee Le Hong Vinh and the working delegation inspected the preparation for storm No. 5 in Dien Chau commune (established on the basis of merging Dien Chau town and the communes of Dien Hoa, Dien Phuc, Ngoc Bich of Dien Chau district before), one of the most populous coastal communes, with about 63,000 people living in 42 hamlets.

This is a large area with a large population and developed fishing and aquaculture activities, so the work of relocating and ensuring the safety of people and property puts a lot of pressure on local authorities.

According to a quick report from the commune, up to now, about 2,100 people have been urgently evacuated because they are located in dangerous coastal areas, vulnerable to deep flooding if a storm makes landfall.

The commune government has proactively arranged 8 schools in the area as concentrated evacuation sites for people, ensuring basic living conditions.

From 3pm this afternoon, the evacuation plan will be officially activated. At the same time, all 362 boats and ships of the commune have been brought to a safe anchorage area, minimizing damage when the storm approaches the shore.

During a field inspection at Dien Bich Primary School - which is expected to receive about 200 evacuated households, the Chairman of the Provincial People's Committee directly surveyed the facilities and logistics.

Next, at Lach Van fishing port, the Chairman of the Provincial People's Committee inspected the work of anchoring and mooring ships and boats and acknowledged the active and urgent participation of local Party committees, authorities and fishermen.

Recognizing these efforts, Chairman of the Provincial People's Committee Le Hong Vinh requested Dien Chau commune not to be negligent or subjective but to continue to be vigilant, closely follow weather conditions to adjust response plans promptly.

He emphasized the need to strictly implement the “4 on-site” motto: on-site command, on-site forces, on-site means and on-site logistics. In addition, the Chairman of the Provincial People's Committee also noted that the commune government needs to mobilize forces to reinforce houses and public works, in order to minimize damage to people and property.

According to information from the provincial Hydrometeorological Station, at 4:00 a.m. on August 24, the center of storm No. 5 was located in the sea north of Hoang Sa special zone, about 660 km east-southeast of Nghe An and about 640 km east of Ha Tinh.

In less than 24 hours, storm No. 5 has strengthened by 4 levels. The strongest wind near the storm's center is level 12 (118 - 133 km/h), gusting to level 15; moving west at a speed of about 20 km/h.

It is forecasted that from noon and afternoon on August 24, the sea area of ​​Nghe An province (including Hon Ngu island) will have winds gradually increasing to level 6-8, then increasing to level 9-10, near the storm center level 11-13, gusting to level 15; waves 4-6 m high, near the center 7-9 m. The sea will be very rough.

Coastal areas of Nghe An province have storm surges of 0.5-1.5m high. Water levels at Hon Ngu (Nghe An) are 3.5-4m high.

The coastal mainland during the storm is extremely dangerous, unsafe for any vehicles or structures operating in the danger zone such as: cruise ships, passenger ships, transport ships, cages, rafts, aquaculture areas, dykes, embankments, coastal routes. Vehicles are highly likely to be capsized, destroyed, flooded due to strong winds, big waves and rising sea levels.

From the night of August 24, on the mainland of Nghe An province, winds will gradually increase to level 7-9, near the storm center level 10-12, gusting to level 14-15.

From the night of August 24 to the end of August 26, Nghe An province is likely to experience heavy to very heavy rain with rainfall ranging from 150-350mm, with some areas exceeding 500mm. In particular, there is a warning of the risk of heavy rain, possibly exceeding 200mm in 3 hours.
