On the occasion of the 123rd anniversary of the birth of General Secretary Le Hong Phong (September 6, 1902 - September 6, 2025), the Party Committee, government, and people of Hung Nguyen Nam commune are even more proud and aware of their responsibility to continue the tradition, unite, innovate, and resolutely build a sustainably developed homeland.

A model of a steadfast communistunyielding
In the history of the Vietnamese revolution, Nghe An is a land rich in patriotic traditions, marked by many heroic struggles and steadfast, indomitable figures. Among them, General Secretary Le Hong Phong is a prime example, an outstanding leader of the Party, leaving a profound mark on the Vietnamese revolutionary cause.
Comrade Le Hong Phong was born on September 6, 1902, in Dong Thon village, Thong Lang commune, Hung Nguyen district, now Hung Nguyen Nam commune. His youth was marked by years of wandering in search of a way to save the country, after being enlightened by leader Nguyen Ai Quoc and embracing revolutionary ideals based on Marxist-Leninist theory.

After years of training and studying in China and the Soviet Union (1924-1931), in November 1931, Le Hong Phong returned to Vietnam, beginning a period of intense revolutionary activity.
Comrade Le Hong Phong's greatest contribution was leading the restoration and development of the Party organization and the revolutionary movement, maintaining the fighting spirit of Party members and the people, and preserving faith in the ultimate victory of the revolution during the difficult and challenging period of decline following the Nghe Tinh Soviet Uprising.
Comrade Le Hong Phong participated in drafting the Party's Action Program, a genuine Leninist document, which was adopted by the Secretariat of the Communist International; he made efforts to open political training classes, establish communist branches, set up Party committees in several provinces, and later established the Overseas Command Committee… The Overseas Command Committee played the role of the Party's Provisional Central Committee, managing the restoration of Party bases, formulating and disseminating the Party's policies and guidelines throughout the country.
In his capacity as head of the Command Committee abroad and later as General Secretary of the Party (1935-1936), Comrade Le Hong Phong dedicated his intellect and passion to the Party and the Vietnamese revolution in many aspects, especially steadfastly adhering to the revolutionary goals and path he had chosen, developing theory and strengthening organization, and linking the Vietnamese revolution with the Communist International.
To continue advancing the Vietnamese revolution, effectively addressing domestic issues while aligning with the trends of the times, Comrade Le Hong Phong actively participated in the international communist and workers' movement, contributing to bringing the voice of the Vietnamese revolutionary movement to the world; at the same time, he persistently fought to gain the attention, support, and favorable conditions for the development of the Vietnamese revolutionary movement by the Communist International.

In 1939, Comrade Le Hong Phong was arrested and sentenced to prison by the French colonialists. Despite the harsh conditions of imprisonment on Con Dao Island, Le Hong Phong maintained the integrity of a communist, setting a shining example of unwavering loyalty and steadfastness. Before his death (in 1942), Le Hong Phong left a moving message: "Please tell the Party that, until the very last moment, Le Hong Phong still wholeheartedly believes in the glorious victory of the revolution."
At 40 years old and with 18 years of revolutionary activity, Comrade Le Hong Phong left behind a shining example of courage, unwavering will, and sacrifice for the independence and freedom of the nation.
President Ho Chi Minh once affirmed: “Our comrades such as Comrade Tran Phu, Comrade Ngo Gia Tu, Comrade Le Hong Phong, Comrade Nguyen Thi Minh Khai, Comrade Ha Huy Tap, Comrade Nguyen Van Cu, Comrade Hoang Van Thu… have placed the interests of the Party, the revolution, and the nation above all else… These comrades have shed their blood to nurture the tree of revolution, which is why the tree of revolution has blossomed and borne good fruit as it does today.”

Over the years, Hung Nguyen Nam commune today remains a land deeply marked by the Nghe Tinh Soviet movement of 1930-1931. The fervent struggles, especially the demonstration on September 12, 1930, have become a historical milestone, contributing to affirming the indomitable will of the people of Nghe An.
That very tradition is the foundation upon which cadres, Party members, and the people here cultivate a spirit of unity, overcome difficulties, follow in the footsteps of their ancestors, and continuously strive to build a prosperous and strong homeland.

Hong Phong hamlet, the hometown of General Secretary Le Hong Phong, now has a new look with 100% of its roads and alleys widened and paved with concrete, shaded by trees, and illuminated with electricity everywhere.
Cultural centers, sports fields, and recreational areas have been invested in comprehensively, contributing to improving the spiritual and physical well-being of the people.
The people are clearly aware of their role as masters and voluntarily contribute their efforts and money to building new rural areas. Just considering the construction of advanced new rural areas in recent years, in addition to donating land, cutting down trees, demolishing structures, and contributing labor, many households have contributed 50-60 million VND, with even the least contributing being over 10 million VND.
According to Comrade Chau Van Binh, the Party Secretary of Hong Phong hamlet, what is special about this hamlet is the heightened sense of self-reliance and self-improvement among the people. They are proactive and creative, applying science and technology to production to increase economic value per unit area; at the same time, they are actively seeking employment and creating economic income for themselves, their families, and society. Currently, there are no poor households in the hamlet; well-off and wealthy households account for about 70%.

Not only Hong Phong hamlet, but the overall appearance of Hung Nguyen Nam commune is changing every day. After the merger (July 2025), the new Hung Nguyen Nam commune will be formed from four communes that all meet the new rural standards; of which, one commune meets the model standard, and two communes meet the advanced standard. This is an important foundation for Hung Nguyen Nam to make breakthroughs in the coming period.

According to Comrade Le Pham Hung, Secretary of the Party Committee and Chairman of the People's Council of Hung Nguyen Nam commune, a highlight is the relatively comprehensive investment in infrastructure such as transportation, irrigation, schools, healthcare, and cultural and sports facilities. This is linked to the beautification and construction of a new rural landscape that is "bright, green, clean, beautiful," and more civilized and modern; the will of the Party and the people is part of the effort to build the homeland into a livable place.
People are boldly shifting their production mindset towards value enhancement, with many high-tech agricultural models being implemented; forming many large fields for commercial rice production; transforming small-scale livestock farming into concentrated, bio-secure farms…; promoting the development of small-scale industries, services and trade, traditional craft villages, and participating in domestic and international labor markets.
Currently, the commune has 5 traditional craft villages, 4 OCOP 3-star products; and nearly 1,800 workers employed abroad, contributing to increased income and wealth creation for the homeland.

Building on revolutionary traditions and pride in being the homeland of General Secretary Le Hong Phong, the Party Committee and people of Hung Nguyen Nam commune have set clear goals for the 2025-2030 term: Striving to achieve advanced new rural standards by 2028 and model new rural standards by 2029.
This is not only a goal to bring about comprehensive and sustainable development for the locality, but also a promise and a profound expression of gratitude to the outstanding son of our homeland - General Secretary Le Hong Phong.
Every official, Party member, and citizen in Hung Nguyen Nam commune clearly understands their responsibility to strive for the development of the locality, worthy of being the birthplace of General Secretary Le Hong Phong in the hearts of the people of the whole country and international friends.
