With strong political determination, during the 2025-2030 term, the Party Committee of Trung Loc commune strives to achieve the model new rural standard, become a relatively developed commune of the province, and gradually improve the material and spiritual lives of the people.
A new look born from the power of unity.
Trung Loc commune was formed by merging four communes: Nghi Thuan, Nghi Long, Nghi Xa, and Nghi Quang, formerly belonging to Nghi Loc district. After the merger, the commune has a natural area of 31.35 km2 and a population of 31,180 people. The commune's Party Committee has 57 subordinate Party organizations with 1,385 Party members. During the past term, the Party Committee led the political system and the people in unity to successfully achieve the goals and tasks set forth in the Resolution of the Commune Party Congress for the 2020-2025 term.
The total value of production in the area (at 2010 constant prices) is estimated to reach VND 13,736.8 billion in 2025; the average annual growth rate in the area is 10.98%. Average per capita income by the end of 2025 is estimated to reach VND 62 million/year. The economic structure will shift in the right direction, with agriculture decreasing to 25.78%; industry and construction reaching 22.47%; and services and trade reaching 51.75%.
Agricultural production remained stable and showed growth. The crop structure shifted towards high-tech commodity production and integrated production and consumption processes, contributing to increased income per unit area. The area under winter crops expanded to become the main production season of the year through intensive farming models of shallots, tobacco, bitter melon, cucumbers, cantaloupes, and various high-value vegetables, covering a total area of 855.36 hectares. Average income from vegetables reached over 120 million VND/hectare/year; in some exceptional cases, models of cantaloupe and honeydew melon production yielded approximately 1 billion VND/hectare/year. Livestock farming continued to shift towards the formation of concentrated farms. The area for aquaculture remained stable at 92.4 hectares, with an estimated production of over 293.5 tons/year. The National Target Program for building new rural areas was widely disseminated among the people. To date, the entire commune has met 18 out of 19 criteria, lacking only one criterion to achieve advanced new rural standards.
Industry and construction continued to be promoted, accounting for a high proportion of the economic structure. The average annual growth rate reached 11.59%; the value of production reached over 12,801 billion VND (accounting for more than 93% of the total production value of the entire commune). Currently, the commune has 310 companies and enterprises operating within its boundaries, attracting 13,500 workers and creating job opportunities for thousands of local laborers. Maximum resources were mobilized to build and successfully auction residential land, generating budget revenue to invest in essential infrastructure serving the people. Alongside this, commercial services developed rapidly, diversified, and remained stable, with an average annual growth rate of 9.37%. To date, there are 200 individual business households in the commune, an increase of 100 households compared to the beginning of the term.
Land management, resource management, environmental protection, and climate change response have received focused guidance and achieved many positive results. Total state budget revenue in 2025 is estimated at over 254.5 billion VND, fulfilling the assigned plan.
The socio-cultural sector continues to experience many positive changes, playing a crucial role in the harmonious and sustainable development of the locality. Education and training are comprehensively developed, and the quality of education is improving. The "All People Unite to Build a Culturally Rich Life" movement is widely implemented. Social welfare work is implemented synchronously and promptly. Families of policy beneficiaries, meritorious individuals, and social welfare recipients receive attentive care. National security and defense are strengthened, and political security, order, and social safety are ensured.

Building upon the significant achievements of the past term, the Party Committee of Trung Loc commune is embarking on a new phase of development with an important role and mission, integrating itself into the era of strong national progress. The focus will be on further enhancing the leadership capacity and fighting strength of the Party, promoting the strength of national unity, effectively exploiting potential and strengths, mobilizing maximum resources to invest in infrastructure development, accelerating the transformation of crop and livestock structures towards commodity production, and applying science and technology to achieve high value. A strong shift in the economic structure will be driven towards rapid growth in industry, services, and trade... Maintaining and promoting the criteria already achieved; striving to build Trung Loc commune into a model new rural commune by 2030.
With the motto "Unity - Democracy - Creativity - Breakthrough - Development," the Party Committee of Trung Loc commune has set forth 3 programs, 5 key tasks, and 3 breakthroughs for the next term. At the same time, it is determined to strive to complete and exceed 28/28 main targets in the areas of economy, culture and society, environment, national defense and security; Party building and the political system. Specifically, it aims for a growth rate of 12.77% in the total value of products in the commune (at constant prices), with 9.53% for the portion managed by the commune. Average per capita income is targeted at 85-90 million VND/year. The goal is for 100% of schools to meet national standards (with 50% meeting level 2 standards). The commune aims to achieve a ranking in the top 30 of the province in the Digital Transformation Index (DTI). The commune also aims to meet the national criteria for healthcare. At least 95% of Party organizations are rated as having performed their duties well, with 20% rated as having performed their duties exceptionally well.
To realize the set goals and targets, Trung Loc commune strives to effectively implement four main groups of solutions: Focusing on strongly transforming the crop structure and seasons, applying scientific and technical advancements to production and livestock farming; Emphasizing the promotion of high-income cash crops according to VietGAP standards; Continuing to expand the area for winter and summer-autumn crop production in hamlets with strengths in high-income crops; Strengthening investment in transportation and irrigation systems, continuing to invest in upgrading and building pumping stations and canals to better serve the people's production.
Prioritize investment resources and maximize support mechanisms from higher levels to complete the criteria for building advanced and model new rural areas; in particular, accelerate the completion of criteria for schools and cultural institutions in hamlets, especially merged hamlets and hamlets in special areas... gradually building communes that meet the standards of smart rural areas. Encourage the development of various types of services such as labor services, processing services, material services, fuel services, food services, culture, transportation, etc., to better serve the industrial zones located in the area. Manage and implement approved plans and land use plans effectively. Based on the commune's general plan, focus on reviewing, adjusting, and supplementing the programs, projects, and socio-economic development plans that have been developed. Emphasize attracting investors to build infrastructure and conduct production and business in the industrial zone. Expedite the resolution of difficulties for projects already underway to ensure their early operation. In addition, we must promote the development of culture, information, physical education, and sports; effectively implement healthcare, population, and development programs; and ensure strong national defense and security.
